Commissioner Zirul MOVED to approve the December 11, 2014 minutes with addition of L.
Porter and P. Minelga added to meeting attendance and Council Member Bielefeld SECONDED

Airport Manager Bondurant reported the Technical Advisory Committee will meet on Monday,
January 12th to evaluate the alternatives in the Phase II Report.

Glenda Feeken was nominated as Chair.

Commission; SECONDED by Bielefeld. There were no objections; SO ORDERED.

MOTION:
Commission Bielefeld MOVED to approve the election of Jim Zirul as Vice Chair of the Airport
Commission; SECONDED by Porter. There were no objections; SO ORDERED.
b. Discussion /recommendation — "Going Paperless" for Commission Packets
Airport Manager Bondurant stated the suggestion of going paperless was not to provide ]pads to
each Commissioner, but to e-mail the packets to Commissioners.
Commission recommended going paperless for packet.
MOTION:
Commission Bielefeld MOVED to recommend Commission go paperless for meeting packets for
a 6 month trial; it was SECONDED by Porter. There were no objections; SO ORDERED
c. Discussion /recommendation — Review of Kenai Peninsula Air Fair Sponsorship
Opportunities
Commission and Airport Manager discussed changes for the 2015 sponsorship.

a. Airport Manager — Reported the FAA Certified Inspectors were here for four days
and the FY16 Budget process has started.
b. City Council Liaison — Council Member Navarre reported on the January 7, 2015
Council meeting.

I received a letter from River City Dental dated January 17, 2015 expressing an interest in
leasing a portion of a tract owned by the Kenai Municipal Airport.
Please find attached the letter and a sketch of the area of interest.
I will discuss this with the Commission at your next meeting and have additional information for
your review.

My name is Dr. Jeremy Sorhus, and I am the owner of River City Dental, Inc., located here in
Kenai, Alaska. I have personally been doing business here for almost 4 years, and River City
Dental has been actively serving the resident of Kenai for roughly 15 years. During this period we
have grown tremendously and now have an active patient base close to 5000 people. Our business
philosophy and model has been to obtain the highest level of education possible, to use the most
advanced technological aspects of dentistry, and to perform dentistry in an atmosphere that is the
most gentle and comfortable it could be. This model has served us well and we are enjoying a
growth phase in our practice.
Because of this growth, we are seeking to build a new building here in Kenai to better serve our
patients and further promote our business philosophy. In considering our needs and the needs of
our patients, we have selected a number of criteria a new location would have to meet. These
include: (1)having a nice, relaxing atmosphere where we can more adequately treat those with
dental phobias and high - anxiety. (2)Having a location with more high - traffic visability, and (3), a
building in close proximity to the schools, and one that students wouldn't have to cross a busy
highway to get to. We see a lot of Kenai kids and we think this would be of great importance to
both students and their parents. With these goals in mind we would like to ask the city of Kenai to
consider either leasing or preferably selling a portion of lot #04501003 of roughly 2 -3 acres. I am
most interested in the most easterly portion of the lot. Included is a map for your reference.
River City Dental Inc., is a very low impact business that has faithfully served the residents of the
Kenai area and I am confident that allowing this project to move forward would be of great
advantage to the city and the residents, and would be of high- esthetic value to the city.

Report
Update Master Plan — Phase One is 100 %, Phase Two is 95% complete, and Phase
Three is 44% complete. The Technical Advisory Committee met again on Monday,
January 12th. City Admin is reviewing the presentation of the alternative /concepts.
Phase 2 Update Master Plan (Aeronautical Survey) — The aeronautical surveyors arrived
in Kenai on December 4th to complete the remainder of the airside survey and the
electronic ALP inventory. Imagery, mapping and contours are completed. The
aeronautical survey is on schedule for completion early in 2015.
Security Camera Project — The City documents are being prepared. The FAA is reviewing
the scope of work.
Snow Removal Equipment (SRE) — The new Oshkosh Plow truck with attachments has
been ordered. Delivery will take approximately 10 months.
Small Taxiway & Aircraft Tie down Project — Wince - Corthell -Bryson will start this project
the week of January 19th. This project consists of asphalt rehab, lighting, drainage, and
fencing.
In- house:
Airport Manager and Staff are working on the FY16 budget operating costs and capital
improvement projects.

Alaska's 586,412 square miles of land and 2,427,971 square miles of airspace are served by:

Pilots, Mechanics, & Aircraft:
There are 8,032 active pilots, 2,835 air frame and power plant mechanics of which 733 have
inspection authorizations, and 9,347 registered aircraft in Alaska.
Airports:
Alaska has 401 public use airports, 283 land- based, 43 heliports, 114 seaplane bases, and
approximately 737 recorded landing areas (private, public, and military) total. Of course pilots land
on many of the thousands of lakes and gravel bars across the state where no constructed facility
exists.
Air Commerce
The number of enplanements (4.7 million) in Alaska is 6.3 times the state population compared to
2.3 times the U.S. population for all states. There are 295 certified air carriers in Alaska providing
scheduled and on- demand services.
Seaplanes:
Lake Hood in Anchorage is the world's largest and busiest seaplane base and the only seaplane
base with primary airport status in the U.S. In 2014 it accommodated an average of 197 daily takeoffs
and landings with nearly 600 on peak summer days. There were approximately 72,000 operations in
2014, when combined with the Lake Hood gravel strip. Alaska has the most seaplane bases in the
country -114

Airport Improvement:
Since 1982 the Airport Improvement Program (AIP) has provided over $3.9 billion for airport
construction, development, and planning in Alaska. This funding was provided via approximately
1,484 AIP grants. In fiscal year 2014, the FAA Alaskan Region distributed 5'198.6 million in 40 AIP
grants to State and other "local" airport sponsors.

Dear City of Kenai Airport Employees,
The Christmas Drive Committee would like to extend our heartfelt
thank you for participating in our 2014 Christmas Drive.
Each year die generosity of our community is so awesome. '17his year we were able
to provide a Christmas dinner and extra canned goods, as well as two new toys, hats and
mittens for 50 families, including 135 children. We were also able to provide winter
clothes and boots for children that needed diem.
Tlus year, as in die past, we coordinated our efforts with other agencies here on die
peninsula to prevent duplication and to ensure our funds went as far as possible.
�L Our goal would have been impossible without your support and the support of
