HomeMy WebLinkAboutResolution No. 2016-36Suggested by: Administration CITY OF KENAI RESOLUTION NO. 2016 -36 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AUTHORIZING A BUDGET TRANSFER WITHIN THE MUNICIPAL ROADWAY IMPROVEMENTS CAPITAL PROJECT FUND FROM THE FIRST STREET RECONSTRUCTION PROJECT TO A PROJECT TO PAVE NORTH SPRUCE STREET. WHEREAS, a State of Alaska Legislative Grant and $150,000 from the General Fund has been appropriated for reconstruction of First Street; and, WHEREAS, First Street reconstruction is nearly complete and grant funding appears sufficient to complete the project leaving the $150,000 from the General Fund available for redirection to other projects; and, WHEREAS, as part of the State of Alaska Spur Highway rehabilitation project occurring within the City, the State and its contractor have offered to pave North Spruce Street, the major detour route for the final culvert replacement portion of the project, for a cost to the City of $15,000; and, WHEREAS, estimated actual cost to pave the road is between $75,000 and $85,000; and, WHEREAS, paving North Spruce Street will have long lasting benefits to the City, will reduce impact to residents during project detouring, and is likely to never be possible again at this reduced cost. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, Section 1: That the following budget transfer be made: Municipal Roadway Improvements Capital Proiect Fund From: First Street Reconstruction To: North Spruce Street Paving $15,000 $15,000 Section 2: The City Manager is authorized to execute an agreement with the State of Alaska Department of Transportation and Quality Asphalt and Paving for paving of North Spruce Street. Resolution 2016 -36 authorizes budget transfers within the Municipal Roadway hnprovements Capital Project Fund for paving of North Spruce Street and authorizes the City Manager to enter into a contract with the State of Alaska Department of Transportation (DOT) and its contractor, Quality Asphalt and Paving (QAP), to complete the project. DOT and its contractor, QAP are in the process of replacing aging culvers and repaving a portion of and the Kenai Spur Highway in the City. The final culvert replacement is scheduled for early August and will require a detour down North Spruce Street, a gravel city street. In an effort to minimize costs and impact to the community, DOT and QAP have offered to pave North Spruce Street from the Kenai Spur Highway to 4v' Avenue at a cost of $15,000 to the City. Paving of North Spruce Street is estimated to cost between $75,000 and $85,000 and the $15,000 offer is an exceptional deal for the City. Paving will also reduce the impact on City Residents who reside on North Spruce Street and anyone utilizing the detour during replacement of the Spur Highway culvert. The City of Kenai agrees to reimburse QAP $15,000 upon completion and acceptance of the work. QAP will utilize this roadway as a detour route to facilitate the construction work, upon completion of the detour, QAP will not be responsible for any warranty work and the City of Kenai will resume responsibility for maintaining the roadway.
