CITY OF KENAI
ORDINANCE NO. 2875 -2016
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA,
REAPPROPRIATING STATE GRANT FUNDS IN THE PARK IMPROVEMENT CAPITAL
PROJECT FUND AND APPROPRIATING STATE GRANT FUNDS IN THE MUNICIPAL
ROADWAY IMPROVEMENTS CAPITAL PROJECT FUND.
WHEREAS, 2011's SB46 granted the City $1,000,000 for City Streets Paving
Improvements; and,
WHEREAS, these grant funds have been used for such projects as Main Street
Reconstruction, Central Height Roadway Reconstruction, Scenic Overlook Paving,
James Street Local Improvement District, VIP Drive Local Improvement District, Magic
Ave. Construction, and Daubenspeck Parking Lot Paving; and,
WHEREAS, there is currently $297,726.33 which remains unencumbered; and,
WHEREAS, these grant funds were set to expire at June 30, 2016, however the
administration was successful in receiving a one year grant extension to June 30, 2017;
and,
WHEREAS, $11,858.50 remains in the Park Improvement Capital Project Fund after the
completion of Daubenspeck Parking Lot Paving and these funds are restricted to
municipal roadway paving projects; and,
WHEREAS, the FY2016 Budget appropriated $150,000 from the General Fund for the
First Ave. Reconstruction Project; and,
WHEREAS, the remaining grant funds in the Park Improvement Capital Project Fund
will be combined with remaining grant funds in the Municipal Roadway Improvements
Capital Project Fund for completion of the First Avenue Reconstruction Project resulting
in a reduction in the needed General Fund transfer amount; and,
WHEREAS, based on a total project budget of $400,000 to complete First Ave.
reconstruction, it is estimated $326,776 will be paid by grant funds and the remaining
$73,224 will be paid by the City's General Fund, a $76,776 reduction in funding from
the General Fund over what was previously budgeted.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA:

Re: Recommending adoption of Ordinance 2875 -2016.
The purpose of this memo is to recommend adoption of Ordinance 2875 -2016 that will
reappropriate grant funds that were previously appropriated for paving of the Daubenspeck Picnic
Area Parking Lot. The parking lot has been paved and $11,858.50 of grant funds remain
unexpended.
These grant funds and the remaining grant funds from other projects in the Municipal Roadway
Improvements Capital Project Fund will be combined to reduce the transfer needed from the
General Fund for completion of First Street's reconstruction. The FY2016 Budget included
$150,000 transfer from the General Fund for the First Street project and provided the project does
not exceed original estimates of $400,000, the General Fund transfer will be reduced by a
minimum of $76,776. These grant funds were scheduled to expire on June 30, 2015, however the
administration was successful in extending the grant through June 30, 2016.
