AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, ACCEPTING AND
APPROPRIATING ADDITIONAL FUNDS FROM THE FEDERAL AVIATION ADMINISTRATION
FOR THE 2016 IMPROVED AIRPORT DRAINAGE PROJECT.
WHEREAS, seasonal ponding has been occurring across the north end of the airfield creating a
waterfowl attractant in the approach to Runway 20R; and,
WHEREAS, this was also identified as a safety hazard to landing aircraft in the Airport's Wildlife
Hazard Assessment Plan prepared by the USDA; and,
WHEREAS, the cost of the additional construction work to eliminate the seasonal ponding is
$31,591, and additional engineering services is $ 9,730, for a total of $41,321; and,
WHEREAS, the Administration has received confirmation these services are eligible for 93.75%
FAA reimbursement, $ 38,738 with the 6.25% of $ 2,583 to be provided by the City of Kenai; and,
WHEREAS, previous appropriations of Airport funds are sufficient to provide the required local
match of $2,583; and,
WHEREAS, the recommendation from City Administration is to increase the construction contract
to Peninsula Construction, Inc., by $ 31,591 for the total contract amount of $363,316 and
increase the design and engineering contract to Wince - Corthell -Bryson by $ 9,730 for a total
amount of $ 46,590;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA,
as follows:
Section 1. Form : That this is a non -code ordinance.
Section 2. That the City Manager is authorized to accept additional grant funding in the
amount of $38,738 from the Federal Aviation Administration and to execute grant agreements
and to expend grant funds to fulfill the purpose and intent of this ordinance.
Section 3. That estimated revenues and appropriations be increased as follows:

Section 4. That the City Manager is authorized to execute change orders with Peninsula
Construction, Inc. and Win ce- Corthell -Bryson in the amounts of $31,591 and $9,730 respectively
to complete this scope of work.
Section 5. Severability: That if any part or provision of this ordinance or application thereof to
any person or circumstances is adjudged invalid by any court of competent jurisdiction, such
judgment shall be confined in its operation to the part, provision, or application directly involved
in all controversy in which this judgment shall have been rendered, and shall not affect or impair
the validity of the remainder of this title or application thereof to other persons or circumstances.
The City Council hereby declares that it would have enacted the remainder of this ordinance even
without such part, provision, or application.
Section 6. Effective Date: That pursuant to KMC 1.15.070(f), this ordinance shall take effect
upon adoption.

SUBJECT: Ordinance 2953 -2017, Appropriating Additional Funds from the FAA for the
2016 Improved Airport Drainage Project
Three ponding areas located next to the east -west service road across the north end of the
airfield are attracting water fowl. This area is located in the approach to Runway 20R creating a
hazard to aircraft.
It is also documented in the Wildlife Hazard Assessment conducted by the USDA that several
areas on the airport property were identified as wetlands and hazardous wildlife attractants. It
was recommended that these areas be eliminated and /or modified to reduce their attractiveness
to hazardous wildlife species.
The FAA recommended this project be added to the current Airport Drainage Project,
City Administration reviewed a proposal for the additional drainage improvements that included
construction costs of $31,591 to Peninsula Construction and engineering costs of $ 9,730 to
Wince- Corthell -Bryson to be reasonable.
I recommend appropriating the funds necessary to correct this hazard to aircraft.

Additional Drainage Improvements North Service Road, Scope and Value Amendment
As requested I have met on site with Peninsula Construction to look over the work required to relieve drainage
across the East -West Service road across the North end of the airfield to relieve the seasonal pending that was
identified as a water fowl attractant in the USDA 2011 -2012 Wildlife Hazard Assessment. This work is also
identified as a requirement in the current master planning process. The work as we understand it will be approved
by FAA subject to the grants 15% contingency limit or about $355,915 x .15 = $53,387. Total improvement
costs would therefore be limited to $53,387/.9375 = $56,946
The scope of work for the added drainage improvements would include the following tasks.
1. Engineering
a. Schematic plan and change order preparation
b. Construction field surveys and grade control
c. Additional inspection and administration
2. Construction
a. Lower service road profile at three locations and return sand to stockpile
b. Lower and daylight drainage swales to existing runway drainage systems and haul soil to
west side soil stockpiles
c. Place screened aggregate, from airport stockpiles across service road drainage way
d. Topsoil and reseed disturbed areas and maintain SWPPP BMPs
e. Establish grass growth
3. Grant close out
a. Record Drawings
b. Engineers report and certifications

Bid Items 1 and 2 are lump sum and will not change. Bid Item 3, Item S -1, Miscellaneous Work and
Grading, with a value of $5,000.00 is completed and ended up with a final cost of $4,907.44 project
undetrun at this time is $92.56.
Engineering:
The design, inspection, and administration contract value of $36,860.00 has nearly been expended with
$197.50 left in the contract.

Construction:
Due to ice and snow cover it's not possible to accurately survey and define the grading requirements
necessary to solicit unit cost bid prices from the contractor so I visited the site with the contractor and
reviewed available airport plans, aerial photography and topographic information to estimate the time
required to complete the work. The work will consist of further depressing the service road (at three
locations) about one foot and capping a defined drainage way across the road using the screened rock
rejected from the City sand screening process. The drainage way will be excavated and graded south to the
existing runway drainage systems.
Sand removed from the service road will be taken back to the sand stockpile and unusable soil will be taken
to the soil waste berms over on the west side of the airport and graded out neatly. After the drainage ways
are graded and top soiled the disturbed areas will be reseeded. Appropriate BMPs will be put in place and
maintained until the work areas are stabilized.
The work is expected to take about four days to complete and will be completed concurrently with the final
grading and paving at the Float Plan Basin sometime the end of May or early June.
The contractor has provided the attached breakdown to complete the work and agrees to complete the work
as estimated for a lump sum cost of $31,590.52.
The Engineers estimate also attached is $31,027.00. Both estimates arrive at nearly the same cost although
the contractor will utilize 4 men working 10 hour days versus the Engineers estimate that estimated 3 men
working 6 - 8 hour days.
Based on the engineers review of the project and the contractors breakdown WCB recommends approval of
the extra work at the cost provided by the contractor in the amount of $31,590.52
