We oppose the discharge of sewage effluents into ~aters of the State of Alaska because- a. Such sewage effluents discharges have historically degraded the quality of receiving rivers, lakes, and oceans. b. The rivers, lakes and oceans of the St'ate should be maintained in their existing relatively high degree of purity in accordance with federal water quality standards. . c. To permit the degradation of any of the waters of the State of Alaska is a waste of a very Yaluab'le natural resource, especially when such degradation is accomplished as a partial response by conventional methods of sewage treatment ~hich have demonstrably not worked, in other parts of the United States and in Alaska. d. There are other reasons, which we bel~ve support the .position of opposing discharge of any' .sewage effluents into waters of the State of Alaska; however, enumeration of those reasons might only be repetitious to other opposition', as may have been expressed to the proposed sewage effluent discharge. .Our opposition is founded on a concern for Alaskan' environment, and is stated in a declaration of purpose as 'follows" cee- CC. GLOTFELTY, CITY MANAGER BID OF THE KENAI PUBLIC SAFETY BUILDING The City Administration has within the past two weeks, been trying to obtain bids from sub-contractors for the force account work to construct the Public Safety Building. We have not been able to get complete informati.on at this .o time from the sub-contractors and will require another 30 days to put the package together and arrive at the price of building a Public Safety Building at force account. City EH.G/s We have also asked Kelly Construction to extend the time of · the bid bond and their bi.ds on the Public Safety Building for an add±t'±onal' 30 daTs. He has ~ran. ted that extens±on. Jaynes, Special Projects Co-ordinator RE' Fourth Avenue Connector Bullocks's Construction Company of Soldotna has completed work on the 4th Avenue Connector Street ProjeCt #32-C-5002'. The original contract price was $5,945°66. The road has been inspected by myself and arrangements ~ere made for Mr. Glotfelty and Mr Coveyou to also inspect the road. I have inspected the proj.ect t~ice and sometimes three times a day while the work was underway and feel th~at the · Contr'actor did a particularly good job in selecting and placing the material for this project. The road is open for traffic at this time. Payment is due Mr. BUllock in the amount of $6,725.86. The reason for the difference betw.een the contract' p'rice and the final payment is that because of some particularly muddy material in the base of the fill Mr. Bu'llock was unable to control the slope, hence the fill was construct.ed somewhat wider than was anticipated. Originally there was to be 4710 cubic yar'ds of classified fill as Mr. Bullock was required to haul 5540 cubic yards th'e final payment is somewhat higher. EXHIBIT "A" Transferor, City Qf Kenai, has been plagued with power outages due to the unreliability of its power' Supplier, Consolidated Utilities, including the lack of back-up power by Consolidated Utilities. Transferor's electrical distribution . system is in need of re-engineering .and renovations requiring funds for engineering and construction work to insure reliable electrical service to its consumers in the City of Kenai. Transferee. has the ability' to provide reliable back-up power, the engineering capability, and a. contiguous distribution system which will insure to a high degree an uninterrupted source of electrical energy to the consumers · . of transferors. Transferee also has the' financial capability to make engineering and design changes in transferors system and to carry such improvements through whi'ch will insure a more reliable source of power and service to transferors' consumers. The' transfer and dece~rtification sought is deemed by both parties to be beneficial to the parties and the consumers involved.
