MINUTES
CALL TO ORDER
Mayor Porter called the meeting to order at approximately 6:00 p.m.
1. Pledge of Allegiance
Mayor Porter led those assembled in the Pledge of Allegiance.
2. Roll Call
There were present:
Pat Porter, Mayor
Mike Boyle
Tim Navarre
Terry Bookey
comprising a quorum of the Council.
Also in attendance were:
Rick Koch, City Manager
Scott Bloom, City Attorney
Sandra Modigh, City Clerk
3. Agenda Approval
Bob Molloy
Henry Knackstedt
Brian Gabriel
Mayor Porter noted the following items provided as a laydown for inclusion in the packet:
• Agreement between the Quality Asphalt Paving and Administration
• Correspondence from Chad Samskar
• Map of area being discussed
MOTION:
Council Member Molloy MOVED to approve the agenda as presented and requested
UNANIMOUS CONSENT. Council Member Knackstedt SECONDED the motion.
There being no objections, SO ORDERED.
PUBLIC COMMENTS
There was no one in attendance wishing to speak.

NEW BUSINESS
1. Resolution No. 2016- 36 — Authorizing a Budget Transfer Within the Municipal
Roadway Improvements Capital Project Fund from the First Street Reconstruction
Project to a Project to Pave North Spruce Street.
MOTION:
Council Member Knackstedt MOVED to adopt Resolution No. 2016 -33. Council Member
Bookey SECONDED the motion and requested UNANIMOUS CONSENT.
Vice Mayor Gabriel advised that he worked for the Department of Transportation (DOT)
and that Quality Asphalt Paving was a subcontractor for DOT; however, Gabriel did not
feel he has a conflict of interest.
Mayor Porter declared Gabriel's disclosure did not constitute a conflict of interest.
City Manager Koch advised that this was in the best interest of the City, as this project
would have cost the City over $100,000 if the City completed the project on its own, but
will now only be contributing $15,000 or slightly more.
It was noted that the paving would be standard as other paved streets, but would not have
striping.
There being no objections, SO ORDERED.
ADJOURNMENT
There being no further business before the Council, the meeting was adjourned at
approximately 6:07 p.m.
