Molloy, H. Knackstedt, T. Navarre Others present: City Manager R. Koch, City Attorney S. Bloom and City Clerk S. Modigh President Pro Tempore began the work session at approximately 7:47 p.m. and provided an overview of the agenda. City Manager Koch reported that due to the State of Alaska's fiscal challenges, there were no Capital funds available in the upcoming year. Koch advised that the primary focus was on the reallocation of the funds for the bluff erosion project. Koch noted that in the event of unanticipated funding opportunities, there were a number of less expensive projects that were not ranked, but had been considered. Koch suggested the City adopt a resolution not requesting funds in recognition of the State's fiscal challenges, but rather recommending Administration and Legislature work together to craft policy and law to support a sustainable State budget. The other option proposed would be to rank the projects provided to Council and submit via resolution as done in previous years. Councilor Knackstedt inquired as to how this may affect future funding for projects that have been on the list; Koch didn't think it would be harmful to pending projects if in the future funding was available. Councilor Molloy supported reappropriating funds for the Bluff Erosion Project and suggest a hybrid of the options by outlining and adopting priorities; however, due to financial constraints not requesting any funding for the projects at this time; Councilor Navarre and Glendening concurred. Glendening inquired as to whether the projects that were approximately $100,000 could be funded internally; Koch advised that could be considered by Council during the budget process. Council did not recommend any changes to the priorities as proposed by Administration. The work session was adjourned at 8:07p.m.
