RESOLUTION NO. 2015 -64
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, SUPPORTING
THE EFFORTS OF THE CENTRAL AREA RURAL TRANSIT SYSTEM (CARTS) TO
SECURE A GRANT TO PERFORM A FEASIBILITY ANALYSIS OF IMPLEMENTING
EXPANDED TRANSIT SERVICES IN THE CENTRAL PENINSULA AREA.
WHEREAS, in 2010, members of the community participated in a six -month planning
process, led by Central Area Rural Transit System (CARTS), to evaluate existing transit
options on the Peninsula and outline future goals for services; and
WHEREAS, the plan, which was supported by the Kenai Peninsula Borough Assembly
(KPB Resolution 2010 -062), recommends greater coordination of activities and
resources, with a gradual transition toward checkpoint or route - deviation service
between the communities of Kenai and Soldotna; and
WHEREAS, stakeholders in the Kenai - Soldotna area continue to support the goal of
enhanced transit options for residents, and further study is necessary to determine the
feasibility of implementing the 2010 recommendations; and
WHEREAS, CARTS is eligible and interested in applying for a grant from the Alaska
Mental Health Trust Fund to perform a feasibility study, in coordination with a group of
interested stakeholders from the Central Peninsula Area; and
WHEREAS, the estimated project budget is $75,000; a portion of which would be
required as a 20% matching component to the grant; and
WHEREAS, the City of Kenai has supported CARTS in the past and it is in the best
interest of the City of Kenai to encourage enhanced transit options for residents of the
City of Kenai and Central Peninsula; and
WHEREAS, it is in the best interest of the City of Kenai to consider contributing $5,000
in the City's FY2017 budget as a portion of the match required for the $75,000 grant.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KENAI,
ALASKA:
Section 1. That the City Council supports the efforts of Central Area Rural Transit
System to secure a grant to perform a feasibility study of implementing
recommendations from the 2010 Coordinated Transit Plan for enhanced transit options
in the Kenai - Soldotna area.

Section 2. That the City Council will consider a $5,000 contribution in the City's
FY2017 budget as a portion of the match required for the $75,000 grant.
Section 3. This resolution shall take effect immediately upon adoption.

In 2010, members of the community participated in a six -month planning process led by
the Central Area Rural Transit System (CARTS) to evaluate existing transit options on the
Kenai Peninsula and outline future service goals. A plan was developed, that recommends
greater coordination of activities and resources with a transition toward check point or
route - deviation service between Kenai and Soldotna. A group of local community
members have recently been meeting to further the goals of the 2010 plan, myself included.
The meetings have been informal, but with a common goal of providing enhanced
transportation services in Kenai and on the Peninsula. CARTS is eligible and interested in
applying for an Alaska Mental Health Trust Fund Grant to perform a feasibility study, in
coordination with interested stakeholders to determine the feasibility of implementing the
2010 plan. A supporting Resolution and future consideration of a $5,000 contribution for
matching grant funds will aid in this process.

Peninsula Community Health Services supports the request in funding in the amount of $75,000 for the
Central Area Rural Transit System (CARTS) to complete a feasibility study of improved transit alternatives
for the central Kenai Peninsula area. Upon award, we support that an oversight committee comprised of
the cities of Kenai, Soldotna, Kenai Peninsula Borough, Tribal, non - governmental agencies and individuals
representing diverse user groups will regularly meet to ensure that the study is completed.
We are a nonprofit community health center providing outpatient and integrated medical, dental, mental
health, and psychiatric services for over 7,500 residents of the Central Kenai Peninsula. Transportation is a
tremendous barrier to care for our community. The CARTS system today does not meet our communities
transportation needs. To demonstrate this, our agency spent $163,527 on patient transportation in 2014
and 2015 alone to assist patients getting to and from doctors appointments because the current CARTS
public transportation system is inadequate. These dollars that we contributed are not reimbursable and
have been provided by our agency and as a healthcare provider, we cannot continue to also be a public
transportation provider in this way. The right solution to our communities public transportation problem is
to come up with a collaborative planning solution that is community wide, includes a variety of
stakeholders, and is structured to meet our residents and communities needs.
Peninsula Community Health Services of Alaska supports the request for CARTS to receive planning money
to change the way public transportation services is provided and to define the best approach in
implementing a transportation route, routes, and /or methods.
Because transportation is a critical part of accessing care and services, our agency has been an active
member and has committed and will continue to commit the following in kind support:
-Staff Presence (at the CEO or Director Level) on Transportation Committees and attendance at
transportation related meetings (including time corresponding /researching associated with this
commitment) Annual Value: $62.50 for a minimum of eight hours per month for a year = $6,000.
-Use of agency conference room (audio /visual, computer, projector, phones, coffee, tea) for 2 hours per
month for monthly ommittee meetings: $100.00 per hour = $2,400.
We are committed to resolving the public transportation problem that plagues our community and this in
kind support demonstrates our agency's commitment to solutions.

