MEETING SUMMARY
1. CALL TO ORDER & ROLL CALL
Chair Gabriel called the meeting to order at 7:05 p.m. Roll was confirmed as follows:
Members present: Chair L. Gabriel, B. Madrid, S. Peterson, R. Sierer
Members absent: C. Jung, A. Zulkanycz, T. Canady
Staff/Council Liaison present: Parks and Recreation Director B. Frates.
A quorum was present.
2. AGENDA APPROVAL
MOTION:
Committee Member Madrid MOVED to approve the agenda and Member Peterson SECONDED
the motion. There were no objections; SO ORDERED.
3. APPROVAL OF MEETING SUMMARY
a. September 13, 2016
MOTION:
Committee Member Sierer MOVED to approve the meeting summary of September 13, 2016,
and Committee Member Peterson SECONDED the motion. There were no objections; SO
ORDERED.
4. PERSONS SCHEDULED TO BE HEARD – None.
5. UNFINISHED BUSINESS
a. Pumpkin Patch Activity
An overview of the different activities was provided noting that all activity stations had facilitators
and advertising had been accomplished.
It was noted that another pumpkin patch activity was scheduled for a later date near Sterling, but
it was unclear who the sponsor was.
a. Winter Decorations
It was noted that there was interest in new power pole decorations for Airport Way and also a
Santa and sleigh with reindeer decoration to be mounted on the side of the Visitor Center. Costs
and timelines were discussed as well as size of decorations.

The Committee recommended the purchase of a Santa and sleigh with reindeer and the falling
stars pole display.
6. NEW BUSINESS – None.
7. REPORTS
a. Parks and Recreation – Director B. Frates reported on the following:
• Noted the progress made regarding stolen trees.
• Reported a full time administrative assistant had been hired.
• Noted the monthly report in the packet.
b. Committee Chair – Chair Gabriel noted she was pleased to see the columbarium
constructed at the cemetery.
c. City Council Liaison – No report

9. COMMITTEE MEMBER QUESTIONS AND COMMENTS
Committee Member Sierer suggested “thank you” letters be sent to contributors of the Wildflower
Garden; interested in discussing the dahlia bed at the airport triangle at the January meeting;
noted other perennial flowers could be considered for the Wildflower Garden in addition to what
had already been planted.

Wreaths Across America
The American Legion and the VFW have been working on a joint program to place a
wreath at the grave site of every veteran at the Kenai Cemetery called Wreaths Across
America. Kenai Parks and Recreation have collaborated in their efforts by assisting
with obtaining wire hooks to hold the wreaths.
Holiday Decorations
The Parks & Recreation staff have installed holiday displays on light poles throughout
town. While preparing for the installation the staff troubleshot all of the displays that
included the use of new LED bulbs. These bulbs are more energy efficient, give off a
better glow and have a longer lifespan.
This year we purchased new Falling Star pole displays for Airport Way. Also Parks &
Recreation purchased a new display for the side of the Visitor’s Center of a Santa in his
sleigh with three reindeer. The new holiday decorations are a great addition to what
was already displayed throughout town.
Nordic Ski Trails
Thanks to staff for grooming the East End Trail and for assisting with getting practice
track for the Kenai Central High School ski team. Staff will also be preparing a practice
track at the Kenai Middle School for the students’ use.
Daubenspeck Pond
Clearing of the snow from the pond has begun to allow for public skating and hockey.
The staff measure the ice conditions on a regular basis and signs are posted at the
pond to indicate the ice thickness and safety. Staff continue clearing more pond
surface for public use.
Collaboration with KCHS
Parks & Recreation are collaborating with Barry Hartman at Kenai Central High School
for his students to create metal cutouts of salmon to be displayed on the block wall at
the top of the stairs on South Forrest Drive.
Fitness Equipment
Over the last month we have replaced the decks and made further repairs to two
treadmills at the Kenai Recreation Center. New mirrors were hung on the weight room
walls and additional fitness accessories were purchased and provided for the public
use in the cardio and weight rooms to enhance workouts.
