HomeMy WebLinkAboutResolution No. 2016-21Sponsored by: Administration CITY OF KENAI RESOLUTION NO. 2016 -21 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AWARDING A CONTRACT FOR MANAGEMENT SERVICES AT THE CITY OF KENAI MULTI - PURPOSE FACILITY FOR SUMMER ICE. WHEREAS, the City annually contracts with a contractor to maintain the Kenai Multi - Purpose Facility during the months of May through September; and, WHEREAS, in the past, the agreements have been in the form of special use permits not exceeding one season, however, the City has been notified that potential contractors need to plan at least a year in advance for certain use activities and incorporating a seasonal three year term is in the City's best interest; and, WHEREAS, in exchange for the payment of utilities the contractor maintains the facility and independently runs certain services including youth camps and public skates benefiting the local community; and, WHEREAS, because there is not a fee or payment for the services beyond reasonable utility rates to keep the facility open, the procurement falls under KMC 7.15.060(a) Procurement of Professional Services, requiring only a reasonable manner of procurement; and, WHEREAS, given past experience and local knowledge interest in managing the facility is low, and publication of the opportunity in the Clarion Newspaper for the following dates of May 8th and 10th, was a reasonable manner of procurement for this contract; and, WHEREAS, after evaluating the response(s) to the solicitation for Contract Management Services and the recommendation of the Administration the City Council finds it is in the best interest to award the Contract for Contract Management Services at the City of Kenai Multi- Purpose Facility for Summer Ice to Vince Redford d /b /a Red Line Sports. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA: Section 1. That a Contract for Services at the City of Kenai Multi- Purpose Facility for Summer Ice Management is awarded to Vince Redford d /b /a Red Line Sports and the City Manager is authorized to execute an Agreement for the same. Section 2. That this resolution takes effect immediately upon passage. Previously this has been accomplished through a special use permit limited to one year, however, the prior contractor has indicated that in order to effectively run the summer ice programs, the contract must be for a longer tern for potential users to plan at least one season in advance. For this reason, Administration is recommending a seasonal tlu•ee year term. Due to the timing of the contract, and schedules of administrative personnel, a sample contract will be provided as a laydown for the May 18, 2016 Council packet.
