CITY OF KENAI
RESOLUTION NO. 2016 -42
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AUTHORIZING A
BUDGET TRANSFER WITHIN THE GENERAL FUND - LANDS DEPARTMENT FOR THE
APPRAISAL OF 3 PARCELS.
WHEREAS, the City has requested the appraisal services of MacSwain Associates, LLC
to appraise two (2) parcels which have been identified by the City Council to be
purchased by the General Fund for a public purpose to support improvements for
water /sewer utilities; and,
WHEREAS, 2 parcels are identified as Kenai Peninsula Borough Parcel No. 04106201
also known as Lot 1, Block B, Beaver Creek Alaska Subdivision Amended and Kenai
Peninsula Borough Parcel No. 04106202 otherwise known as Lot 2, Block B, Beaver
Creek Alaska Subdivision Amended; and,
WHEREAS, Kenai Municipal Code 22.05.135 requires that no purchase of real property
may be made until a qualified appraiser has appraised the property; and,
WHEREAS, the City has requested the appraisal services of MacSwain Associates, LLC
to appraise one (1) parcel which is owned by the Airport Fund which has been identified
by the City Council to be donated to a local non - profit corporation known as Kenai
Performers; and,
WHEREAS, the parcel is identified as Kenai Peninsula Borough Parcel No. 04314104
also known as Tract A -4 Evergreen Subdivision 2016 Addition; and,
WHEREAS, pursuant to Kenai Municipal Code 21.15.240 property owned by the Airport
Fund must be appraised and that its fair market value be dedicated to the Airport Fund
from the General Fund prior to its donation; and,
WHEREAS, a budget transfer of $7,500 is beyond the authority of the City Manager and
pursuant to Kenai Municipal Code 7.25.020 the City Council, by resolution, may make
transfers in any amounts of unencumbered balances of line item accounts within a
Department or within a fund.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, the following budget transfer be made:

SUBJECT: Resolution No. 2016 — 42 — Budget Transfer within the General Fund —
Lands Department for the Appraisal of three (3) Parcels.
The purpose of this communication is to introduce Resolution No. 2016 — 42 to the City Council
The City Lands Department has requested the appraisal services of MacSwain Associates to
provide fair market value appraisals for 3 parcels. The parcels are identified as: KPB Parcel No.
04106201 also known as Lot 1, Block B, Beaver Creek Alaska Subdivision Amended, KPB Parcel
No. 04106202 otherwise known as Lot 2, Block B, Beaver Creek Alaska Subdivision Amended
and KPB Parcel No. 04314104 also known as Tract A -4 Evergreen Subdivision 2016 Addition.
The first two subject parcels have been identified by the City Council to be purchased by the
General Fund for a public purpose to support improvements for water and sewer utilizes near the
City wells. These subject parcels are located to the west of Shotgun Drive and across the street
from the City Water Plant. The City has requested an appraisal of these parcels to determine
their fair market value pursuant to Kenai Municipal Code Section 22.05.135.
The third parcel which is identified as KPB Parcel No. 04314104 also known as Tract A -4
Evergreen Subdivision has been selected by the City Council to be donated to the Non - Profit
Corporation of Kenai Performers. The subject parcel is owned by the Airport Fund, which
pursuant to Kenai Municipal Code Section 21.15.240 requires that its appraised fair market value
be dedicated to the Airport Fund from the General Fund.
MacSwain Associates has submitted a proposal of $7,000 plus travel to complete the appraisals.
I recommend that an additional $500 be added to the proposal to cover travel costs.
I would like to recommend that $7,500 be transferred from the Land Administration — Professional
Services line item account to the Land Administration — Land line item account for the costs of
the appraisals.
