NO. 2924 -2016
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, ACCEPTING AND
APPROPRIATING ADDITIONAL FUNDS FROM THE FEDERAL AVIATION
ADMINISTRATION FOR THE SMALL TAXIWAYS AND AIRCRAFT TIE -DOWN
REHABILITATION 2015 -2016 PROJECT.
WHEREAS, during the reconstruction phase of the small taxiways, the existing flood
lights were disconnected and all of the underground electrical was found to be out of
compliance with National Electric Standards; and,
WHEREAS, the estimated cost of the additional work is $42,352; and,
WHEREAS, the Administration has received confirmation these services are eligible for
93.75% FAA reimbursement, $ 39,705, with the remaining 6.25% of project costs, to be
provided by the City of Kenai; and,
WHEREAS, previous appropriation from the Airport Special Revenue Fund to the project
are sufficient to provide the additional 6.25% match of $2,647; and,
WHEREAS, the recommendation from City Administration is to increase the contract to
Knik Construction Co., Inc. by $42,352 for the total contract amount of $1,781,080.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA

Section 2. That estimated revenues and appropriations be increased as follows:

During the 2016 Small Taxiway & Aircraft Tie down Project, flood lights were disconnected and
removed to establish a temporary taxiway. During this process it was discovered that all the
underground electrical was out of compliance with National Electric Standards so the flood
lights cannot be reconnected to the existing wire. The six flood lights can only be reconnected
with new wiring and new junction boxes that meet the NEC and IBC standards of installation.
These lights are very important to the safety of aircraft operating on these taxiways.
The request for proposal is reasonable and I recommend approval of this change order
