HomeMy WebLinkAboutResolution No. 2017-14VIA Sponsored by: City Clerk CITY OF KENAI RESOLUTION NO. 2017 -14 • RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, ESTABLISHING • MORATORIUM ON THE PURCHASE OF STANDARD CEMETERY PLOTS FOR THE SOLE PURCHASE OF RESERVING A CEMETERY PLOT NOT BEING USED FOR IMMEDIATE INTERNMENT. WHEREAS, the Kenai Cemetery located at 840 First Avenue, Kenai, is currently the only cemetery in Kenai; and, WHEREAS, in recent years the City has had enough space in the cemetery to create and map out additional standard cemetery plots as needed; and, WHEREAS, the City currently has no additional space in the cemetery to create and map out additional standard cemetery plots and has an extremely limited number of standard plots left to sell until the new cemetery is created, which may take up to three years; and, WHEREAS, at its March 2, 2017 meeting, the Parks & Recreation Commission unanimously adopted Resolution PRC2017 -01 recommending the Council establish a moratorium on the purchase of standard cemetery plots for the sole purpose of a reservation and that standard cemetery plots shall be purchased for internment only; and WHEREAS, the City acknowledges that there may be certain circumstances creating an exception, whereby a reservation may be made for an immediate family member of the deceased. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA: Section 1. That City Council hereby establish a moratorium on the purchase of standard plots for the sole purpose of a reservation and that standard plots shall be purchased for internment only until such time as additional space is available; and that an exception may be granted for an immediate family member of the deceased to reserve a standard cemetery plot. In the past year, the Parks & Recreation department used the remaining space available to map and mark the final 40 or so standard plots that are currently available for purchase. However, when there was discussion at a recent council meeting regarding increasing the rates of cemetery plots, shortly thereafter and following a front -page news article, there was a voluminous purchase of standard plots to be reserved for future internment whereby leaving us with a little over half remaining for purchase. If the City continues to sell standard plots for reservation and internment we will run out of plots in the Kenai Cemetery, which has happened in surrounding municipalities, and we will have to turn our residents away. The intent of the moratorium is to eliminate the purchase of standard reserved plots to allow the purchase of standard plots for internment, with the exception of an authorized reservation by the City Clerk for immediate family members of the deceased. This moratorium will be necessary to allow standard plots for internment while Administration focuses on establishing the new cemetery. If passed, this Resolution would establish a moratorium on the sale of standard cemetery plots at the Kenai Cemetery used for the sole purpose of a reservation.
