E - 1 (b) (c) (ct) 1972 P.~ge two Kenai River Bridge Crossing , 'The Administration 'received a call from Jerry Flemming of the Engineering Division in .the Department of' Highways concerning the Kenai River"~Bridge Crossing. The questions raised concerned the planned development on the South side of the RiVer. The Administration indicated-that at this time, we did. not have a firm plan in mind, but stated t-he City of Kenai will handle and encoura~ge development South of the River. · Analysis - N~tive Claims Settlement Act. - · ^ copy' of t>he analysis made by AFN~s attorney', relative to the Native Claims Settlement Act wa~s distributed to Council. fl ' Snow Obstruction n Intersections Mr.. Malone stated he had a call from Mr. Brown of the ICenai Junior High thanking the City for their co- operation on snow removal. E -- 2 E - 3 Mr. Burt report ed he received a call from John Warren from Wildwood, January 14, 1972. He reported a fire and explosion at C.U.L. and Wildwood went on their own power. Later it was found the fire was in the residence. Doyle in now. Mr. Whelan. reported basically nothing has been done as far as the City's Retirement System. He called the State and asked them why the delay and they said they didn't received ali the 5'nformation until December. ,They ~±11 refund the employees share but not the employer's. He advises three employees to stay ~.n and if the rest of the City ~ants out to turn this over to the attorney. He recommends Staying on the State system"until there is a signed ~ritten contract. The Council would like a full report on this at the next Councii Meeting. ' · Systems of Procedur.e The books and the cash are locked up every 'night. 'The bank accounts, have been consolidated into one. Ali Purchase Order books were called in and only seven given back. The :Department Head has to sign each Purchase Order and it has to be countersigned by the Finance Director or ^c.countant. The purchase orders are made out before the purchase is made. Department Heads now have a stamp to received goods and okay them for payment. Each Department Head has a credit card number to be used when making long distrance telephone calls. The Finance Department is making payroll checks once a month. In the middle of -the month the employees are given an advance. Mr. Whelan stated a Burroughs man was down 'and he was amazed the machine was programmed to budget expenditures. He will be back on the 25th and train two employees. · ~ ~ Zoning~s Re op__q._~_ Mr..Norene stated he is too busy to attend the Planning and Zoning Meetings as an ex officio member. The Chairman repot, ted th':e meeting on Wildwood closure - comprehensive Health Planning Meeting will be held in the Borough Building January 28, 1972 at 7'00 P.M. . The. Borough. is trying to set up a ret:irement program. Two resolutions were up before the Assembly.. One concerning th, e seco.ndary route 40-A - Dillingham, King Salmon and Naknek. Another resolution regarding no-fault in..surance. This is being opposed by trial lawyers. The Assembly discussed the situation presented to them by the Alaska Railroad. The track crossings present. a liability problem. Mfs. Banta discussed her impression of the meeting with the Local Affairs.Agency. She felt the Assemblymen should be encouraged to show UP. Malone reported the F~'~"°d Insurance is something to watch. The Borough needs Borough wide zoning ordinance and the Ordinance will be resurrected. The Chairman stated the Borough Administration and the' School Administration are reviewing the plans for a swimming pool in the Kenai Junior High Complex. OLD BUSINESS F· Reconsideration- Resolution 71-46 Tabled unt'il after meeting with Kenaitze Indians. Fm Execution of Co-operation - Low Income Housing Kenai and ASHA - Tabled until after meeting with Kenaitze Indians. A. cquisition Mommsen S/D Water & Sewer System Bruce Massey brought maps showing existing water & s~wer lines in the Mommsen's S/D. Mrs. Killen's lawyer, Mr. Henrickson, indicated the payment of taxes, approximately $15,000 would acquire the ownership of the water and sewer system. Mr. Massey recommends making an offer of $100 for the entire system. : ., Some felt ~.hat if the-City ends up ~ith the system, .spend~ money to make it Oli'erable, it will increase the value of' the lots. Others felt if the City take over and does nothing for-one year, th'e¥ are in hot water. The Admini~'tration was directed .to set up a meeting with property owners and then bring back to Council a time and funding, schedule. . . Employees not residing in' the City MCGradY.. feel~s the policy of hiring City employees living in [he Ci:ty limits should be upheld or eliminated. McGrady move~d and Doyle seconded a memo be issued to these people stating they