RET IREMENT PLAN
The City of Kenai and its employees are currently enrolled
in the State retirement program. Contributions percentage wise
are 9% (employee/employer total) for retirement and 9.6% (total)
on the first $7800.00 for FICA. If an employee leaves the program
prior to retiring, he gets his contribution back plus 2% simple
interest.
A cursory examination indicates that the payments for the
coming year to be something more than $5,500.00 per month total.
Projecting this figure into the future, the total accumulated
capital will be $198,000.00 and interest earnings will be
$15,439.00 at 5% simple.
In previous conversations I have expressed a strong financial
dislike to a retirement system that does not have an investment
return feature. My points are these.
An employee invests about 9% of his gross earnings into the
retirement program, the City matches this contribution. As a
matter of theory, the employee benefits such as this are a part
of his compensation. However, when he leaves the system, he will
receive only his contribution plus a small percentage The
employee could do much better investing in a savings account
at 4%.
Alaska is a young state and the population is most transient
in nature. Tenure of employment seems to run an average of 3 to
7 years. Therefore, out of a group of 35 employees, probably
only 3 of the original group would still be employed by the same
employer at the end of 10 years.
The contribution made on behalf of the employee by the City
is never recovered in the case of leaving the system.
I therefore make the following suggestions'
1. We set up an employees retirement investment
board.
2. We investigate the sPOSSibility of withdrawing

3. That the program be treated as an investment
rather than retirement.
4. That the employee be entitled to his contribution

These thoughts are exploratory in nature and not firm. I
would appreciate your thoughs' 'a~d we should move out if we are
going to move. A general meeting between us would now be in order
with each to present his ideas, preferably in writing.

City of Kenai G. O. Bonds in the amount of $800,000
for Proposition No. 1 for the purpose of constructing
a Civic Center. The motion carried unanimously.

for Propo'sition No. 2 for the purpose of constructing

PROVIDING FOR ENACEMENT OF A CONSUMER'S (RETAIL) SALES TAX BY
INCORPORATING APPLICALBE PROVISIONS OF KENAI PENINSULA BOROUGH CODE
INTO KENAI CODE, 1963 AS ~V~ENDED AND PROVIDING SUCH OTHER AUTHORIZA-
TION FOR ADMINISTRATION AND MANAGEMENT OF SUCH AN ENACTMENT AS IS
REASONABLY REQUIRED AND DECLARING AN EMERGENCY.
WHEREAS, at a special election on May 25, 1971, in Kenai,
Alaska, the voters of .the City of Kenai very responsibly authorized
enactment of a one percent (1%) retail sales tax to be dedicated to
provide required funding for what has been commonly called City of
Kenai 1971 Capital Improvement Program and
WHEREAS, best administration of the authorized tax can be
accomplished by utilizing the statutory framework presently provided
by the Code of' the Kenai Peninsula Borough;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI:
Section 1. That the Code of the City of Kenai, Alaska, is hereby
amended to add to Chapter 7, Article 4, the following provisions:
SALES TAX LEVY
Section 7-25. There is hereby levied a consumers' sales tax
of one percent (1%) on all retail sales, on all rents, and on all
services made or rendered within the City limits within the City of
iQenai measured by the gross sales price of the seller.
OWNERSHIP OF MONIES
Section 7-26. The one percent (1%) consumers' sales tax
levied herein and all sales taxes collected are Cityof Kenai monies,
and the seller is at all time accountable to the City of Kenai for
such monies.
DEDICATION
Section 7-27. Ail revenues of the consumers' sales are dedicat~
to retire the general obligation bonds authorized at that certain special
election held in the City of Kenai on the 25th day of May 1971. It is th~
intent of this dedication that the proceeds shall be used exclusively
for the purposes of repaying, retiring or otherwise discharging the
City.of the obligations of the bonded debt or obligation assumed pursuant
to the authorization of the special election.
RULING AND REGULATIONS
Section 7-28.
·
a. The Finance Director of the City of Kenai may take
any .action necessary or appropriate to the implementation of this
ordinance by promulgating regulations which may include the adoption
of forms. Such regulations, or any procedures, adopted by the Finance
Director are effective at the time indicated by him, but are subject to
revision or repeal by the City Council, at the next meeting following the
effective date or at any time that the City Council acts thereon.
b. Should a taxpayer under this Code or a seller obliged
to collect the tax be in doubt as to the applications of the provisions
to an actual situation facing the taxpayer, or about to face the taxpayer
the taxpayer may apply for ~an informal ruling on the issue. Ruling havin
a general application,may at the discretion of the Finance Director, be
promulgated as regulations.

