HomeMy WebLinkAboutOrdinance No. 2858-2015Suggested by: Administration CITY OF KENAI ORDINANCE NO. 2858 -2015 AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, REAPPRORIATING STATE GRANT FUNDS AND FUNDS PREVIOUSLY TRANSFERRED FROM THE GENERAL FUND IN THE SENIOR CENTER IMPROVEMENTS, NEW CITY SHOP, AND MUNICIPAL ROADWAY IMPROVEMENTS CAPITAL PROJECT FUNDS TO THE CITY HALL IMPROVEMENTS CAPITAL PROJECT FUND. WHEREAS, SB160 was signed by Governor Parnell on May 14, 2012 and granted the City $4,000,000 for Citywide road and infrastructure improvements; and, WHEREAS, these grant funds were originally appropriated by Ordinance 2646 -2012 to projects identified during the August 1, 2012 work session; and, WHEREAS, some of the original projects funded by the SB160 grant have been completed with funds remaining that may be reappropriated to other projects. Completed projects include completion of the Senior Center boiler replacement and heated sidewalk project and construction of a new City shop; and, WHEREAS, $296,000 of SB160 was appropriated in the Municipal Roadway Improvements Capital Project Fund for projects to be identified later; and, WHEREAS, $40,826.74 is available from that original amount of $296,000 and may be used to supplement the City Hall Roof Replacement Project; and, WHEREAS, $1,500 of General Fund is available after completion of the Overland Sidewalk project for reappropriation to the City Hall Roof Replacement Project; and, WHEREAS, after reappropriation of all funds the project will be fully funded with a construction contingency of $2,950, approximately 1.85 %. Ordinance 2858- 2015 will provide funding for replacement of the roof on City Hall. If adopted, Ordinance 2858- 2015 will provide an additional $44,280.29 for completion of the project. There is currently $117,669.18 available and with the additional funding the total available will be $161,949.47. The total cost of the contract to be awarded to complete the work is $159,000 providing $2,949.47, 1.85% for project contingency. Capital projects feels the project has been sufficiently scoped and this contingency will be sufficient for completion. $42,780.29 of the additional funding is from a State of Alaska Department of Community, Commerce, and Economic Development grant 13 -DC -573 previously appropriated to the completed Senior Center boiler replacement and heated sidewalk project ($1,019.84), the completed new City shop construction project ($933.71), and projects to be identified ($40,826.74). The remaining $1,500 is available from the completed Overland Sidewalk project which was funded by a transfer from the City's General Fund and was completed with $1,500 remaining.