should be res±d±ng ±n the City by' September 1, 1972. Industria~'l''site Development- -After some discussion Malone moved and Norene seconded to approve payment of the statement from Linck Thompson in the amount of $3,320.62. Hornaday moved and Doyle seconded to table the motion until the return of the City Manager. There was a tie vote - thereby failing. Voting yes; Doyle, Hornaday and McGrady. Voting no- Malone, Norene, and Steinbeck. (Junior Councilman voting no) The main motion passed with Hornaday and McGrady dissenting. Malone requests a report on the contract with Linck Thompson for the next regular Council meeting. Janitorial Contract - Re'commendation The Administration recommends the Terminal Building Janitorial bid go the the low bid of William T. McKee in the amount of 1.32 cents a sq. ft. In regards to the ,above matter, enclosed, please find a copy of a list of projects w~i,~the Cham~er, City and others have worked for in the past. As you can see, some of these have been obtained such as the Superior Court Judge, District Attorney, - Welfare Worker, Revenue Sharing, reapportionment, etc. Th~s document is attached hereto as Emhibit A. Also attached is E¥~ibit B, which I would suggest we utilize as our general outline. Th~ City Administration would probably want to either add or subst.;~.act ~r.ojects. I do think it is im~.:~ortant that we keep o~c~r ~,?e on the ball and work towards these projects. There are ?:on-~e projects on which there is not universal agreement. BURT, ASSISTANT CITY MANAGER jANUARY 17, 19 72 CITY MANAGER'S REPORT - CONTACT WITH DEPARTMENT OF HIGHWAYS ENGINEERING DIVISION, RE' KENAI RIVER BRIDGE CROSSING On January 10, we received a call from Mr. Jerry Flemming of the Engineering Division in t,he Department of Highways concerning the Kenai River Bridge Crossing. He indicated that the last hurdle relative to the Environmental Impact Statement was questions raised by EPA. The questions raised concerned the planned develop- ment on the south side of the river. We indicated that at this time we did not have a firm plan of mind. However, Mr. Red Jaynes took this matter to Planning & Zoning Commission and then made further contact with Mr. Flemming. In general, we have stated that the City of Kenai will handle and encourage development on the south side of the river, which will be beneficial to the Kenai Peninsula and the State of Alaska within the framework of good environmental protection. The next question related to the problems of sewage disposal if there is any development on the south side of the river. Mr. Massey indicated that we had planned for residential and industrial development on the south side of the river to some degree. We have already made plans to move any sewage or other waste across the Kenai River Bridge into our sewage treatment plant. Raymon'd D. I am specifically referring to the piles of snow at the corners, of Willow and the Kenai Spur Highway and.Forrest Drive and the Kenai Spur Highwa.y. The drifts around, the local buildinc, s and. two gas stations at the former corner make entry extreme dangerous. Also, I am wondering if there has been any follow up and whether ._ there has been anything in writin~ as to what the State of .. Alaska intends to do on the maintenance of the Kenai Spur Highway and the detours during, the winter, during, the breakup anted durin~ the construction s~ason. On the Wildwood Base closir~g, I want to ask for some of your time by letter and later by conference to sort this out. : Wildwood, as we both know, ]~as economic considerations. The Federal government is n~t changing the classifi- cation of an undeveloped property from one classifi- cation to another but in the case of the closing, in- tends to ~rminate what is an economic factor. The Base is on the City of Kenai's doorstep and has played an important part in the City's economy. There is no disputing the position of concerned interest the City should fill in seeking a substitute for the economic loss it will suffer. The Overall Economic Development Program (O.E.D.P.) Committee likewise t~as the responsibility both from the Federal and Borough levels of examining all econ- omic influences on the Peninsula and implementing acceptable and beneficial programs to stabilize, and improve the economy. This make the forthcoming Base closure a concern of the O. E. D. P. In addition, the attached memo and letter of tl~e Department of Defense emphasize area-wide approach to the economic adjustments due to base closings and specifically Wildwood. From the Defense memo one can -2- Mr. E. Glotfelty January 12, 1972 (continued) ~ easi!