Amending Resolution 71-39 · MINUTES OF KENAI CITY COUNCIL SPECIAL MEETING OCT6BER 15'~ 1971 5:30 P.M. - CITY MANAGER'S OFF ICE A: ROLL CALL' Members present - Robert Bielefeld, James Doyle, James Hornaday, Hugh Malone *, Tru McGrady, Robert Norene and Mayor John S teinbeck. * In late Members absent- None Norene moved and McGrady seconded that there are emergency items on the acenda and ~hat public interest requires the Council to call an emergency meeting. The motion carried unanimously by roll call vote Malone in Now. G: NEW BUSINESS G-1 Resolution 71-43 - Accepting F.A.A. Grant A resolution need to be passed so the contractor can start. · Doyle moved and Bielefeld seconded to adopt Resolution 71-43 - Accepting F.A.A. Grant. The motion carried unanimously by roll call vote. G-2 Engineering Contract - Wince, Corthell & AssOc. (to..me~et__ E.P.A. guidelines) The city Manager r-cOmmends signing of a contract With Wince, Corthell & Assoc. for the engineering of Project ~PC - 35' Bielefeld moved and McGr~dy seconded-to accept the Administration's recommendation and· authorize Mr. Glotfelty to sign the engineering contract for project WPC-35, with Wince, Corthell & Assoc. Malone is currently-doing 'business with this f%~m and with consent of Council will abstain from voting. The motion carried by roll call vote with Malone abstaining. G~3 ~ol~6e Chief - Recommendation from City Manager The City Manager .recommends hiring Cecil Johnson as Police Chief at $16,000 annually on a 90 day trial period.- Malone moved and Doyle seconded to approve the recommendation of the .City Manager and hire Cecil Johnson as Police Chief at a salary of $16,000 per year on a 90 day trial period. The motion carried unanimously by roll call vote. G-4 Unification election - Kenai - North Kenai Deferred until the next-Regular Council Meeting-of October 20, 1971. The Administration recommends progress payment # 2, to Cook Inlet Construction Co. in the amount of $11,405.70. Doyle moved and Malone seconded to accept the City Manager's recommendation and pay progress payment #2, to Cook Inlet Construction Co. in the amount of $11,405~70. The motion carried unanimously by roll call vote. G-6 A_mending. Resolution 7'1-39 Malone moved and Hornaday seconded to to read $385,000 instead of $511,500. unanimously by roll call vote. · MEETING ADJOURNED 6' 30 P.M. amend Resolution 71-39 The motion carried Respectfully submitted~, Sharon Sterling, City Cle' RESOLUTION NO. 71-43 GRANT AGREEMENT WITH THE FEDERAL AVIATION ADMINISTRATION FOR FEDERAL FUNDS PURSUANT TO THE FEDERAL AIRPORT ACT. Wt{EREAS, the City of Kenai has Submitted a project application dated October 12, 1971, to the Federal AViation Administration for funds for improvements at the Kenai.. Municipal Airport; and WHEREAS, the Federal Aviation Administration has made a gra.nt offer, .dated October , 1971, in the amount of $958,.000.00 for ADAP Project No. 8-02-0143-0-1, which grant offer is attached -hereto and made a part of this resolUtion; and WHEREAS, it is in the interest of the City of Kenai to accept this grant offer; NOW THEREFORE, the Council of the City of Kenai resolves: That Edwin H.
