CITY OF KENAI
RESOLUTION NO. 2016 -28
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AUTHORIZING A
BUDGET TRANSFER WITHIN THE VINTAGE POINTE ENTERPRISE FUND.
WHEREAS, the FY2016 Budget included $9,300 for roof screw replacement; and,
WHEREAS, these funds were expended on emergency replacement of the facilities fire
control panel; and,
WHEREAS, the need to replace and or tighten the existing roof screws is still a
department priority and will assure the integrity of the facilities roof; and,
WHEREAS, sufficient funds remain in the Departments Small Tools account to complete
the project but will require a budget revision to another account prior to issuance of a
purchase order; and,
WHEREAS, proper maintenance is essential to the facilities long -term utility and is in
the best interest of its residents and the City; and,
WHEREAS, a budget transfer of $9,300 is beyond the authority of the City Manager and
pursuant to KMC 7.25.020 the City Council, by resolution, may make transfers in any
amounts of unencumbered balances of line item accounts within a Department or
within a fund.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, the following budget transfer be made:

SUBJECT: Resolution No. 2016 -28 -Vintage Pointe Manor Budget Transfer
I would request to recommend the authorization of a budget transfer within the Vintage Pointe
Enterprise Fund from account 009 -462 -2024 of $9,300.00 to account 009 - 462 -4538. This amount
will be used to tighten and replace screws on the Vintage Pointe Roof. This project needs to be
completed during the summer months. It would not be appropriate to wait another year due to
high winds off the bluff which would cause significant damage to the roof structure and building.
There is a shortage in account 009- 462 -4538 due to purchase a new emergency fire panel in April
from this account in the amount of $12,370.00. The replacement of the emergency fire panel
was not expected during the planning of the 2015 -2016 budget.

SUBJECT: Senior Center Revenue for Fiscal Year 2016 -2017
During a teleconference this afternoon, it was reiterated due to the flux of the state budget,
the continuation of Nutrition, Transportation and Services (NTS) Grant Award will not be
approved until the state budget is approved and signed by the Governor. Once it is
approved, there will be a new funding formula for senior in -home services. It is possible
the first installment of revenue for the NTS grant may not be seen until August and more
likely September.
On a National level, the president's budget increased the Title III B Home and Community -
Based Services program by an additional $10 million for a total of $358 million nationwide.
This is to continue support of the in -home and community -based services and encourage
seniors to live independently in their homes and community. The funding formula for Title
1116 is based upon population. The State may see a slight increase in national funding for
the senior programs, however, with the expected state funding decrease, it is unforeseen
what the actual outcome will be. During the teleconference this afternoon, the NTS
coordinator was not very hopeful about what the funding amount will be for the NTS
Grantees.