¥~ infer that if an area-wide committee was not in existence, it would have to be created. Fortuitously, an area-wide committee is in existence, the O. E. D. P. and the letter points out quite clearly this is-the approach sought. In our case, 'the O. E. D. P. Staff is for good reasons under financial and administrative control of the Bo- rough but is Staff to the O. E. D. P. Committee. The committe.e while being adVisory, has very ample liberty to examine, develop, report on, recommend, and reject all ideas and proposals of an economic nature from Federa'l, State, Borough and City sources. The citizen's Committee does not possess a structural favoritism but will direct the Staff based on Peninsula-wide consider- ations. T]~e Defense Department will also be looking to all groups involved for their Continuity, a point you touched on when dis cussing E. D. A.'s future existence. None of us can exactly pinpoint future Congressional action, however, the present program of funding for this O. E. D. P. has been extended to September, 1972 and verbal agreement has been reached for Continuation funding for t~elve mont.hs from that date, bringing its existence up to August, 1973. An increase in Federal funding, of moderate size, is being sought based on the .experience of running the present program and taking into cons ideratio .n probable activities pertinent to Wildwood. Continuity is assured with even the present level of funding, the additional funding being sought is heavier in travel allocation for Committee/Staff, and is to assure a first class effort. Incidentally, this can ease the City's burden. The City of Kenai is to be commended, and we have done so, for acting quickly and intelligently to meet the problem on their doorstep. Their's are the only pro- posals on the table. T]~e O. E. D. P. can serve as a useful support to those proposals by meeting t]~e area- wide requirements of the Defense Department. But the O. E. D, P. Committee to give its approval, must have the opportunity of examining the City's proposals and will then be in a better position to make the necess- ary judgmFnts as other proposals are offerred. Glotfelty January 12, 19~2 (continued) agencies, bureaus and departments in an effort to pre- vent delay and thus quietly obtain title, the situation appears to be beyond t~at point already. The Federal government is involved and must go t~rough its formula of disposal. Many of the propositions, the City itself has put forth, require a high degree of State participation and co-o. peration which will not be forthcoming unless the State Administration and Legis- lature are consulted. The agreement[ says in effect that there shall be no real and personal p~operty taxes levied or special assess- ments or sales tax lev"ed. (Paragraph 5) Paragraph 4A stat. es that the City of Kenai shall furnish ali public ser-~"ices, facilities and any other needs normally furnished other citizens. Paragraph 4B-says that the City may grant deviations from the building codes'. Paragraph 5 s.,ys that if the City fails to furnish a facility which is agreed that they should, furnish (refer to Paragraph 4A) and the. Housing Authority incurs any expense, the Housing Authority shall be reimbursed (from the City) for the amount of such expense. In Paragraph 8, this section says that the con~ract can not be changed without the consent of HUD. SPECIAL ASSESSMENTS - In as much as the development as talked about is to be complete with all utilities, streets and other normal municipal furnished facilities, there should be no reason for any special assessments districts within this development. As a matter of. record, at this point in time, we have seen no subdivision plats and no indication of how the development shall be constructed and at what. cost. PERSONAL PROPERTY TAXES - I am enclosing an article from the An-c~orage Times concerning what is happening in another small Alaskan city The Council of the City of Kenai has expressed concern in f~rnishing the services without com- pensation in the way of taxes. On the bright side, we have received verbal communication from Mike Doucett of the AFN who states that DHUD has agreed to payment in lieu of taxes for this project. It has put its foot down and forbidden construction of tax-free federal housing in the city. The council contends that the city must have tax revenues to pay for the services it renders. That should be neither surprising nor puzzling to anyone, including federal officials who plan housing projects. But in this case, the housing is for natives. The situation is a dilemma in that neither of the two obvious outcomes is good' If the council stands pat, the housing cannot be built. But the natives need that housing. If the council waives the normal tax revenues, it means that the rest of the · property in Nome must provide the tax revenues to pay for municipal services. That would~be an unfair