HomeMy WebLinkAboutResolution No. 2016-29Suggested by: Councilmen Gabriel & Knackstedt CITY OF KENAI RESOLUTION NO. 2016 -29 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AUTHORIZING A BUDGET TRANSFER WITHIN THE GENERAL FUND TO PROVIDE A MATCHING GRANT FOR RESTORATION OF A HISTORICAL CITY OF KENAI FIRE TRUCK. WHEREAS, a group of Kenai residents, headed by former Mayor John Williams has undertaken a project to restore one of Kenai's first fire trucks; and, WHEREAS, to date the group has raised in excess of $14,200 in donations of both cash and services for the project; and, WHEREAS, an application has been submitted to the Rasmuson Foundation for a Tier I grant to provide additional funding for the project; and, WHEREAS, the group requested $10,000 in matching grant funds from the City to complete the restoration; and, WHEREAS, the $10,000 matching grant was included in the FY2017 proposed budget but was removed prior to adoption; and, WHEREAS, at the request of the sponsors, the administration has identified available funds in the FY2016 Budget that is available for transfer to provide a $10,000 matching grant prior to FY2016's year -end; and, WHEREAS, a budget transfer of $10,000 is beyond the authority of the City Manager and pursuant to KMC 7.25.020, the City Council, by resolution, may make transfers in any amounts of unencumbered balances of line item accounts within a department or within a fund. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA. 1. That the following budget transfer be made: General Fund From: Non - Departmental - Contingency $10,000 To: Legislative - Grants to Other Agencies $10,000 2. The City Manager is authorized to provide a matching grant of up to $10,000 to the Kenai Community Foundation for the project to restore a historic Kenai fire truck. The donation of a $10,000 matching grant for this purpose was included in the draft 2017 budget, but was removed prior to adoption. We asked Administration if there were budgeted funds in this year's (FY2016) budget that could be used for this project without a budget amendment requiring the use of fund balance. Administration identified a source of funding that would not require the use of fund balance, non - departmental contingency. Since FY2016 is almost over, there will not be further demands on this proposed funding source. The restoration of the fire truck, the majority of funding coming from private funding sources is an important component of the City of Kenai's history that will be enjoyed by present and future citizens of our City.
