Vice Chair Zirul called the meeting to order at 7:04 p.m. Roll was confirmed as follows:

MOTION:
Commissioner Bielefeld MOVED to approve the agenda and Commissioner Porter SECONDED

Commissioner Bielefeld MOVED to approve the meeting summary of September 10, 2015;

4. PERSONS SCHEDULED TO BE HEARD
a. Alaska Department of Environmental Conservation — Multi- Section General Permit
Storm Water Regulation in Alaska
William Ashton and Jim Rypkema with the Alaska Department of Environmental Conservation
provided a presentation on a new multi- section general permit issued in April 2015, discussing
compliance with the multi- section permit under the storm water pollution prevention plan.

a. FY2016 Goals and Objectives
The Commission reviewed the updated FYI goals and objectives provided in the packet.
MOTION:
Commissioner Dodge MOVED to approve the FY2016 goals and objectives as presented and
Commissioner Porter SECONDED the motion. There were no objections; SO ORDERED.
6. NEW BUSINESS
a. Special Use Permit to Everts Air Fuel (Equipment & Container Storage)
[Clerk's Note: Both Special Use Permits for Everts Air Fuel (items 6.a and 6.b) were discussed
and voted on during this item of business.]
It was explained that Everts purchased two DC -6 aircraft along with equipment and container
storage from Race Coast Aviation; Everts plans to remove everything acquired from the Kenai
Airport by the end of October.
MOTION:
Commissioner Henry MOVED to approve the Special Use Permits to Everts Air Fuel and
Commissioner Porter SECONDED the motion. There were no objections; SO ORDERED.
b. Special Use Permit to Everts Air Fuel (Aircraft Parking)
[Clerk's Note: This item was discussed and voted on during item 6.a of the agenda.]
7. REPORTS
a. Airport Manager— Bondurant reported on the following:
• Status of the Master Plan
• Attending the Western Region Airport Property Managers Conference October
17 to October 24
• Interviewed for temporary equipment operator position
• Participated in Occupation Safety and Health Administration inspections the
first week of October; anticipating inclusion into the Safety and Health
Achievement Recognition Program (SHARP)
• Transportation Safety Administration reviewing Security Plan on October 28
• Snow removal meeting was held October 8.
b. City Council Liaison — reported on the actions at the October 7 Council meeting.
8. NEXT MEETING ATTENDANCE NOTIFICATION — November 12, 2015.
Commissioner Zirul noted he would be absent.

Municipal Airport
Airport Improvement Program:
Update Master Plan — The Phase Three report which will include a financial analysis, capital
improvement plan, environmental, land use, and the airport layout plan is moving forward.
Phase 2 Update Master Plan (Aeronautical Survey) — This project is being closed out.
Small Taxiway & Aircraft Tie down Project 2016 — The project will be bid after January 2016.
Security Camera Project 2016 — The project will be bid after January 2016.
Improved Airport Drainage 2016 - The project will be bid after January 2016.
Airport Field Marking Proiect 2016 — The project will be bid after January 2016.
In- house:
The Airport met with OSHA representatives for the Terminal and Operations Facility inspections
the week of September 281. A final report will be issued in about a month to address any
hazards /corrective action.
Airport staff will be participating in 3 ACE (Airport Certified Employee) webinars through the
AAAE organization on October 16, 30, and November 6. The 2 hour webinars will cover Airport
Safety, Air Traffic Control and NAVAIDS, and ARFF and Emergency Response.
The annual TSA inspection at the Airport will be on October 28, 2015.
Annual preseason Winter Operations meeting will be held on October 13, 2015 from 9am -1lam
in Council Chambers.
Administrative staff are reviewing /updating the Airport Emergency Control Plan, Certification
Manual, Ground Vehicle Driving Manual, Letters of Agreement, and interviewing for the
temporary seasonal equipment operators.
Rick Lafferty from Airfield Solutions will be here to train the Operations staff on airfield lighting
circuit fundamentals and maintenance on Monday, November 161' at 2:OOp.m.

In past years the Department of Transportation and Public Facilities (DOT &PF) had adopted the
practice, when funds were available, of providing a fifty percent contribution to the local airport sponsor
match requirement applied to the Federal Aviation Administration's (FAA) Airport Improvement
Program (AIP) grants. Our records indicate that Kenai Municipal Airport has benefitted from these
funds in the past.
The State of Alaska owns and operates 249 airports across the state ranging from a medium hub
international airport to small dirt strips in our rural communities. The list of capital needs at these
airports is significant. In light of the State's fiscal reality, beginning October l n, 2015 DOT &PF will be
unable to continue providing a match share to local sponsors.
I regret to take this measure, and trust you understand the difficulty of this decision.
