HomeMy WebLinkAboutOrdinance No. 2864-2015Suggested by: Administration CITY OF KENAI ORDINANCE NO. 2864 -2015 AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING ESTIMATED REVENUES AND APPROPRIATIONS BY $11,991 IN THE AIRPORT FUND AND BY $13,000 IN THE AIRPORT IMPROVEMENT CAPITAL PROJECT FUND FOR THE 2016 AIRFIELD MARKING & SIGNAGE PROJECT AND AUTHORIZING REAPPROPRIATION OF REMAINING FUNDS FROM COMPLETED PROJECTS TO THE 2016 AIRFIELD MARKING & SIGNAGE PROJECT. WHEREAS, the Airport has received confirmation from the Federal Aviation Administration that crack sealing on the runway, taxiways, and apron prior to the painting can be included in the airfield marking and signage project; and, WHEREAS, Ordinance 2854 -2015, enacted on September 16, 2015, appropriated $41,000 for design and bid package preparation for this projects original scope; and, WHEREAS, the addition of crack sealing to the scope of the project has increased the design and bid package preparation budget for the project by $13,000 and will require a change order to the contract of Wince, Corthell, Bryson upon passage of this Ordinance; and, WHERES, the Airport is requesting the additional design funds to inventory the airport pavement and compute costs associated with adding this task to the airfield marking and signage project at the Kenai Municipal Airport; and, WHEREAS, the project will repaint the runway and taxiway centerlines, surface painted taxiway position signs; remove and repaint the runway end designations from 1L -19R to 2L -20R, replace all runway and taxiway sign panels that are affected, and clean and seal airfield pavement cracks; and, WHEREAS, the administration has received confirmation these services will be eligible for 93.75% FAA reimbursement upon completion of the grant application and awarding the grant for the Airfield Marking & Signage Project; and, WHEREAS, funds previously transferred from the Airport Fund, in the amount of $1,009, for the purchase of snow removal equipment, performance of a wildlife hazard assessment, and hazardous tree removal remain after completion of these projects and is available for reappropriation. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, as follows: Ordinance No. 2864 -2015 Page 2 of 2 Section 1. Form: That this is a non -code ordinance. Section 2. Koch - City Manager From: Mary Bondurant — Airport Manag Date: October 28, 2015 Subject: Ordinance 2864 -2015 On September 16, 2015, Ordinance 2854 -2015 and Resolution 2015 -49 appropriated and awarded $ 31,000 to Wince- Corthell- Bryson for the 2016 Airfield Marking & Signage project. Since then, the FAA has concurred that sealing of the pavement cracks prior to the airfield painting is necessary and grant eligible. Wince - Corthell- Bryson submitted a revised scope and proposal adding the crack sealing task for an additional $11,000. In addition to the $ 11,000 design costs, the appropriation includes an additional $ 2,000 for administration management costs for a total appropriation of $ 13,000. Wince - Corthell- Bryson was the highest ranked consultant as a result of the Airport's request for proposals for architectural/engineering & construction management services in April 2014. City Administration and the FAA found the scope to be accurate and the proposal to be fair and reasonable. FAA grant assurance No. 11 requires the City to assure or certify that it has implemented an effective airport pavement maintenance — management program and it assures that it will use such program for the useful life of any pavement constructed, reconstructed or repaired with Federal financial assistance at the airport. Including this task in the project will save the airfield maintenance budget approximately $30,000. I recommend appropriation of the additional funds and adding crack sealing to the project.
