NO. 2940 -2017
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, ACCEPTING AND
APPROPRIATING ADDITIONAL FUNDS FROM THE FEDERAL AVIATION
ADMINISTRATION FOR THE SMALL TAXIWAYS AND AIRCRAFT TIE -DOWN
REHABILITATION 2015 -2016 PROJECT.
WHEREAS, during the reconstruction phase of the small taxiways, several issues arose
requiring additional construction administration and inspection time in addition to the
problems associated with the general aviation flood lights; and,
WHEREAS, the cost of the additional work is $21,587; $ 8,788 for engineering services
and $ 12,799 design and construction administration for the new general aviation flood
lights, and,
WHEREAS, the Administration has received confirmation these services are eligible for
93.75% FAA reimbursement, $ 20,238, with the remaining 6.25% of project costs, to be
provided by the City of Kenai; and,
WHEREAS, the Airport has already provided it's required 6.25% match of $1, 349; and,
WHEREAS, the recommendation from City Administration is to increase the contract to
Wince - Corthell- Bryson Co., by $21,587 for the total contract amount of $175,488.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA
Section 1. Form. That this is a non -code ordinance.
Section 2. That the City Manager is authorized to accept a grant amendment in the
amount of $20,238 from the Federal Aviation Administration for additional work on the
Small Taxiway and Aircraft Tie -down Rehabilitation Project 2015 -2016 Project and to
execute grant agreements and to expend the grant funds to fulfil the purpose and intent
of this ordinance.
Section 3. That the City Manager is authorized to execute a change order with Wince -
Corthell-Bryson for the amount of $ 21,587.

Subject: Ordinance 2940 -2017 Accepting FAA Grant Amendment - Small
Taxiway and Aircraft Tie down 215 -2016 Project
The attached Ordinance 2940 -2017 amends the FAA grant by $21,587 to Wince -
Corthell -Bryson for additional work incurred during the taxiway rehabilitation project.
During the rehabilitation several issues were discovered and corrected with approval
from the FAA Project manner: additional excavation of bad soils under taxiway Hotel
and electrical issues associated with the general aviation flood lights. The FAA also
approved grading and paving in the long -term aircraft tie down access road and the
parking lot.
I recommend approval of Ordinance 2940 -2017 for the additional work.

Subject: Correction to Ordinance 2940 -2017
At the February 15, 2017 Council meeting, Ordinance 2940 -2017 approved additional
funds to Wince - Corthell -Bryson for the Small Taxiways and Aircraft Tie down
Rehabilitation Project 2015 -2016.
1 erroneously reported in the 5th WHEREAS paragraph that the additional ropriation
for $21,587 brought the total contract to Wince- Corthell -Bryson to $1 88; the correct
total contract to Wince- Corthell -Bryson is $325,728. ' �(� V
The original contract price was $125,658, Change Order One was $178,483, and
Change Order is $ 21,587 for a new contract price of $325,728.
