CITY OF KENAI
ORDINANCE NO. 2905 -2016
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA INCREASING
ESTIMATED REVENUES AND APPROPRIATIONS AND AUTHORIZING A BUDGET
TRANSFER IN THE VINTAGE POINTE ENTERPRISE FUND AND AWARDING A
CONTRACT FOR A RESIDENT (ON -SITE) MAINTENANCE MANAGER FOR THE
VINTAGE POINTE, CONGREGATE HOUSING FACILITY.
WHEREAS, the City recently completed a request for proposal for a resident (on -site)
maintenance manager for Vintage Pointe, Congregate Housing Facility; and,
WHEREAS, estimated annual cost for resident (on -site) maintenance manager services
will be $58,450; and,
WHEREAS, the adopted FY2017 Budget included $30,000 for these services, an
insufficient amount to award an agreement requiring a budget revision and
supplemental appropriation prior to award; and,
WHEREAS, the successful proposer, Sadler Property Management, will be required to
rent unit 106 as part of the agreement for these services generating approximately
$11,000 of rent not included in the FY2017 Budget; and.
WHEREAS, $9,330 of items included in the FY2017 Budget will become the
responsibility of the successful proposer upon award of an agreement and these funds
are available to be redirected to the professional services account; and,
WHEREAS, supplemental funding of $8,120 is required for award of the agreement and
is available from the Vintage Pointe Enterprise Fund's retained earnings; and,
WHEREAS, Sadler Property Management submitted the only proposal to provide
resident (on -site) maintenance management services; and,
WHEREAS, review of Sadler Property Management's proposal showed it to be responsive
and reasonable and the administration recommends award of an agreement to Sadler
Property Management for resident (on -site) maintenance management services.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA

Section 4. The City Manager is authorized to execute an agreement for resident (on-
site) maintenance management services at the City's Vintage Pointe, Congregate
Housing Facility with Sadler Property Management at an estimated annual cost of
$58,450.
Section 5. That pursuant to KMC 1.15.070(f this Ordinance shall take effect upon
enactment.

SUBJECT: Ordinance 2905 -2016, Vintage Pointe On -Site Maintenance Manager
Contract
The purpose of this correspondence is to request Council's positive consideration of Ordinance
2905 -2017. The effect of the adoption of this ordinance is as follows:
1. Increases the budgeted expenditure for an on -site manger's services from $30,000
to $58,450.
2. Increases the budgeted revenues by $11,000 for rent paid to the City by the on -site
maintenance manager.
3. Authorizes the City Manager to enter into an agreement with Sadler Property
Management to provide on -site maintenance management for a three -year period,
with two addition one -year periods by mutual consent.
By entering into this new form of contract it will eliminate confusion as to the status of the
maintenance manager being a contractor or, arguably, a city employee.
