Basil Bolstridge._- Va!_h_alla Heights
Mr. Bolstridge was asked to explain to Council what
they can expect to be dOne on the roads in Valhalla
Heights Subdivision.
Mr. Bolstridge related to Council that he intended to
work on the first loop this fall, which would take care
of 80-90% of the residents.
After a lengthy discussion by the Council and Mr.
Bolstridge as to whether or not the City should main-
tain the roads, it ~as sugges, ted by Councilman Malone
that we receive in writing his intentions on upgrading
the first loop this fall; and, if the loop isn't
finished by fall, the City will not provide winter
maintenance on the roads.
Mr. Bolstridge stated that the Council will receive
in writing his intentions for road improvements this
fall in Valhalla Heights Subdivision.
Malone moved and Hornaday seconded to table this
matter until they receive a letter from Basil Bolstridge
stating his intentions on street improvement. The
motion carried unanimously by roll call vote.
Mary Ann Meeks - Stock Car Race
Not present.
Mr. Glo~felty related to Council that the main thing
to emphasize at the racetrack is to conduct a safe and
orderly race.

It was the recommendation of the Administration that
the City set the racetrack up for the first couple of
races.
Councilman Hornaday felt that the racetrack should
not be the City's responsibility and that we should
shut the track down until some racing organization
can take the track over.
Malone moved and Norene seconded to give the Administration
authorization to organize the first race with a detailed
report due at the end of the first race.
The motion carried with Hornaday dissenting.
Mr. C....Thoma..s_,__Ge_nera! .Appraisal - Seattle
Mr. Glotfelty related to Council that Mr. Thomas was
in Kenai earlier that morning but business called him
to Chicago. He then went over with Council the
recommended proposal submitted by General Appraisal
Services.
Mr. Glotfelty stated that the amount of service would
cost between $18,$00 not to exceed $20,000.
Mr. Glotfelty further stated that he had contacted
Mr. Jay Siddle, of Touche Ross, in Chicago and that
the proposed recommended proposal does meet ~ith his
standards and specifications and that it will be made
part of the audit.
The administration was directed by Council~to go ahead
with the contract submitted by General Appraisal Company
of Seattle.

outline of their overall program and plan for the
operation of the Fort Kenay Museum-Tourist' Center

It was the Administration's recommendation that the
plan submitted be accepted and that the Historical
Society be given written authorization to proceed,
for one year, to develop this plan.
After some discussion by Council, Malone moved and
Doyle seconded to approve the Administration's re-
commendation for the operation of the Fort Kenay
Tourist-Museum Center Complex by the Kenai Historical
Society.
The motion carried unanimously.
With the approval of Council, the contract with
Mr. Harold Galliett was heard at this time.
The Administration recommends that the Council.
authorize the Administration to enter into the
contract as presented and subject to amendment
of the one clause acceptable to the Administration
and the Engineer.
Malone moved and Hornaday seconded to approve the
contract subject to the agreement of the Administration
to accept the amendment, paragraph 2, page 12.
The motion passed unanimously by roll call vote.
Doyle moved and Hornaday seconded to approve the
Administration's recommendation with the amendment.
The motion passed unanimously by roll call vote.
Letter - Fire Training ~cho. ol~
The Clerk read a letter from Mr. T.K. Muir of Union
Oil Company of Cali-fornia thanking everyone responsible
for the fire training classed held by the Petro-
Chemical Department, Kenai Community College.

Mr. Glotfelty related that around thirty p.eople will
be attending the Alaska Municipal League conferences
in Kenai, June 22, 23, & .24.
Mr. Hornaday suggested that welcoming signs be put
up at the airport and Royal Redoubt.
Glacier State Teleph'one - Public Hearing
Mr. Glotfelty related that Councilman Hornaday
represented the Council at the hearing.
Councilman Hornaday stated that not one person
who appeared at the Council meeting to protest
the tar±ff was at the public hearing.
Mr. Glotfelty read a letter from Fire Chief Frank
Wisecarver to Jean Haller thanking her for her
help in the past.

with our Bond Attorney and Financial Advisor
in Seattle last Friday.

Acting City Attorney, Mrs. Kulawik, stated that the
majority of her work would be completed by Friday
as Mr. Fisher will be back in the office Monday.
Mr. Glotfelty wanted to thank Mrs. Kulawik for the
outstanding job she has done for the City and that he
would like for her to continue on some of the projects,
possible.
Mrs. Kulawik said she would like to continue on her
projects even though it would be for a very short
period of time.

