CITY HALL COUNCIL CHAMBERS CHAIR SHAUNA THORNTON, PRESIDING MEETING SUMMARY 1. CALL TO ORDER & ROLL CALL Commission Chair Thornton called the meeting to order at 6:00 p.m. Roll was confirmed as follows: Commissioners present: B. Peters, J. Desimone, S. Thornton, C. Hutchison, G. Greenberg, R. Koch, N. DuPerron Commissioners Absent: None Staff/Council Liaison present: Public Works Director S. Wedemeyer A quorum was present. 2. AGENDA APPROVAL MOTION: Commissioner Hutchison MOVED to approve the agenda with the addition of the additional packet materials provided by the laydown; Commissioner Desimone SECONDED the motion. There were no objections; SO ORDERED. 3. APPROVAL OF MEETING SUMMARY a. March 6, 2017 MOTION: Commissioner Peters MOVED to approve the meeting summary of February 6, 2017 with change of that Commission Chair Thornton called the meeting to order and Commissioner Hutchison SECONDED the motion. There were no objections; SO ORDERED. 5. PERSONS SCHEDULED TO BE HEARD – None. 6. UNFINISHED BUSINESS – None. 7. NEW BUSINESS a. Discussion – Harbor Commission Duties and Responsibilities Options for the future of the Harbor Commission, including doing nothing, defining duties and responsibilities, meeting less frequently, and sun setting were discussed. There was suggestion Harbor Commission Meeting April 10, 2017 Page 2 that a defensible process be utilized to determine a path forward. The Glaser’s Process was mentioned as a possible procedure to be used. 8. REPORTS a. Public Works Director – S. Wedemeyer noted the mud would be removed from the boat ramp in late April. b. Commission Chair – No Report. c. City Council Liaison – No Report. 9. NEXT MEETING ATTENDANCE NOTIFICATION – May 8, 2017 10. COMMISSIONER COMMENTS/QUESTIONS All Commissioners welcomed N. DuPerron aboard. Commissioner Greenberg mentioned the upcoming Silver Salmon Derby. 11. PERSONS NOT SCHEDULED TO BE HEARD 12. INFORMATION – None. 13. While not in itself and issue, if those duties and responsibilities were clearly defined in the operating procedures of the Harbor Commission, no operating procedures exist. PURPOSE The purpose of this process is two-fold, first; to determine if adequate duties and responsibilities exist to justify the existence of a standing Harbor Commission, and second; assuming adequate duties and responsibilities exist to justify a standing Harbor Commission, to determine specifically those duties and responsibilities. SUMMARY OF PROCESS 1. Harbor Commission – Determine process to be utilized for this exercise. Discuss, amend, agree upon framework of process to be used to accomplish purpose of this exercise. 2. Harbor Commission – Submit process to City Council for approval. 3. City Council – Approve, amend, disapprove process. 4. Harbor Commission – If Process is approved by City Council, accomplish the following: A. Harbor Commission – Clearly identify duties and responsibilities currently being performed by the Harbor Commission, and clearly identify duties and responsibilities that are not currently being performed by the Harbor Commission. B. Harbor Commission & Specific Individuals – Utilize “Glaser Method” to utilize groups of up to six individuals with a facilitator to identify duties and responsibilities that may be performed by the Harbor Commission. C. Harbor Commission & Specific Individuals – Develop language identifying specific methodology for duties and responsibilities. D. Harbor Commission – Hold Public work session to present, discuss, and receive comments regarding suggested duties and responsibilities of Harbor Commission. Invite all interested stakeholders, lessees, property owners, regulatory agencies, etc. E. Harbor Commission & City Council – Hold work session for Harbor Commission to present information to City Council, answer City Council Questions, receive City Council recommendations. F. Harbor Commission – Work session/Meeting to incorporate comments into final draft of Harbor Commission Duties and Responsibilities. G. Harbor Commission – Submit to City Council Harbor Commission Recommendation(s): 1.) Sunset Harbor Commission – Insufficient duties and responsibilities to justify standing commission. Utilize ad-hoc commission for specific issues. 2.) Adopt Harbor Commission Procedures which define duties and responsibilities justifying a standing commission. a.) Monthly b.) Bi-Monthly c.)