burden for a majority of the people of Nome. The outcome of the Nome problem may set the pattern for similar housing projects elsewhere. ·., " '] January 18, 1972 MEMO TO: City Council via Assistant City Manager FROM: Bruce A. Massey, Water & Sewer Superintendent RE· Mommsen Subdivision Water & SeWer System, acquisition of. I. BACKGROUND DATA The water distribution, and sewage collection system serving that area within the .City of Kenai known as Mommsen Park Subdivision was designed and built~in 1964 by Mr. eden Strandberg and Mr. Gustav Johnson, Consulting Engineers. Ownership of the system., not counting the interest of SBA, is held by Mrs. Dovey Killen now living on Redoubt Blvd., Kenai, Alaska. The water and sewer system has recently come under both State and local criticism in regard to .the quality of that utility company's service. This brings us to the reason for this report which investigates the City of Kenai's possible acquisition of the facility as a solution to that problem. The entire utility company has been offered for sale to the City for the approximate sum of $15,000.00; and, this report is primarily centered around. the value of that offer. II. SEWAGE COLLECTION UTILITY The Mommsen Park sewage collection facility constitutes what is commonly referred to. as a combined sanitary-storm sewer. In other words, it is a facility which utilizes the same mains for the. collection of both domestic sewage and storm sewer. In other--words, it is a facility which utilizes the same mains for the collection of both domestic sewage and storm water run-off. The advantages of such a system are apparent When you consider subdivision development cos ts; however, now State and Federal laws require some form of sewage treatment prior to discharging the effluent. With a combined sanitary-storm sewer, the volumes of water collected make treatment virtually ira- possible. In analyzing other problems with the Mommsen sewer system, we are immediately faced with the fact that the 'sewage is not only untreated but also spills directly onto the beach. (see photos) This problem is caused by what appears to be a broken outfall line at a point below the mean low tide level. Other rather unusual items of interest include manholes without ladders, manholes with homemade concrete cast lids and trenches which have not been fully backfilled. Not to criticize the system too harShly, but the facilities only.apparent attribute is the consideration which was given in main sizing and the fact that the system does work. In short, the Mommsen Park sewage collection system will require modification of the storm sewer collection basins, construction of Some 2040 lineal feet of interceptor lines to replace the existing combined storm-sewer main, repair to the exiSting outfall line, backfill of the partially filled trenches and replacement of the concrete manhole covers with standard steel rings and lids which can easily .. removed.~ .... Estimated cost of this modification is as 1. Modification of 3 each @ storm sewer basins- $400.00 per unit = $1200.00 2. Repair to storm sewer oUtfall 3. Installation of 2040 LF of sewer interceptor lines @17.00/lf = 7000.00 = 346 80.00 4. Backfill 5000 LF of trenches 50¢/~f ' = 2500.00 5.' Replacement of 17 manhole rings @ $175.00 per manhole · = 2975.00 Total $45,355-00 As it now stands, the State of Alaska and mental Protection Agency will the Environ- finance 80% of the above costs. Therefore, the expense does not rule out the feasibility of serving the area in the future. However,' without benefit of State and Federal assistance it is doubtful that a private minor modifications and utility could finance even the -. still make the system operationally Profitable. III. WATER SYSTEM In appraisin, g the worth of the Kenai community Water System the following factors were considered and presented for your review- A® D ~ Water quality. Please note those columns indicating color, chloride content,~'and dissolved inorganics. Interpretation ..of pertinent data. ' The color column of the U.S.G.S. report gives a rating of 30 on the platinum cobalt scale. Alaska Water Quality Standards state that' any reading above 15 is undesirable; and a rating of no more. than 50 is recommended for the "growth and propagation of fish and other aquatic life including water fowl, fur bearing and other aquatic and semi-aquatic life." A'scale of 50 is, used in this case because it is the point at which sun- light is blocked, is 'should give you some idea of the color of Killen Subdivisions's water. Chloride content (C!) Chloride content as ]~e'r the U.S G.S. analysis is 447 part-s per million. Alaska~.