He further stated that he had talked with Mr. Siddle

A public hearing was held on the Environmental Impact
of the Sewer Interceptor Line, WPC-ALA-35.
He further stated that any action on 2nd avenue was
put off until the next Planning & Zoning meeting or
until further information is received from the Ad-
ministration.
Mr. Hudson stated that a presentation on Mobile Homes
was given to the Planning Commission by Mr. Ray
Biladeau and Jerry Holly from Husky Mobile Homes in
Soldotna.
Mr. Hudson also stated that the Commission approved
the Redoubt Terrace Addition Plat #3.
Councilman Doyle and Malone expressed their appreciation
towards Mr. Hudson for attending these meetings and hopes
that he continues coming.

Borough Assemblymen's Report.
Mr. Norene stated that there were public hearings held
on Ordinance 72-6, An ordinance levying real and personal
property taxes for 1972; Ordinance 72-7, An ordinance
making a supplemental appropriation of $7,500 to General
Government Operations; Ordinance 72-8, An ordinance
making a supplemental appropriation of $100,000 to the
Economic Development Fund,
In relation to the Homer School, authorization was
given to the Administration to accept the low bid
of $1-05,000 to fix the roof.

Malone moved and Norene seconded to adopt resolution
72-22 accepting the budget for 1972-73.
The motion carried unanimously by roll call vote.
It was stated that a copy of resolution 72-22 be
sent over to the Borough as formal notification of
our mill rate.
Motion to table - Golden Key Enterprises
The Administration recommends that the City not grant
Mr. Ackerson's request for an exclusive franchise on
taxicab, limousine and 'bus service.
Doyle moved and Norene seconded that we bring the
original motion back off the table.
The motion carried unanimously be roll call vote.
Doyle moved and McGrady seconded to accept the
Administration's recommendation not to issue any
exclusive franchise on transportation.
The motion carried unanimously by roll call vote.
Notice of reconsideration - New taxi license
Doyle moved and Malone seconded to reconsider the
new taxicab license for Mr. Sullivan.

The motion carried by roll call vote with Malone
and Steinbeck dissenting.
Mr. Ackerson of' Go. lden Key Cab Company related to
Council the history of taxicabs in Kenai and what
he had to do in the way of reCeiving his license
to operate his cab service.
After much discussion by the Council, Malone moved
and Doyle seconded to approve the taxicab license
according to Section 20-5 of the Kenai City Code
providing he meets all the requirements.
The roll call vote taken ended in a tie with Malone,
Norene and Steinbeck for and Hornaday, McGrady and
Doyle against.
As Council was unsure of whether a tie vote failed
or passed, it was Council's opinion to withhold on
this motion until they could have the Attorney do
some research on this matter.
Fire & Police Report - Rainbow Bar
Hornaday moved and Doyle seconded to defer voting
on this until all compliances are met.
Motion passed unanimously by roll call vote.
Council's previous action on Chamber Liquor license
Mr. Glotfelty related that the Chamber was with-
drawing their request for a liquor license due to
the fact that the kind of license they were requesting
was not adequate to their needs.

The kind of license they were requesting was a moveable
license, that which can be used at more than one re-
creational facility. The kind that they would have
been issued would be good for the racetrack only.
NEW BUSINESS
Authorization for e.ngineering contract for water/sewer
laterals - Davidso-'n Subdivis-ion.
It is the Administration's recommendation to enter
into a contract with Wince, Corthell and Associates
for water and sewer laterals to Davidson Subdivision.

Administration's recommendation on entering into
a contract with Wince, Corthell and Associat&s for

The motion passed unanimously by roll call vote
with Malone abstaining.

Appointment of new members - Borough Ass_embly.
Both Councilman Bielefeld and Malone have resigned
from their posts on the Borough Assembly.
Councilman Doyle and McGrady were chosen to take
their places.

In accordance with your request, we are pleased to submit our
recommendations and proposal fo~ General Appraisal services.
RECO],~,~NDED SERVICE '
Fundamental operation of physical asset accounting requires
that property units be identified in such a way that their
existence can be vehified and that additions, changes or
deletions can be made to the records in an efficient manner.
From our considerable experience in developing property
accounting systems in the industrial area, as well as for
cities, counties, schools and hospitals, we are aware of
constantly changing requirements.
An analysis of the rapidly growing fixed asset account of the
City of Kenai, both in terms of dollars and unit numbers,
clearly indicates the need for EDP capabilitY. We, therefore,
recommend:
1. The establishment of a computerized Asset
Information and Control Program for City-
owned land, improvements, buildings,
machinery and equipment. .
2. The appraisal of City-owned buildings,.
machinery and equipment for insurance
purposes.
The establishment of a continuing program
to provide~ annual revaluations and records
of additions, deletions and changes at
minimum effort ·and cost.

