HomeMy WebLinkAboutResolution No. 2016-18Suggested by: Administration CITY OF KENAI RESOLUTION NO. 2016 -18 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AUTHORIZING A BUDGET TRANSFER WITHIN THE GENERAL FUND - SHOP DEPARTMENT FOR THE MODIFICATION AND UPGRADE OF THE SHOP'S AIR QUALITY MONITORING SYSTEM. WHEREAS, the City Shop's current air quality monitoring is inadequate in size and configuration and requires a large door to be left open in order to achieve adequate ventilation and, WHEREAS, increasing the size and reconfiguration of the system is estimated to cost $14,000; and, WHEREAS, the department has identified available funds in its budget which are available as a result of the low use of snow removal equipment this past winter; and, WHEREAS, a budget transfer of $14,000 is beyond the authority of the City Manager and pursuant to KMC 7.25.020 the City Council, by resolution, may make transfers in any amounts of unencumbered balances of line item accounts within a Department or within a fund. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, the following budget transfer be made: General Fund From: City Shop - Operating & Repair Supplies $14,000 To: City Shop - Machinery and Equipment $14,000 PASSED BY THE COUNCIL OF THE CITY 2016. Due to lower than average precipitation this winter there were very few repairs required to snow removal equipment. This has resulted in a large surplus of funds in the operating and supplies account. We are more than 83% of the way through the budget year and have spent only 68% of this account funding. We anticipate there will be approximately $32,000 remaining to lapse at the end of the fiscal year in the Shop operating and supplies budget alone. The air quality monitor system (brand name tox -alert) that was installed during the construction of the shop met the requirements of the drawings and specifications. However it has proven to be inadequate in size and configuration. The shop mechanics are required to leave overhead doors open to accomplish the fresh air exchange that should be controlled by the tox -alert panel and fans. I estimate it will require approximately $14,000 to upgrade the system. Thank you for your attention to this matter.
