RESOLUTION NO. 2015 -56
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AWARDING A
THREE YEAR CONTRACT FOR FACILITY MANAGEMENT SERVICES AT THE CITY OF
KENAI MUTLI - PURPOSE FACILITY, TO RED LINE SPORTS, WITH AN OPTION TO
RENEW FOR TWO SUCCESSIVE ONE -YEAR TERMS.
WHEREAS, the present Agreement for Facility Management Services between Ice Rink
Services and the City of Kenai expired on September 26, 2015; and
WHEREAS, Ice Rink Services opted to not renew and so the City Administration
solicited letters of interest from potential vendors; and,
WHEREAS, Vince Redford, DBA Red Line Sports, is the only responsive vendor; and,
WHEREAS, Red Line Sports has successfully leased the City of Kenai Multi- Purpose
Facility during the past couple summer seasons for the purpose of providing ice
skating activities; and,
WHEREAS, Red Line Sports meets the unique qualifications and has the necessary
experience to continue maintaining the highest applicable standards;
WHEREAS, the recommendation from the City Administration is to enter into an
Agreement for Facility Management Services at the City of Kenai Multi- Purpose Facility
as described above; and
WHEREAS, sufficient monies are appropriated for FY 16 and subsequent renewals will
be contingent on future appropriations; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, that a three year contract for Facility Management Services at the City of
Kenai Multi- Purpose Facility be awarded to Red Line Sports, for an estimated annual
amount of $45,000, to be adjusted based on ice rental hours and required
maintenance, with an option to renew for two successive one -year terms.

The purpose of this correspondence is to recommend to Council the approval of a Facility
Management Agreement to Red Line Sports for custodial and ice maintenance operations at
the Kenai Multi- Purpose Facility.
Dave Essert (Ice Rink Services) managed the ice maintenance operations for the past few years
but has moved out of the area. City Administration advertised and solicited letters of interest
from potential vendors and Red Line Sports was the only responsive vendor.
Vince Redford, dba Red Line Sports, has successfully leased the facility the past couple summers
for the purpose of providing summer ice activities, and thus, has the necessary experience to
continue maintaining the highest applicable standards.
I recommend awarding a contract to Red Line Sports for an estimated amount of $45,000 to be
adjusted based on ice rental hours and required maintenance. Terms of Agreement will be for
three (3) years and may be extended for two (2) successive one -year terms.