SPECIFICATIONS
BUILDINGS
1. General App~-aisal Company will furnish competent
and qualified appraiser personnel who will conduct
a personal inspection of all buildings to determine
the quantity, quality, condition and utility of
each .building. Such data will be noted, as well as
dimensions and calculation of building floor areas,
an identifying description, types of construction
materials and appurtenances. Occupancy and use will
be out lined.
2. The appraisers will conduct an investigation of local
building conditions, costs and other factors affecting
value and will make estimates of insurance deprecia-
tion based upon condition, age, obsolescence and re-
maining useful life. A1]~ building data will be
prepared fo~ computer input.
MACHINERY AND EQUIPMENT
1. Machinery and equipment will be invento~ie~l by building
at each location with appropriate department designator
when appropriate.
Items will be described by. individual units or systems
where appropriate, with a grouping of minor, homogeneous
items in a given area.

All appraisal reports will be' subjected to executive review to
insure high standards of performance and standardization. The
appraisers will report to, and maintain close contact with, the
official with whom they are to work throughout the engagement.
Inspection of all properties will he scheduled and. cleared

PROCESSIHG
The Asset Information System and appraisal will be prepared by
EDP, utilizing flexible and complete programs designed by Oeneral
Appraisal's EDP departmen~ exclusively for counties and cities.
The final tape file will be kept in storage for immediate recovery
at any time and continuous revision.

form of a bound volume containing a numbered page
computer printout having appropriate explanation,
certification, comprehensive table of contents, and

SFECIFICATIONS FOR CONTINUOUS GENERAL APPRAISAL SERVICE

First' Beginning with the date as of which the appraisal is prepared,
the General Appraisal Company agrees to furnish its Continuous Appraisal
Service, as follows'
1. Furnish advice and information as'to forms and methods
of accumulating, recording, and reporting expenditures
on, and changes in, the properties appraised.
2. Supply standard input forms for the City's use in report-
ing periodically descriptive and cost data on property
changes including additions, deductions, transfers, and
maintenance and r~epairs.
3. Review and analyze data to be submitted by you pertaining'
to new construction, additions, and deductions comprising
such pertinent data as cost of construction, date of
erection, building dimensions, general condition reports,
and detailed plans and specifications.
~. Adjust the basic appraisal records to reflect additions,
deductions, and changes as reported in (3) above.
5. Furnish at annual intervals'
(a) Revised Insurance RecaPitulation Report reflecting
reported changes, fluctuations in labor and material
prices, and estimated changes in accrued depreciation.
(b) Printout of additions, retirements and transfers
for period by physical areas and/or departments.
(c) Summaries and detailed reports of costs, reserves
and annual depreciation for financial reporting.
Second' In the event of fire and other property damage covered by
insurance, furnish upon request'
1. Consultation Service and a general inspection, if required,
of the damaged area as a basis for formulating procedures
in the loss adjustment.
2. Make recommendations for such further services as may be
desirable or required and authorized at the charges pro-
vided in the THIRD clause belQw.
Third' The charge for this service in accordance with the above
specifications will be an annual fee of $2,000.00. The services
of General Appraisal Company's representatives will be available
as may be required and authorized to assist in the appraisal of
property not previously appraised; the amplification of reports
of property changers; for the appraisal of complicated alterations

and additions; and for such other special appraisal services as
may be required. The charge for this service will be on the basis
of prevailing per diem rates and expenses for the type of personnel

party, this service may be discontinued or the fee adjusted in accor-
dance with the service furnished or costs incurred.

ADOPTING THE BUDGET FOR THE FISCAL YEAR OF JULY 1,
1973, AND SETTING THE TAX LEVY.
1972 THROUGH JUNE 30,
WHEREAS, it is the' requirement of the Charter of the City of Kenai, Alaska,
that the City Council of the City of Kenai annually set a budget for the
operation of the City of Kenai, and;'
WHEREAS, it is necessary to advise the Borough. of the levy to be made
against real and' personal property for the collection of taxes to support
said budget;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE .CITY OF KENAI,
ALASKA, THAT'

i. The budget of the. City of Kenai attache& hereto is. hereby adopted,
effective July 1, 1972 through June 30, 1973.
2. That expenditures pursuant to said budget shall not require additionaI'
authorization other than this resolution unless reconfirmed by sub-
sequent Council action.
3. That the said budget shall be reviewed as required during the fiscal
year.

That the tax levy for support of said budget is set at 7 mills per
dollar of assessed valuation of real property and 7 mills per dollar
of assessed valuation of personal property within the corporate limits
of the City of Kenai, and that said mill rate is to be obligated for
general municipai purposes.

