PZ15 -05 LANDSCAPE /SITE PLAN PERMIT A RESOLUTION OF THE PLANNING AND ZONING ADMINISTRATION OF THE CITY OF KENAI APPROVING THE ATTACHED LANDSCAPING /SITE PLAN SUBJECT TO THE FOLLOWING CONDITIONS: WHEREAS, the attached Landscaping /Site Plan Review was: • Received by: Wilma E. Anderson, Planning Assistant • Submitted by: Stan Mishin Kahtnuht'ana Development Corporation • Submitted for: Kenaitze Indian Tribe • Property Address: 1000 Mission Avenue • Legal Description: Lot 16A Block 5, Townsite of Kenai Kenaitze Addn Subd • Parcel No.: 04707131 WHEREAS, the City of Kenai Planning and Zoning Administration finds this plan provides for orderly and safe development within the City commensurate with protecting the health, safety, and welfare of its citizens, and provides adequate and convenient open spaces, light and air in order to avoid congestion of commercial and industrial areas; and, WHEREAS, the plan appears to provide for landscaping and /or the retention of natural vegetation in conjunction with commercial and industrial development within the City; and, WHEREAS, the purpose of landscaping is to visually enhance the City's appearance and reduce erosion and stormwater runoff, and the plan appears to meet this criteria. NOW, THEREFORE, BE IT RESOLVED, BY THE PLANNING AND ZONING ADMINISTRATION OF THE CITY OF KENAI THAT THE LANDSCAPING /SITE PLAN IS APPROVED SUBJECT TO THE FOLLOWING CONDITIONS OF APPROVAL: 1. All required landscaping as presented in the approved landscaping plan shall be installed within two (2) years of the approved landscaping plan 2. One hundred percent (100 %) of ground cover of the landscaping beds shall be planted and maintained so that there is no exposed soil within three years of the approved plan. Resolution PZ15 -05 Page 2 3. The parking lot shall be paved within two (2) years of the Certificate of Occupancy. If developer finds that on -site parking is insufficient for the use, a modification may be requested as provided for in KMC 14.25.070 4. Snow storage shall be located on the subject parcel and cannot be placed on required parking spaces or the snow must be removed from the site. No snow may be stored in such a manner that would block visibility for ingress and egress to the parcel. 5. The structure for the dumpster must be constructed of wood or concrete. City administration may approve other materials prior to construction. The dumpster enclosure shall contain a concrete pad which extends an adequate distance to allow for trash removal and reposition of the dumpster without destruction of the asphalt pavement in the parking lot. 6. If construction of the project has not started within one year of the approval of the landscaping /site plan, the approval may be revoked by the Administrative Official after providing at least thirty (30) Day notice unless extended for good cause. 7. Landscaping shown on the existing un -named right -of -way and the parcel owned by the City of Kenai (KPB Parcel No. 04707121) are hereby not approved as a part of this permit. In the event that the applicant replats Lot 16A, Block 5, Townsite of Kenai Kenaitze Addition to include the parcel owned by the City of Kenai and vacate the un -named right -of -way; a Landscape /Site Plan must be submitted to the City of Kenai for review and approval by the Planning & Zoning Administration.