The Kenai Peninsula Community Care Center is a non -profit organization that has been
providing services to youth and families in the Central Kenai Peninsula area since the 1970's.
Concerns for the well -being of families and youth in our area has led us to support an improved
public transportation system to enable folks to get to appointments, work, school, college and
around town to entertainment, shopping and improve their personal connections within the
communities. We understand that:
Central Area Rural Transit System (CARTS) requests funding in the amount of $75,000
for the purpose of completing a feasibility study to improve transit alternatives for the
central Kenai Peninsula area. Upon award, an oversight committee comprised of the cities
of Kenai, Soldotna, Kenai Peninsula Borough, Tribal, non - governmental agencies and
individuals representing diverse user groups will regularly meet to ensure that the study is
completed.
The study will define the best approach toward implementing a transportation route,
whether a route or routes should be phased over a period of time. The study will evaluate
implementation strategies, cap analysis of infrastructure and identify possible shared -
services to execute said route(s). The study is intended to build upon historical
recommendations cited in the 2010 Central and Southern Kenai Peninsula Public Transit
Human Services Community Coordination Plan and the 2014 update to the plan.
The Kenai Peninsula Community Care Center supports this request and intends to be an active
member of the oversight committee. It is our understanding that the committee will provide key
input throughout each phase of the study.
KPCCC has been involved with the current transportation committee formed through the
Change4the Kenai Coalition since inception of the group. We intend to continue to provide staff
to attend meetings and provide support for this committee as needed.

Kenai Peninsula Borough,
This letter is intended help provide facilitation of the planning associated with the Alaska Mental
Health Funds that have been considered specifically for the Kenai Peninsula transportation system
As a Federally Recognized Indian Tribe, we have presented and submitted planning documents
and made an effort to organize a partnership as a means to provide services to the Alaska Native
population and the community that is in need of the service. We hope that this will effectively
serve everyone and change the way that people on the Kenai engage transportation needs.
The local state funded organization, CARTS, is submitting for planning funds under the oversight
of a workgroup of identified stakeholders. Our understanding is that funding will be requested in
the amount of $75,000 to provide for the facilitation of planning, the preparation of a feasibility
study, and oversight from the committee who will consist of stakeholders comprised of the cities
of Kenai, Soldotna, Kenai Peninsula Borough, Tribal government, non - governmental agencies, and
individuals representing diverse user groups will all regularly meet to ensure that the study is
completed in the best interest of the community.
Outputs for the program will consist of identifying the best approach in transportation
implementation in spatial and temporal terms. This will consist of evaluating the implementation
strategies, cap analysis of infrastructure and identify possible shared - services to execute said
route(s). The study will identify the best possible strategies to address these needs.
The Ninilchik Tribe supports this request and intends to be an active member of the oversight
committee. It is our understanding that the committee will provide key input throughout each
phase of the study and that this the community input will be considered accordingly.
The results of the planning process may provide an opportunity for organizations to partner with
the Federally Recognized Tribe as a means of addressing a larger community and provide
alternatives to the tribe. We believe that the planning is essential to the success of a sustainable

transportation system that is cost effective, meets regulatory compliance, and meets the purpose of
the mission of the workgroup.
The Ninilchik Traditional Council (NTC), the governing body of the federally recognized
Ninilchik Village Tribe, has a long- standing commitment to assisting our tribal members and
providing tribal support to the larger community. We believe that this process will have an

Frontier Community Services is a disability and senior provider agency in the Kenai/Soldotna area.
Recipients of FCS services utilize public transportations to get to medical appointments, community
activities and to work.
