Kenai City Council Meeting Packet July 21, 1971 Kenai, Alaska Welcome to the CiW Council Me.eti.ng The members of the Kenai City Council welcome you to tonight's meeting. Kenai has what is known as the Council-Man,er form of government. The members of the Council are elected by the residents of the City at large, and meet at least twice a month to conduct City business. The City Manager i~ employed by the Council to conduct the business of the City and to administer the Council'~s policies. We wish to encourage participation in the proceedings of the Council and hope that you will feel free to express your thoughts and opinions. If you wish to bring up a matter which does not appear on the agenda at a regular meeting, you may be heard under CITIZEN'S GRIEVANCES AND REQUESTS, at the end of the Council agenda. However, it is preferred that you write the City Manager in advance so that yr~ag subject can be placed on the agenda. (The normal meeting pattern is the 1st and 3rd Wednesday. however, when the amount of business justifies, the Council will me~t at special called meetings. To a~ertain the coming schedule, call the City Manager's office.) Your letter should be in the City Manager's office not later than Wednesday preceding the meeting you wish to attend, and should indue m some detail the nature of the subject on winch you wish to speak. Burt, Finance Director SUBJECT: Accounting MaChine Lease (IBM) With your ¢oncurrance I have investigated several methods, of eliminating the bottleneck and problems in the financial reporting and administrative control- systems of the City. To state the problems in broad terms: 1. We operate a 3 million dollar business which requires administrative and monitoring data on a daily basis. 2. The projection is for a 50% minimum increase in work load during the next one-to two years- 3. We have a piece of equipment on lease which is operative Only 60% of the time. When working it has only the ability to post., numbers to a ledger. It has no ability to produce statements. We usually wind 'up doing our records by hand or being delayed--from five to eight days. The investigation showed that there are a number of good. systems on the market; some .good, .some no.t. so good, but all expensive. The basic criteria we are. looking for is the ability to update our rec~ords to have access, at random, 'to any balance or data..at any time, to be able to print a statement of ac¢oun-t'-in detail or summary from the data on file, on command, and the ability, once set up, to be operated by any clerical pers'on who has no specialized training, or back- ground. Ail except BUrroughs and IBM have been eliminated for lack of support in maintenance and system operation. Burroughs Corporation has a machine which Would do the job; however, the equipment costs in the vicinity of $45,'000 and must be leased through a commercial invest- ment-leasing firm. I have not been impressed by~, the support nor the reliability of the equipment. SUMMARY AND RECOMMENDATIONS I am recommending the IBM Corporation's small business- oriented computer, the System 3-6. It has the following physical characteristics. 1. Print speed The recommended print speed is 85 Characters per second, 150/+ characters wide. 2. Computer speed (access time) It is expressed .in micro seconds, and wOuld mean very little except that the computer ability is always waiting for the- printer to catch up. 3. Direct entry The machine comes with a typewriter and adding machine type Keyboard. The entries onto the system are made t.hrough the Keyboard. Although the machine can be equiped with a card imput device we have no .need for i~t. 4, Di rec t i.nqui~ry _. Any operation may be halted and inquiries may be made into the stored data without losing or damaging the on-going operation. 5. Dimc storage Ail information is stored on interchangeable discs with 2% 'million. to 9.8 million characters-on line at any given time. 6. Stored Pr0gr~ · Ail programs are stored in disc so that there is no problem in what program to use when. 7. Field support In my experience with IBM they have always responded within four hours and usually within the hour in machine problems. If the time delay is more than eight hours they make arrange- ments for your work to be done elsewhere. 8. Technical support IBM will not let a system fail because of technical problems. ADVANTAGES 1. After the machine is programmed the operator can be trained in four hours or less. 2. The work load Of the City may expand up to four times with- out increasing the basic machine gear ..or people. It may be desirable a't a later time to add another disc drive. 3. Accounts receivable statements or billing, General ledger statements, Accounts payable statements may be pulled at' any .given point in time, or daily in less than one hour and~ in finished form. 4. The lease is cancellable on 30 days notice. 5. Once operational, the need for the highly .trained, highly skilled specialist is over. From that point in time the skilled clerical force can produce the same results. Only in the case of new applications is there a need for the high priced executive time. DISADVANTAGES 1. Time delay in machine acquisition (6 months). 2. Demands on time and talent during the inception Period. 3. Regimentation of procedure and methods. For instance, to close the books and publish a statement is 60 to' 70 hours work for two people of which one must be a qualified accountant. The System 3 is aUtomatically closed and updated at the end of each procedure. Reconciliation of Accounts Receivable and Payable is automatic. The Chief of Police, pro.ed by the principal of the '~onai Central High School, has asked if an ordinance couldn*t be passed prohibiting possession of alc°holtc beverages or their consumption on schoo! property. I have reviewed. the various authorities, including Title 11 of Alaska Statutes (related to criminal offenses); Title 4, (related. to regulation of alcohol dispensing activities); and the City Code, Chapters 13 and 19; and have been unable to find a comparable regulatory stltute. One State Stutute, A. S. 11.60.170, relates to gambling or unlicensed liquor traffic being declared, nUisances, and A. S. 11.45.032 relates .to public drunkeness -= which could be difficult to apply ~to consumption or POssession of alcohol on school premises. Jaynes, Special Projects Coordinator Re: Willow Street - Shopping Center Connector Street Final inspection of the Willow Street- .Shopping-Center Connector Street was made on July 14, at 11:30 A. M. In attendance, Mr. Edwin Glotfelty, City Manager, City of Kenai; Mr. George Robinson of Robinson Construction Company, Kenai; Mr.. John C°veyou, Street Superintendent, City of Kenai. After inspecting the road it was decided by all in attendance that the Contractor, Robinson Construction COmpany, had 'filled the obligations re- quired in the· contract .and that the road was constructed as planned and according to the Contract specifications. As ~you recalI the contract agreement was entered into on the 21st day of June ·with completion required within 40 (forty) calendar days. Contract price was $3,453.57. You will note by the last sentence, that no allowance was made for shrinkage or swell. It is reasonable to assume that shrinkage and swell in the amount o.f 10 .or more percent of the final calculations did actually happen. This is nor- mal on all dirt jobs. Assuming the 10% factor as be- ing reasonably accurate then the estimated quant.ity of materials were in fact placed in the road and pay- ment should be made for full quantities. The contract item of 60 feet of 18 inch CMP culvert has been deleted from the contract as it was decided the culvert would serve no useful purpose. Glotfelty, City Manager FROM: Bruce Massey, Water & Sewer Superintendent RE: Water & Sewer Crossings-Kenai Spur Highway Attached with this memo are the specifications, schedule of quantities, drawings and plans for the ~Kenai Spur Highway Water .and Sewer Crossings. AS you will note, the lines include those crossings which were submitted with the grant application to HUD and EPA. earlier this year. We have received no firm commitments from either organization to defray the cost at. this time; however, the lines must be installed prior to construCtion of the K~nai Urban Section .or the Soldotna-Kenai (F-0-21) project. The alternative to crossing the highway after construction, would involve boring under the Kenai Spur at a cost in excess of $56.00 per linear· foot. Construction now will cost less without boring than could be achieved later even with a 50% grant award. A pre-bid conference will be held on this.project on.July 29th in the Public Works Office of the Airport Terminal~' Building.