~Water Quality Standards states that chloride content sho~i, ld not exceed a maximum of 250 parts · . per million. As you can easily see, this is an indication of double the allowable content. Related to this problem is the electrical conductivity factor shown in Figure 31 of the analysis to be 2,157 micromhos. The suggested levels for most soils and crops under most conditions is 1,500 micromhos. This would indicate to me one possible reason for the absence of grass in Killen Sub- division. Dissolved Inorganic Solids" Alaska Water Quality Standards set a limit of dissolved inorganic solids at .500 parts per million.· The Standard goes on to say tha~t "some natural water in excess of this amount are.used as medicinal waters but, in general, dis- solved solids-above 500 parts per million cause high use of soaps and may have cathartic effects on people who are not use to the water." Again, .you will note that the Killen well produces'water which is indicated to. contain 1,272 parts per million in the U.S.G.S. report. This amount is considerably over double the allowable standard. In interest of brevity., I have-only interpreted the analysis highlig,hts. ,! The second factor, physical condition and design of the plant," is difficult to analyze· considering weather con- ditions as .they are in mid-January. Analysis data is in- creasingly confused by the apparent absence of "as-builts.'! Other than a sketCh of the system held by the Pacific Fire Rating Bureau, there are no as-builts. Repeated attempts to obtain "as-builts" from the Federal Housing Administration, the State of Alaska's Department of Health and Welfare, the design engineers, and the owner's attorney have all failed. However, we have derived that the system consists of several hundred feet of 4" diameter transit water pipe, fire hydrants which do not meet P.F.R.B. requirements and a 250' plus well incapable of delivering 250 gallons per minute. Much like the sewer system, however, the water distribution facilities do work and from all known data, the frequencies of line breaks and down time on the Well are minimal. To my knowledge, winter freeze-ups have not odcurred for several years. In addition, pipe mater, ial"~iS asbestos cement ~hroughout. This fact in itself gives a 'great deal of assurance against pipe deterioration due to aggressive water. As minimal as this data appears, it does tell us- that the installation was probably of acceptable standards · with .a great deal of care given to depth, thrust block in- stallations, joint connections and materials. It would, therefore, by my opinion that aside from line sizing and hydrant selection the physical condition and design of the plant perse are acceptable. This would not include the Well or well house which must eventually be abandoned in any case. Thirdly, cost of facility modification to meet acceptable standards must be considered. It is normally agreed among most engineers and water plant operators that the treatment of water for the removal of salt and dissolved organics is a futile effort. This would preclude, of course, the use of reverse osmosis filter units, which would be far too expensive to mention in this report. Accepting this, the City of Kenai is left with the alternative of connecting to the Wildwood Air Force Station as.~a-stop-gas measur~ at an estimated cost of $15,000 or extending the Forest Dri..ve water trunk line to the Killen Subdivision at a cost of $150 ,000. less elevated storage. Eventually, the subdivision will be easily served through a series of' multiple connections On the proposed industrial water line route at a~ Very residual cost. Disinfection facilities Regardless of the method used in ultimately supplying Killen Subdivision with good water, the Killen well it- self will have to be used as an interim supply during the planning, engineering' and construction phases of the pro- posed new source. The well, as it now exists, pumps water directly from the ground, into the distribution mains with no treatment or disinfection whatsoever. State law interpreted in the broadest manner still requires chlorination as an. absolute minimum precaution prior to human consumption. Costs, therefore, must be included for a chlorination unit, in- stallation and labor which is estimated to be $1,700. Fire... hydrants and main sizing At this particular point, because of previous questions regarding fire insurance premiums, I would like to clarify the effect of main sizing and hydrant selection, in the Killen Subdivision on the overall City rating. The 4" diameter mains and non-standard hydrants in the sub- division will cost the City of Kenai a maximum of 5 .to 8 points on its overall P.F.R.B. score sheet. This will not lower the City's insurance rate; however, the effect .. will be quite drastic on those residents attempting to · , get insuranCe in Killen Subdivision. A re-rating