PROVIDING FOR A SELF-SUSTAINING FEE
KENAI MUN. 1CIPAL AIRPORT
STRUCTURE AT THE
WHEREAS, the City of Kenai wishes the Federal Aviation
A'dministration to provide funding for improvements to
the Kenai Municipal. Airport and
WHEERAS, the requirements of this aid include a provision
that the Airport Fee Structure for Airport Facilities
and services be as self-sustaining as possible under
the circumstances existing at the Kenai Airport
NOW THEREFORE BE IT RESOLVED 'that the Cit'>.' of Kenai
assures th'e Federal Aviation Administration that the
City of Kenai will maintain a fee and rental structure
for facilities and services being provided 'and airport
users which wi. il make the airport as self-sustaining
as possible under the circumstances existing at the
Kenai Airport.

political subdivision is. in default at the end of' extension, partic-
ipation in the. system is. terminated.
B. Within 6 months after termination, the actuary'-of"the'system
shall, at the cost of the. terminated employer, determine by-actuarial
valuation the amount in the pension fund attributable to the employer.
This amount shall be distributed by payment or provision for payment
o.f benefits to employees and retired employees of the"terminated·
Employer in the following order of pre-ference':
1o To refund the balance, in the. employee'~contribution·
and savings accounts.
2. To fund in advance the. benefits of retired per.sons.
3. To all other employees in proportion to, but not ex-
ceeding the respective' actuarial value of their, accrued benefits-

ADOPTING THE BUDGET FOR THE FISCAL YEAR OF JULY 1., 1971, THROUGH JUNE
30, 1972, AND SETTING THE TAX LEVY.
WHEREAS, the Charter .of the City of Kenai, Alaska, requires that the
City Council annually set a budget for operations; and
~HEREAS, formal advice to Kenai Peninsula Borough of the required levy
for taxes to secure revenues for said
agai'nst real and ~personal property
· budget, is required in the public interest;
BE IT RESOLVED BY THE .COUNCIL OF THE CITY OF KENAI, ALASKA:
1. The budget of. the City of Kenai 'attached hereto or on file with
the Finance Director, is hereby adopted, effective July 1, 1971,
th¥ough June 30, 1972.
2. That expenditures pursuant to said budget shall require only
this authorization, unless changed or reallocated.

5. That the said budget shall be reviewed as required during the fiscal
,
year.
4. That the tax levy for revenues for said budget is set at seven (7)
mills per dollar of assessed 'valuation of real property and seven
. .(7) mills per dollar of assessed valuation of personal property
within the corporate limits' of the City of Kenai.
$.. That the seven (7) mills per dollar of assessed valuation of personal
property within the corporate limits of the City of Kenai shall be
levied subject 'to the following exemptions" (a) household goods
within limitations established by the Borough'and (b) inventories
held for resale in the normal course of business..
6. That the City Manager'of the City of l~nai is hereby directed to
forward a certified copy of the Resolution to the Kenai Peninsula
Borough as formal notification of the mill .rate levy to be
established for the City of Kenai {or fiscal year 1971-72.

AUTHORIZING THE EMPLOYMENT OF ARCHITECT GEORGE FILLER FOR THE DEVELOP-
MENT OF SPECIFICATION AND BID DOCUMENTS ON (1) KE. NAI FIRE AND POLICE
STATION, AND (2) KENAI CIVIC CENTER COMPLEX.
WHEREAS, the voters of the City of Kenai, on the .25th day of May, 1971,
authorized the obligation of the City' of Kenaiin order to secure funds to
const~ruct a fire station and police station, and a civic center complex
with appropriate complementary funding provisions,
BE 'IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA'
1. That the City Manager be authorized to employ GEORGE FILLER, an
architect maintaining his principal office in Juneau, Alaska, as
the architect to; prepare required specifications and bid docum,nts
for ·
(a) a Kenai Fire and Police StatiOn building.
(b) a Kenai .Civic Center complex.
2. That the City Manager is authorized to execute such contract as is
customary and legal for the eraployment .of said architect after sub-
mission of the contract to the Council for its approval.
