The attachments include the following exhibits: A Draft Resolution Adopting SFY18 Capital Priority Lists B Proposed CIP Priorities Greater than $100,000 C Proposed CIP Priorities Less than $100,000 D Draft Resolution Adopting State -Wide CIP Priorities E Proposed State -Wide CIP Priorities F Draft Resolution to not Submit CIP Priorities and Request Sustainable Budget G Draft Resolution Requesting Re- Appropriation of Grant #12 -DC -377 Option Number One For SFY 2018, recognizing the State of Alaska's fiscal challenges, the Administration is proposing a smaller number of projects, at less cost, than has been proposed in the recent past. In the event that unanticipated funding opportunities exist, Administration has included a number of projects that are not ranked, but have been considered. Following this work session the Administration will accomplish the following: 1. Prepare a Resolution for Council adoption establishing the City's Capital Priorities. 2. Schedule a meeting with Senator Micciche, Speaker Chenault, and our newly elected Representative, to discuss the City's capital priorities and the upcoming Legislative session. 3. Submit to, and schedule a meeting with, Governor Walker to discuss the City's capital priorities and the re- appropriation of an existing $1.75 million appropriation for the Kenai Bluff Erosion Project. 4. Submit to, and schedule meetings with, Legislators and their staff to discuss the City's capital priorities and the re- appropriation of an existing $1.75 million appropriation for the Kenai Bluff Erosion Project. These Legislators include, but are not limited to, members of the Senate and House Finance Committees. 5. Monitor and provide information as necessary to the Administration and Legislature in support of the City's capital priorities. Option Two Do not adopt capital priority lists, but request that the Administration and Legislature work together to craft policy and law to support a sustainable State budget. Under both option one and two, Administration recommends a Resolution is passed by Council requesting the re- appropriation of Grant #12 -DC -377. Thank you for your attention in this matter. If you have any questions, please contact me at your convenience. / Suggested by: Administration fHea�of CITY OF KENAI RESOLUTION NO. 2016 -XX A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, ADOPTING THE CITY OF KENAI CAPITAL IMPROVEMENTS PLAN PRIORITY LISTS FOR STATE FUNDING REQUESTS FOR THE FISCAL YEAR 2018 WHEREAS, the Capital Improvements Plan (CIP) is a guide for capital expenditures; and, WHEREAS, the City of Kenai CIP process has involved consideration of existing plans, programmatic needs and public input; and, WHEREAS, the CIP compliments the legislative priorities, City Budget and Comprehensive Plan; and, WHEREAS, the Kenai City Council held a public hearing on the Capital Improvements Program adoption on November 2, 2016; and, WHEREAS, if unforeseen circumstances occur, the City Council authorizes the City Manager to modify as necessary the City of Kenai's Capital Improvements Plan Priority Lists for State Funding Requests for the Fiscal Year 2018, and that any modification will be brought before Council for approval at the next regularly scheduled Council meeting. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, adopts the attached City of Kenai Capital Improvements Plan Priority List for State Funding Requests for the Fiscal Year 2018. I N a KENAI, ALASKA U Suggested by: Administration CITY OF ]KENAI RESOLUTION NO. 2016 -XX A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, ADOPTING THE CITY OF KENAI RECOMMENDATIONS FOR STATE -WIDE PROJECTS FOR THE STATE FISCAL YEAR 2017 WHEREAS, the State of Alaska undertakes capital improvements projects that provide a benefit to all of the citizens of Alaska; and, WHEREAS, certain ongoing and proposed State of Alaska Capital Projects providing State -Wide benefits are located within and /or near the corporate boundaries of the City of Kenai; and, WHEREAS, the Kenai City Council recognizes the benefit of these projects for all of the citizens of Alaska; and, WHEREAS, the Kenai City Council supports the funding and construction of State - Wide Projects; and, WHEREAS, the Kenai City Council held a public hearing on the Capital Improvements Program adoption on November 2, 2016 which included the discussion regarding State -Wide Projects; and, WHEREAS, if unforeseen circumstances occur, the City Council authorizes the City Manager to modify as necessary the City of Kenai's Recommendations for State -Wide Projects for the State Fiscal Year 2018, and that any modification will be brought before Council for approval at the next regularly scheduled Council meeting. WHEREAS, the City Council of Kenai, Alaska recognizes the financial challenges before the State of Alaska, it's Governor and Legislature; and, WHEREAS, the SFY17 State budget utilized significant reserves from the Constitutional Budget Reserve; and, WHEREAS, without adoption of sustainable budget policies by the State of Alaska, additional utilization of budgetary reserves will be necessary; and, WHEREAS, the City of Kenai has identified and prioritized capital funding requests, but the City of Kenai will not request new capital funding from the State of Alaska for infrastructure improvements; and, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that the Council has chosen not to submit a request for funding for capital improvements, but requests and encourages the Administration and Legislature to work in a co- operative manner to develop and implement a sustainable budget policy for the State of Alaska. ATTEST: Sandra Modigh, City Clerk Brian Gabriel, MAYOR i �l the ulv of Suggested by: Administration CITY OF KENAI NO. 2016 -XX A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, REQUESTING THAT DESIGNATED LEGISLATIVE GRANT # 12 -DC -377 BE RE- APPROPRIATED FOR ITS ORIGINAL PURPOSE IN THE STATE CAPITAL BUDGET FOR THE FISCAL YEAR 2018. WHEREAS, the number one capital priority for the past 25 years has been a project to stabilize the erosion of the bluff at the mouth of the Kenai River; and, WHEREAS, this project has been "In- Process: since 1999 when the Kenai City Council appropriated $120,000 for the first analysis and conceptual design; and, WHEREAS, the United States Corps of Engineers ( USCOE) has undertaken work on this project and over the past eight years, at a cost of over $2 million, has conducted the following: 1. Technical Feasibility Study 2. Cost Analysis Feasibility Study 3. Historical and Cultural Resources Study 4. Socio - Economic Impact Study 5. NEPA Documentation, Preliminary Environmental Impact Study ;and, WHEREAS, the USCOE currently is drafting the "Decision Document" for the project, scheduled to be complete and executed on or before August 2017; and, WHEREAS, upon completion of the "Decision Document" the project is eligible for Federal funding in the amount of 65% of the project costs; and, WHEREAS, the City of Kenai as the projects local sponsor is responsible for a matching 35% share of the project costs; and, WHEREAS, the $1.75 million (approx. $1.43 million remaining) appropriation in Grant # 12 -DC -377 is a portion of the local match and required to move the project forward to construction. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that the Council requests that Designated Legislative Grant #12 -DC -377 be re- appropriated for its original purpose in the State Capital Budget for the Fiscal Year 2018.
