CITY OF KENAI
ORDINANCE NO. 2$94 -2016 (SUBSTITUTE)
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, ACCEPTING AND
APPROPRIATING A GRANT FROM THE FEDERAL AVIATION ADMINISTRATION FOR
THE AIRFIELD MARKING, SIGNAGE, AND ASPHALT CRACK SEALING 2015 -2016
PROJECT AND AWARDING A CONSTRUCTION CONTRACT TO LAKLOEY, INC.
WHEREAS, the runway and taxiway centerlines, hold lines, and surface painted position
signs require remarking due to fading, rubber marks, and the lack of reflective beads;
and,
WHEREAS, the Federal Aviation Administration changed the runway designations on
December 15, 2015 from 01L -19R to 02L -20R which will require the removal and
remarking of the numbers plus the replacement of all runway designation sign panels;
and
WHEREAS, Federal Aviation Grant Assurance No. 11 requires the City to assure or
certify that it has implemented an effective airport pavement maintenance- management
program and it assures that it will use such program for the useful life of any pavement
constructed, reconstructed or repaired with Federal financial assistance at the Kenai
Airport; and
WHEREAS, the Federal Aviation Administration agreed that the crack sealing on the
runway, taxiways, and apron is grant eligible; and
WHEREAS, the Runway Safety Action Team has recommended additional Surface
Painted Taxiway Direction Sign Panels and the installation of a lighted taxiway sign to
eliminate pilot confusion and increase operational safety to area identified as "hot
spots"; and,
WHEREAS, the Administration has received confirmation these services are eligible for
93.75% FAA reimbursement, $467,750, with the remaining and 6.25% of project costs,
$31,183 to be provided by the City of Kenai; and,
WHEREAS, the Airport has already provided it's required 6,25% match of $31,183 for
design of the project; and,
WHEREAS, three bids were received and Lakloey, Inc, was the lowest responsive bid;
and,
WHEREAS, award of the bid to Lakloey, Inc. would be in the best interest of the City;
and,
WHEREAS, the recommendation from City Administration is to award the contract to
Lakloey, Inc. for the total cost of $445.849.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA
Section 1. Form. That this is a non -code ordinance.
Section 2. That the City Manager is authorized to accept a grant from the Federal
Aviation Administration in the amount of $467,750 and to expend the funds in
accordance with the grant provisions.
Section 3. That estimated revenues and appropriations be increased as follows:
Airport Improvement Capital Proiect Fund

Section 4. The agreement for the project entitled "AIRFIELD MARKING, SIGNAGE, &

Subject: Ordinance 2894 -2016 (SUBSTITUTE)
Additional work items have been identified that can be added to the Airfield Marking, Signage,
and Crack Sealing Project 2015 -2016. The Federal Aviation Administration has agreed that
these items are grant eligible.
A Request for Proposal was issued for the additional painting and signage. Wince- Corthell-
Bryson evaluated the proposal and found it to be reasonable.
I agree and recommend including the additional work items to the project.

The bid opening for the Airfield Marking, Signage, & Crack Sealing Project 2015 -2016 was held
on Tuesday, May 10, 2016; two bids were received.
Wince - Corthell- Bryson evaluated the bids which were found to be complete and responsive; and
recommends award of the project to the lowest responsive bidder.
I agree and recommend awarding the project to Lakloey, Inc.

Subject: Airfield Marking, Signage, and Crack Sealing Project 2016
Bidder Evaluations and Recommendation for Award
Bid and bid modifications were received at City Hall by 2:00 PM Tuesday
May10, 2016. Three bidders submitted, two of which followed with bid
modifications. All three bids were reviewed, modified as directed and checked
mathematically for correctness. Lakloey Inc. did not acknowledge Addendum
No. 2 on the bid form however had acknowledged its receipt by email on April
25, 2016. The bidders and correct final results, in ascending order, are as
follows:

1. Lakloey, Inc. $ 434,611.00
2. Little Susitna Construction $ 508,995.83
3. Specialized Pavement Marking $ 665,152.50
Engineers Estimate $ 328,732.00
Ali bid tabulations, as received and modified, are shown on the attached
bidder's spreadsheet.
The first three bid items appear unbalanced across all three bids received,
particularly the increases applied to the surveying and airport sign bid items,
much of which could be claimed on the first pay estimate.
Considering Bidders 1 and 2 are not general painting contractors and nearly all
the work on the project will be subcontracted these two bid items appear to
include their general contractor markup for bonding, profit and overhead over
and above the other bid items that are fairly competitive.
In the absence of a low and responsive bid from a general painting contractor I
recommend award of the project to Lakloey, Inc. in the amount of $434,611.00,
contingent on receipt of the required DBE attachments listed on the Bid Form.