for that area will probably hinge on the replacement of all hydrants with standard 3 port barrels. Cost to the City will be approximately $785.00 per hydrant. ~ The 4" diameter pipe will also cause some problems in obtaining a good rating; however, this deficiency can be overcome with other improvements involving bookkeeping and record maintenance records in the central office. In brief, the City will be required-to spend $ 23,550.00 for improvements to the system on a short term basis. Long range capitol costs, which would include a main line extension from Forest Drive less elevated storage, is estimated to be $150,000. Finally, operational costs of the Killen water system will be on a direct ratio to the. availability 'of good water. Because of the areas close proximity to the central system, maintenance operations can be absorbed with no additional personnel; and., with the elimination of potential well problems via the proposed water trunk line, the system will generate a small amount of net revenue. The system presently bills each customer $13.75 per month for both water-and sewer. Although gross monthly revenues do not normally exceed $420.00, as the area grows and vacant lots develop, the amount could become substantial. ~..~ .... ' ................. LV: VALUE OF THE KI'LLEN WATER AND SEWER SYSTEM. -' The value of any City owned utility system lies not with ,:. the plant or the plant revenue. The va.lue lies solely with the benefited property. It has been mentioned before that it cost $380,000 to construct the utility systems in question. This figure is probably an accurate appraisal of the systems cost, parti- cularly if you consider the increase in construction costs since its date of installation. But, the value is not in a $420 per month gross income from plant revenue. The value is in the price of property which, if_undeveloped may bring $300. per aCre but, which d. emands a value of not less than. 5 times that amount with "acceptable" water and sewer service. In conclusion, accepting the fact that most of the gross revenues are taken up by expenses along with the promise that the value of a utility lies with its benefit to the property; and in recognition of the systems many d. eficiencies, I would give the Killen Utility Company a value of zero. In fact, it could be considered a liability on a pure dollar and cents basis. V . RE COMMEN DAT I ON The Killen Estates Utility System was built with the con-- cept-of developing the first FHA approved subdivision in a rapidly growing community. To that end, the undertaking was successful; however, primarily because of the numerous deficiencies in the utility service, land sales did not develop to meet the projections of either the owner or the Small Business Administration. ?~ow, in ~"972, the City~'is on the ~hreshold of a "new" boom. This projected boom .. could salvage all-losses previously incurred by both SBA and heir's of the original developer if adequate sewer and water facilities are made available from the City of Kenai. And yet, SBA and the. developers attorney are asking the · · City of Kenai to pay for the priviledge of developing the very improvements which will make th. eiz: subdivision sale- . able 'Considering this, along with the many. problems facing · ~ .,. ;'~:... ' whoever assumes owners'hip of the system, I would recommend paying no more than $100 for conveyance of the total water and sewer facilities. With exception to the welfare of those residents served by Killen's Utilities, I would recommend avoiding ownership .of any part of the system either now or in the .future. The Wildwood sewer interceptor, was proposed and funded on the promise that the State of Alaska's Department of Environ- mental Conservation would enforce a hOok-up policy at such %ime as the line was constructed. This option was verified and is open. · . The option 'to purchase the utility in Mommsen Subdivision or to act as a wholesale sewer collection and. water dis- tribution agency is a policy decision which must be made by Council. However, in arriving at that decision, it is I! - my feeling that the City holds the "trumph cards, not the SBA or Killen's attorney. If and when the city took over the existing system we request that the city make arrangements concerning the unpaid taxes for 1970 and 1971 on the subdivision as well as an arrangement to pay SBA $5,098.90 in taxes already advanced by that agency. In addition, it is our understanding that at the time the system could be transferred to the city that SBA would release. its claim against the water and sewer system. Kenai Airport promises to be the major commercial ~airport serving the Kenai, North Kenai and Soldotna area. At present, there is little com- mercial development along the east