HomeMy WebLinkAboutResolution No. 2017-10Sponsored by: Administration CITY OF KENAI RESOLUTION NO. 2017 -10 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA STRONGLY OPPOSING ALASKA BOARD OF FISHERIES PROPOSAL NUMBER 204 EXTENDING THE BOUNDARY OF THE KENAI RIVER PERSONAL USE DIP NET BOAT FISHERY UPSTREAM TO CUNNINGHAM PARK. WHEREAS, Proposal 204 would extend the Personal Use Salmon Fishery upstream of Warren Ames Bridge to Cunningham Park; and, WHEREAS, extension of the Fishery to Cunningham Park will increase impacts to City residents that own property along this stretch of the river to include trespassing, noise, and boat wake; and, WHEREAS, extension of the Fishery to Cunningham Park will create crowding and facility capacity issues at the City-owned Cunningham Park, since boats will be able to traverse to that location at any time without having to cut the fish tails and mark their permit first; and, WHEREAS, the width of the Kenai River in this area slowly narrows as it moves upstream which will result in greater congestion with additional boat traffic, heightening safety concerns; and, WHEREAS, due to substrate differences, the riverbank in the area between Warren Ames Bridge and Cunningham Park may be more susceptible to erosion than the area below Warren Ames Bridge raising habitat concerns; and, WHEREAS, increased traffic and use of Cunningham Park, will expand the City's fee area and cost of operating the fishery. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that the Council of the City of Kenai strongly opposes Alaska Board of Fisheries proposal number 204 extending the boundary of the Kenai River personal use dip net boat fishery upstream to Cunningham Park. This resolution addresses the same concerns as the letter and, if adopted by Council, will be submitted to the Alaska Board of Fisheries during their Upper Cook Inlet Finfish 2017 meeting.