That the 7 mills per dollar of assessed valuation of personal property
within the corporate limits of the City of Kenai shall be. levied Sub .
ject to' the following exemptions' (a) household goods within limita-
tions established by the Borough and (b) inventories held for resale
in the normal course of business.

That the City Manager of the City of Kenai is h~reby directed to for-
ward a certified copy of the resolution to the Kenai Peninsula Borough'
as formal notification of the mill rate levy to be established for the

Please accept this request for a Taxi-Cab, Limousine
and Bus Franchise in the City of Kenai, Alaska.
We have been in business for the past three years
servicing the people of Kenai, North Kenai, Soldotna and
the outlining areas. We feel that we have gained the proper
experience and background necessary for this request. We
have also made a very large investment, both financial and
labor wise, in this period of time, and there are finances
available for more equipment as it will be needed in the
future especially with our Educational Program coming to
Wildwood, the new Civic Center, Boat Harbor and the other
progress our administration is accomplishing.
Please note our past cooperation with the Administration
and the Department Heads of our City. We have the proper
insurance and are safety checked on all vehicles we operate
through the City of Kenai and the State of Alaska. We have
also lived by the letter of the law from Chapter 12 (Taxi-Cab~
regulations) set by the city. In this period of time we have
many well kept contracts with the oil and shipping industries
as well as handling transportation for the local schools on
the ir O.J.T. training programs.
We also see the future need for bus transportation through-
out the area, and with our Alaska Transportation Commission
Common Carrier Permit, we are in a position to handle this when
it is .needed. The A.T.C Permit, which took us two years to obtain,
entitles us to operate Charter, Sightseeing, Tours Limousine and
or any Bus Service which may be needed. This is the 0ni'F"~pe~mit
t.~et~e?,K~naicarea. Please note, that even though this request
was in mind at the beginning, we have waited this long to express
ourselffes. We feel at this time that we have proven to ourselves,
and the City A~m~nis~ration, that we can do justice to the task
if we are issued this franchise.

RECOMMENDATION ON TAXI CAB FRANCHISE

JUNE 21, 1972
It is the recommendation of the Administration that the
Council not enter into any exclusive franchise agreement
with any vendor doing business or service to the public
within the City. We further recommend that in lieu of
a franchise that the City Council limit the number of Taxi
Cab businesses to four. We already have the ability and
Ordinance to limit the number of Taxi Cabs. It is further
recommended that any new Taxi Cab business wishing to be-
gin its operation, obtain a license from the City and the
license fee be set by Ordinance at $5,000. The two Companies
that are presently in business would be exempt from this
fee and would receive their license free of charge. Any
new persons wishing to 'start this type of business would
be subject to the fee until the total number of four
Companies were established.
It is further recommended that the Council exercise 'their
option under the Ordinance to limit the number of cabs
operating under a single business to seven. The City
Attorney is now preparing an Ordinance for your consideration
concern~%ng this memo.

WHEREAS, certain areas within and adjacent to the City of Kenai are in
critical need of a new source of water because of arsenic in the existing
supply, and;
WHEREAS, the State of Alaska has recognized that the level of arsenic and
other deleterious elements in the existing source renders the water unfit
for human consumption, and;
WHEREAS, the health, wel£are and economic well-being of the City of Kenai
will benefit from the construction of a water trunk line, water lateral
lines, water reservoir and .additional wells to serve these areas in
question:
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI'
The City of Kenai apply to the Department of Housing and Urban Develop-
ment for a grant to construct WSF-AK-10-19-1017.

FILL.
WHEREAS, the City of Kenai owns and operates a Sanitary Land fill for the
use and convenience of the citizens of Kenai, and;
WHEREAS, the City wishes
as possible, and;
the sanitary fill to be as nearly self-sustaining
WHEREAS, an additional burden is placed on the operation and, therefore,
the cost of this operation by unusually large and/or hard to handle objects'

The General Services Administration has notified the City
of their selection of the City of Kenai to become owner
of the F.A.A. housing.
We have notified General Services AdminiStration~that we
would like to have possession 26 June, 1972. ~'
Many suggestions have been made as to the use of these
facilities. We believe that this will be complimentary
to the Community in being able to provide facilities for
full range services to the public.
Several suggestions have been examined, one being that
the one large multi-family dwelling be converted to a
City Hall facility. The cost of this is being explored.
Another suggestion is that the multi-family unit be con-
verted and used as a foster home.
Whatever the final disposition by the Council of the use
of these facilities turns out to be, all monies derived
in excess of upkeep and utilities will revert to the
Airport funds.
We will have a use plan developed for your consideration
by July 19, 1972.