side of the runway and none along the west side. By construction of the proposed facility, .the possibility of further expansion on the east side of the runway will be greatly enhanced. FutUre additions of con~nercial lots will be less costly be- cause of the proposed installation of basic u,tilities. S~'D'[&RY OF CONCLUSIONS AID RECOI©fE~q0ATIONS Originally, a site on the west side of the runway was considered for the proposed project. The site was reviewed with respect to compliance with F.A.A. regulations. Due to the proximity of the proposed float plane basin, it was determined that c¢,hstruction of an_ industrial site at this location.did not comply with F.J ~-~i. regulations. Based on the data gath- ered and reviewed, and the prei~ninary engineering presented in this report, the~ following conclusio~°~ s were reached and recommendations made. CONC iUSIONS (1) The industrial area should ]2e developed on the east side of the .runway. ~ (2) The facility-should be desi. ned so that it can be constructed and maintained economically and provide for future expansion. · . .(3) Due to the present existence of navigational aids and the proposed construction of a control tower in 1972, expanded facilities will he more usable. (4) The anticipated com~nercial use of the Kenai Airport indicates the · need for developing the area east of the runway. · (5) Of the two alternative sites, Site (2) should be adopted as the location of the Kenai/BLM Project. The facility should generally conform to the dimensions illustrated in this report:. , . RECO>~~DATI ONS (1) Adop.t $i~e (2) as the location of the BLM retardant site. EXISTING C0.YDITIONS The general area proposed as the location of the apron and staging area is'tree covered with a blanket of organic material covering the ground. It is relatively flat ~ith the water table at three to-ten feet. A cur- sory examination indicates the top one to three feet of soil' is brox~t. silt. The silt 5s underlain by sand..~ . .. Access to either site is by an exigting gravel road. This service road will also serve as the haul road for the transport of fill material from an existing gravel pit. The pit is located about five miles north of the airport in the Kenai National Moose Range. · · DESIGN The project location, and layout is based on the availability of land, the using agencies requirements and the Kenai Airport Layout Plan. Taxiwa~ widths and required parking areas are in accordance with F.A.A. advisory circulars 150/5335-1A and 150/5335-2' The aircraft parking areas provide for a minimun of thirty feet clearance between aircraft for a parking angle 0o-70°. For parking angles, of 70o-90°, the clear- ance varies to a minimum of twenty-two feet. The excavation and fill quantities are based on an average of two and one-half 'feet of cut and four feet of fill. Of the four feet of fill, the top six inches is propose.d as a soil-cement stabilized surface on the taxiway and apron. These figures are subject to more detailed soils investigations. _Note: The fire r~tardant chemicals used by BLM have an adverse effect on asphalt which necessitates ex- cessive maintenance. -: · ALTER~YATIVE SITE SELECTION & EVALUAT_IOY SITE (1) '' '- Site (1), as illustrated, is located north of the existing exit taxiway. · To provide dual access 'co the site, it: would be necessary to extend the parallel taxix,,ay 850 feet t:o the north. EVALUATION It is assumed that utilities will be available at the future control , tower~site which can be extended to service .the proposed s'ites. Site (2) is closest to the control tower site, therefore the cost of ex- ' tending the utilities to meet the need will be less. It is desirable that dual access be provided b~ecause of the nature of BLM firefighting activities. Site (2) will provide dual access without an extensive taxix,zay addition. This. appraisal covered three lots in the Fidalgo Subdivision, Block e and one lot in Deshka Subdivision. The reason for obtaining. these appraisals was to help the Administration determine a reasonable and fair rental rate on six lots within the Fidalgo Subdivision and one lot in Deshka Subdivision. In addition the appraisal was to give the Administration some idea of the land market and land values .within the airport vicinity. After reviewing the appraisal very carefully I believe it can be condluded that the present land values within the Small Aircraft Apron, Cook Inlet Industrial Air Park and Aleyeska Subdivision. have not appreciably changed during the past 3 to 4 years. It would be my recommendation at this_ time to not re- appraise any other City leased land at this time. It would be my continued recommendation that the rental rate for lot lA, Deshka' Sub. be 3¢ per square foot and that land in Fidalgo Sub.
