Tell us the primary reasons why you would like to be the Kenai City Manager. 2. How do you describe your management style? 3. What are Kenai's greatest assets and opportunities, as you understand them to be? 4. What do you think are the greatest challenges the City will face in the next five years? 5. What experience do you have with personnel management? a) Supervising? b) Hiring? c) Firing? d) Performance reviews? e) Conflict management? 6. If you are hired as City Manager, what are your goals for your first year of tenure and how would you approach achieving them? 7. Describe your government finance related experience and training. 8. Describe your experience in developing and working with budgets and dealing with budget deficits. 9. Give an example of how you would criticize the actions of a subordinate. 10. You have personal knowledge that an employee has been inappropriately using City equipment for personal use. How would you deal with this situation? 11. Describe the type of Council (Assembly, Board of Supervisors, etc.) you have most liked to work for, and the type you have least liked to work for. 12. As the new City Manager, an experienced employee doesn't seem to accept you in your new position. How would you handle this? 13. Discuss a situation in which your Council (Assembly, Board of Supervisors, etc.) proposed a policy, procedure, or operational issue you considered to be unsound or would cause serious problems with employees. How did you handle it? 14. Please describe your experience and approach to managing large capital projects. City Manager Selection — Interview Questions Page 1 of 3 15. The City's number one capital improvement priority for over two decades has been a project to stop ongoing erosion of approximately 5,000 lineal feet of bluff near the mouth of the Kenai River. The US Corps of Engineers has taken the lead on the project and will be the designer and constructor for the project if it moves forward to completion. The project estimate is currently $43 million, but the Corps of Engineers has communicated they have de- scoped the project and that the cost estimate may be in the $20 -$30 million range. The project funding is proposed to be a 35% local share (City of Kenai) and 65% federal share. The City has in -hand, in -kind contributions, contributions from the Kenai Peninsula Borough, and cash, to constitute its 35% share. The Federal Government is scheduled to complete the Final Feasibility Study on or before August of 2017, at which time the project will become eligible for Federal funding. There are a number of tasks for the City to complete with funding it presently has in -hand, one of them is to purchase approximately 25 parcels of private property, in whole or in part, to facilitate the project. 16. What would you do to accomplish the following: a) Secure federal funding? b) Complete property acquisition? c) Any other actions to continue moving the project forward? 17. Describe a situation where you became very angry in the workplace. How did you handle it? 18. One morning you begin receiving numerous phone calls from angry residents and businesses owners that woke up without water to their homes and businesses. They are upset that they cannot shower before work or open their stores. How would you respond to their complaints and what are the first steps you would take to begin remedying the situation? 19. What professional work situations make you feel awkward or cause you the most difficulty? 20. If selected to be the City Manager, how will you reach out to, and involve residents and other community groups in City business? 21. A Council Member contacts you at your office and confides in you that he or she is dissatisfied with another Council Member. How would you handle the situation? 22. Describe a personnel situation that in hindsight you should have handled differently, the results and what you would do differently if faced with the same circumstances. 24.
