I voted with the majority to not adopt the ordinance, as I objected to the use of fund balance. I do however agree with the Beautification Committee recommendation that the construction of a gazebo at the Field of Flowers is a positive addition to the area and should be considered, if funding can be found within the existing General Fund budget. I met with Administration to determine if there may be a source of funding within the General Fund that could be utilized without negative effects to operations. Stipends for Planning & Zoning Commission members were mistakenly included in the General Fund budget in two separate budget line items, each for $8,400, when only one item for $8,400 was required. Since the meeting of March 4, 2015 the City has received an offer of a donation for the materials to build the gazebo. I discussed this with Administration and was told a budget of $8,400 should be sufficient to construct the gazebo given the donation of materials. This resolution would provide for the construction of the gazebo without the use of Fund Balance. I respectfully request your support of Resolution 2015 -13 Page 21 of 69 Suggested by: Councilor Brian Gabriel Mayor Pat Porter CITY OF KENAI RESOLUTION NO. 2015 -13 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AUTHORIZING A BUDGET TRANSFER WITHIN THE GENERAL FUND IN THE AMOUNT OF $8,400 FOR CONSTRUCTION OF A GAZEBO. WHEREAS, the City Beautification Committee has recommended that a gazebo be constructed at the "City's Field of Flowers "; and, WHEREAS, the City has recently received an offer from a private party to donate the majority of the materials necessary for the construction of the gazebo; and, WHEREAS, stipends for the Planning and Zoning Commission were incorrectly budgeted in both the Planning and Zoning and Legislative Department's FY2015 budgets; and, WHEREAS, the stipends paid to Planning and Zoning Commissioners are paid from the Planning and Zoning Department Budget and the $8,400 budgeted in the Legislative Department for this purpose is available for other purposes; and, WHEREAS, a budget transfer of funding within the FY2015 General Fund budget will not require the expenditure of Fund Balance. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, the following budget transfer be made for the purpose of construction of gazebo at the "City's Field of Flowers" : General Fund From: Legislative - Professional Services 58.400 To: Parks, Recreation & Beautification - Professional Services $ 400 Page 19 of 69 KENAI MUNICIPAL AIRPORT Wildflower Meadow A variety of wildflowers have been planted in this field. The blooms are not only visually appealing, but also provide nectar sources for butterflies and other insects throughout the season. Seeds from these flowers also provide a food source to resident birds and small mammals throughout the winter. The seeds from the flowers you see blooming will also create a self - sustaining meadow for years to come. This is an environmentally sensitive area to the following: ase adhere • DO NOT PICK FLOWERS - leave flowers and plants for others to enjoy • STAY ON ESTABLISHED TRAILS - foot traffic damages the understory vegetation • NO MOTORIZED VEHICLES OR BIKES • KEEP PETS ON LEASH AT ALL TIMES Thank you.
