The City has received no petitions from the cit±zens for water or for street improvements. We should hear from Washing=.on, D. C. in three to four weeks. Quite a bit of work has been accomplished ~n the Municipal 'Park. The electricity !s ~-n and Water and Sewer is undere'a'y~ The Tesoro people have installed an announcing booth for the ~2p- coming S'tate Championship Little League Tournament. Signs are up, the area is seeded and fertilized. Cement has been poured for the posts and the fence will go up tomorrow. The Summer Recreation Program has been a success. More people have registered for the program than ever before. Bids have been rec~ived and awarded on the Smal~ Boat Harbor - The bid was awarded to Chrlstianson Construction' Company. The awardin9- of the bid for the Kenai Armory will be within a week and construction started within a month. The grant from State FWQA is hung up in Juneau for lack of basin study and regional study. A brief discussion occured on the site of the Fire Training Program. The City Manager to bring back to Council for discussion at the next meeting sites avail-' ~le and recommendations. M. r~oday inviting him and the City Manager to meet 'with the Mayor of Soldotna and one or two representatives. Mr. Glotfelty and the Mayor met with them in Soldotna at 1:00 P. M. The Soldotna Council, their City Engineer and Consulting Engineer were all present. The Mayor and City Manager invited them to the Council Meeting this evening to discuss Kenai's objection to the sewer outfall as they felt the Kenai Council needed more representation. Hornaday moved and Doyle seconded to have the City Manager write to the Corps of Engineers requesting a public hearing in' Kenai or Soldotna on the Soldotna outfall sewer requesting presen- tations from U. S. Fish and Wildlife, Corps of Engineers, State Fish and Game, Alaska Environ- mental Quality, Health and Welfare and any other interested agencies or people. The motion carried unanimous ly. C_i ty C 1 e.rk .' ..S Report No report Finance Director's Report , ,, The books have been closed for June. The figures have been forwarded to Marshall & Myers for their prospective.. The financial report will be out within three or four days. The auditors will be back tomorrow. We, are in fairly good shape as far as the audit is concerned and it should be out sometime in the middle of August. '. Planning &.Z°ning Report There was no report but Hornaday strongly urged the Kenai Planning and Zoning Commission to study in detail a new Ordinance the Borough is going to submit concerning planning and zoning within first class cities. MINUTES OF KENAI CITY COUNCIL REGULAR MEETING: ~ag'e Four JULY 7, 1971 S - 7l F: City Manager, Ed Glotfelty, introduced Mr. Chadwick from Colorado to the Council. He is Jerry Chadwick' s father, who works for the City. Borough Assemblymen ' s.. R...eport Hugh Malone reported on the Borough Assembly Meeting held in Soldotna July 6, 1971. The Assembly introduced an Ordinance amending the Election Ordinance, so there will be no confusion on the votes in-a candidate election. The Assembly voted to curtail funds to bring the Borough salaries in !ine wlUh State salaries. There is 13,500 short in budgeted f~unds ~or salary increase. The Assembly. introduced an Ordinance requiring purchases of over $5,000 be put out to bid. The Chairman reported an Ordinance he will be submitting concerning zoning within first class cities. The Assembly approved a change order on the Homer school for $15,000, a change order on the Seward school for $206 and a change order on the Seldovia school for $12,500, sewer line extension. The Assembly approved the expenditure from Capitol Improvement budget for $5,000 for the hot lunch program. The Assembly reviewed and approved the plans for the North Kenai Fire Station. '.zoning The Council feel we should prOceed with this suit, to clarify the situation and bring every- thing in focus as to what power belongs to whom. Norene moved and Malone seconded to direct 'the City Manager to draw up a suit for review at the next Council Meeting to determine the powers of Planning and Zoning between the Borough and the Assembly as well as reapportionment. The motion carried unanimously with Hornaday abstain- ing. Hornaday will undertake to contact other Council on this. Bielefeld suggested the City hear Mr. Jefferies as interim City Attorney during Fishers absence, if he. is willing. There were no objections and was so ordered. · .O~rdinan..ce~ .200-71 .,. The motion carried unanimously by roll call vote. The Mayor declared a recess and opened the metting for a public .hearing on Ordinance 201-71. There was no public participation so the public hearing was closed. The motion failed 3 to 2. They recommended the installing of rest rooms up stairs on over hang,, removal of burned log building, a slab fence in the rear and a chain link fence in front of the complex. The City Manager will get a better detail of work to be done before 'asking for Council approval. C. 20515 Dear Mr. Begich' This is irt reference to your letters of May 24, 1971, addressed to Secreta[[ ¢onnally and to this Bureau, and your letter of June 4, 19 , addressed to Mr. Smith, concerning your interest in the establishment of a Customs office in Kena~, Alaska, in order to assist in 'the revitalization of the economy in your state. We have studieo the matter of a Customs office at Kenai very recently. Our study included the estimate that 96 ships are expected to move in and out of Kenai waters each year. This is an average of one. ship every 4 days, which would' not justify the cost of staffing and maintaining a Customs office, particularly since the Federal inspection fomalities for a large percentage of these ships can be completed in approximately 1 hour. We regret that we cannot favorably consider establishing a Customs off~ce at Kenai at this t~me. Hoover, we are forwarding a copy of your letters to the Regional Conmissioner of Customs at San Francisco and asking him to advise us whenever he believes that the situation at Kenai has changed sufficiently for us to reconsider the matter of establishing a Customs office there. As further justification for the Kenai Harbor survey, I cited City and S.tate actions for funding of a small boat harbor facility at Kenai and recommended that the Corps engage in the planning process with the City and the State in FY 1972 so that a logical, integrated plan-would be possible and any duplication of effort avoided. BE IT ENACTED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA: Sectio~ 1. Sections 14-60 and 14-73, Kenai Code, 1963, as amended, a~ej h-e~e~¥ repealed and reen-~ted to read as follows: Umiform numbe.r..inq System.....established Section 14-60. (3) Any street or public way less than 3000 feet in length in cirvilinear subdivisions which do not meet the throughway requirements normally conferred on avenues, streets, or highways shall be named as indi- cated in diagram "Appendix A" as "court" "lane" and "circle", "place" "drive" and "way" (4) A public way of less than 25 feet wide may be named "walk ". (5) No street established or named after adoption of this system shall bear a name in language in con- flict with suffixes required herein. 'Effective date _ Section 14-73. The system of house, building, or other structure numbers assigned under the provisions of Kenai Code, Section 14-60 through 14-72, and all street numbers and names established pursuant to said code provisions shall become effective. on day of ..... . ........... , 1971 Section 2. Section 3. This enactment, of code provisions shall be implemented in accordance with the provision of the unamended portions of the Code, and with the provisions of the Kenai Code, 1963, as enacted herein in order to accomplish the intent as expeditiously as possible. ~ Section 4~..
