HomeMy WebLinkAboutResolution No. 2015-19Suggested by: Administration CITY OF KENAI RESOLUTION NO. 2015 -19 • RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AUTHORIZING • BUDGET TRANSFER WITHIN THE GENERAL FUND - SHOP DEPARTMENT FOR THE REPLACEMENT OF AN AGING SHOP DIAGNOSTIC TOOL. WHEREAS, the City Shop's current equipment diagnostic tool has reached the end of its useful life; and, WHEREAS, the unit is no longer upgradable for use on new City equipment requiring the subcontracting of diagnostic services, a process that has traditionally been performed in- house; and, WHEREAS, the subcontracting of diagnostic services is an added cost to repairs and it also delays the overall time to perform repairs; and, WHEREAS, the department has identified available funds in its budget which are available as a result of the low use of snow removal equipment this past winter; and, WHEREAS, a budget transfer of $10,500 is beyond the authority of the City Manager and pursuant to KMC 7.25.020 the City Council, by resolution, may make transfers in any amounts of unencumbered balances of line item accounts within a Department or within a fund. Due to lower than average precipitation this winter there were very few repairs required to snow removal equipment. This has resulted in a large surplus of funds in the operating and supplies account. We are more than 75% of the way through the budget year and have spent only 50% of this account funding. We anticipate there will be approximately $35,000 remaining to lapse at the end of the fiscal year. We have a diagnostic tool that is aging and nearly obsolete. Due to the age of the equipment we are unable to have service and updates performed on it. We lack the ability to perform diagnostics on our new equipment, resulting in additional subcontracted costs. The IT department has spent time attempting to make the existing tool work with poor success, and has reviewed and supports this purchase. This purchase is necessary and funding was requested during the FY 2016 process. During our budget meetings I informed you of our operating budget surplus and we agreed it was fiscally responsible to purchase this equipment with FY15 funds.
