RESOLUTION NO. 2016 -19
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AMENDING ITS
COMPREHENSIVE SCHEDULE OF RATES, CHARGES, AND FEES TO INCORPORATE
CHANGES TO BE ADOPTED IN THE FY2017 BUDGET PROCESS TO INCLUDE
ADJUSTING MONTHLY RENTAL RATES AT VINTAGE POINTE, INCREASING AIRPORT
APRON RENTAL FEES, INCREASING FEES FOR WATER AND SEWER SERVICE, AND
MAKING OTHER HOUSEKEEPING CHANGES.
WHEREAS, below market monthly rental rates at Vintage Pointe, the City's senior
housing facility, are budgeted to increase in FY2017 in an effort to bring the rental rates
closer to market rate rents as determined by the 2015 market rent study by Derry and
Associates ensuring adequate funds are available for ongoing and long -term
maintenance of the facility; and,
WHEREAS, the Administration has determined the rental rates for apron space on the
Kenai Airport are significantly undervalued taking into account land values,
construction cost of improvements, and maintenance costs; and,
WHEREAS, undervalued rental rates for apron space is a significant deterrent to
development of airport lease lots; and,
WHEREAS, the proposed increase is part of the administration's five year plan to
increase apron rental rates to market value with FY17 being the second year of this
plan; and,
WHEREAS, housekeeping changes are required to update City Dock Fees to reflect
current practices; and,
WHEREAS, in 2011 the City commissioned a Water and Sewer Rate Study to study the
City's water & sewer rate structure and to determine and recommend any changes to
that structure to ensure the utility can continue to operate and provide the necessary
funding to maintain its infrastructure; and,
WHEREAS, the Water and Sewer Rate Study recommended annual increases in water
and sewer rates to provide funding for infrastructure maintenance and expansion and
to ensure the financial stability of the fund; and,
WHEREAS, adoption of these changes with a July 1, 2016 effective date is needed now
to allow for proper notice to renters, lease holders, and utility customers.

SUBJECT: Vintage Pointe Rental Increases for Fiscal Year 2016- 2017
Vintage Pointe Manor was built with the intention of being an independent senior housing based
upon market rates. In the 2015 Market Rate Study, conducted by Derry and Associates, rental
rates for Vintage Pointe were below the market rate. Because of various sizes of apartments and
locations within the building there are various rental rates.
Residents who signed a rental agreement before June 30, 2013 were "grandfathered in" at a rate
to be reviewed yearly, with a $35.00 increase until rates met market rate. This rate is based upon
the CPI of the Municipality of Anchorage.
After the 2015 Derry and Associates Study, and a vote by City Council, seniors moving into Vintage
Pointe would sign a rental agreement with rent set at the current market rate and reviewed
yearly based upon the current CPI of the Municipality of Anchorage. Based upon the current CPI
for a given year, rental rates could increase or decrease. At this writing, there are 21
"grandfathered" apartments and 19 apartments within Vintage Pointe at market rate. As of this
date, we have 116 seniors on our waiting list.

Rick,
This memo is in support of the resolution amending the fee schedule.
Based on the rate study performed in 2010 by CH2MHill the water and sewer
rates are proposed to be increased from $30.87 to $33.96 for water and from
$49.48 to $50.96 for sewer for a one or two family residence. Other rates are
increased accordingly.
The hydrant deposit is added and metered rate increased from $4.48 to $4.93
per thousand gallons.
The City Dock fees are amended based on current available usage of the facility.
We no longer have the ability to offer skiffs to tie to the concrete dock or buoys
nor product wharfage due to the active lease of the cranes and dock. I have only
received one request to tie off to our dock in 5 years and we were able to
accommodate that user and will continue to do so.
