There was no public participation and the public hearin~ was closed. McGrady moved and Steiner seconded to approve tine liquor license transfer - John F. 8 Margaret Steinbeck dba Food Town Liquor 5tore to Oonald L. and ~enr,~e M. Smith. A. • •~ Mr. Rhodes stated that according to the contract H.E.A. signed with the City, H.E.A. 1s to give a report each February on the improvements and changes in the electric system within the City o~ Kenai. The report was given in wriiing last year. We will give the report in person this year so the Councii and the public can astc any questions they might have. Mr. Rhodes had ~ chart prepared and explained it to C~uncil. H.E.A. put in a new sub station r~ea~ Luke's Welding at a cost of ~79, 831. The new prime fc-eder eosi ~54, 400. New consume~ services at ~20, 773, Yard Iights at ~4, 417, meters and transformers $23, 311, return labor ~9, 510, return .material credit (~6,800), F,A.A. ~ine ~25,b06, total plant $169,472 with ;196, 078 worth of f mprovements for the year . H. E. A. patd the City ~361, 041 cash, $224, 000 paid into the bond escrow fund, SSO, 000 !or legal and engineering services, $265, 000 for addttions and ~750, 000 to buy out C. U. L. for a total of $1,650,414. Mr. Rhodes reported E704,000 total revenue and 566,692 after costs. Mr. Rhodes stated there has been no rate increase and nonP projected until 1978. ~ Mr. Navarre asked what percentage of the cus!ome~s are in Kenai. Mr. RFrodes stated they have 4,400 customers with 1, 000 of them in Kenai or aaout 20 0. Counciirnan Norene stated H.E.A. has given good service, cheap and firm source of power. He did ask if H.E.~O. was going to do anything about a lot of old parallel lines. Mr. Rhvdes stated they were going to retire sorne old Ifnes. The difference in voitage poses a probtem. * Doyle in now. Mayor Steinbeck thanked Mr. Rhodes fo~ coming and fo~ giving a fine presentation. Mr. Rhodes said he appreciated have the opportunity. Dick Peck, Regional Director, stated he is currently a citizen of Kenai. ' C - 2: Harold Ca~ison Mr. Carison stated the City ambulance was discussed at the last rneeting and would like to report an incides~t. A neighbo~ of his accidentaily shot himself in the foot. Mr. Carison calied the ambulance and dispatch immediately got on the radio. By the time he hung up, Bob Zimmerman, who was in the neighborhood and heard the situation by radio, came in. He was off-duty and immediately started w heip. One minute later the Fire Truck from the base was t~r~re and very shortly the ambulance and police were there. He appreciated the way they responded. it was a matter of :ninutes. They did a gooc~ job. He asked if Council had any questions. Councilman McCrady stated he missed him at the last Special Meeting for }; interpretations as to what applies in Title 29. If the limitations apply or not apply. Councilman McCrady has some particulars in mind and vuouid meet with the City Attorney. Also the point was raised, that according to our code, if we could serve Wildwood with water. He furt~rer ~tated he takes exception to the recommendations. He feit they were made without pianning and thought. It doesn't show the amount of money on the books that are nat collected. He felt it wauld do damage to public relations. He said no one will miss $1.00 a month. Councllman Steiner felt we should charge what it is worth or nothing. After some discussion, McGrady moved and Steine~ seconded to remove the motion from the table. The motion carried unanimously. (NOTE) : The motion tabled was; Johnson moved and McG~ady seconded to go along with the Fire Chief and approve his selling rescue cards and giving courtesy cards w senior citizens) . . SteOner moved and Norene seconded ta amend the motion to ~ead "to approv~ of selling the rescue cards for ~20.00 and to give complimentary cards to the senior citizens. Sealand Lcase Mr. Navarre stated this has been taken to Planning E Zoning previously. He stated he is not aware it was Planning E Zonings responsibility to establish prices. Admintstration has had little direction and need to estabiish some formula or system on reviewing rates at five year intervals. The Sealan~! basic lease i~ for 7 years with a 53 year optfon with an approvetl development plan. They plan to butld a loading ramp, storage area and ware- house. There is ~1,625 assessment on each parcel and they are willing to go along with that. i rccommensi tiwl prior to the extentlon of th~e lease, it be ~e-evalu~'sed. It would take ~2,100 a month ~ i to hire him. . Mayor Steinbeck asked if a Public Works Oirector could be hired. Mr. Navarre stated he has a man in mind he could hire at $994.00 a month for 1 or 2 months. He oould line up work, establish procedures, work loads etc. lie sWted he does not have the tfine to supervise th~e public works depar~ment. Councilman Doyle felt we should keep looking and not sacrifice the standards -5 ~ . o~ either up the money. , ; • - j Councilman Hudson stated he is not in tavor of increasing the salary to entice. We should do more looking and Fiire someone to help in the mean time. ' G - 6: Hockey Rink ' ~ s ;i f~. Frank Mcllhargey oi the Kenai Peninsula Hockey Assoctatfon reported a Junior ~, Hockey program was sta~ted late last yea~.. There are between 90 and 100 kids f~om 5 years to 16 years old. There are four divisions and seven teams. If ~ ~ it w~re no~ for the fact the City of Kenai has a flne hockey rink; this would ~ not be possible. The rink is used 3 to 4 hours each night and we are coming inta the Winter Carnival and would like to review the needs of the rtnk. A ` Homer team and three teams from Anchorage will also p~rticipate. The items, ~ they feel, are needed to make the Winter Carnival a success are: .. ~ ~ 1. A net for one goal ~ ., ~ 2. Resurf~cing the ice the night betore ~ ',"'~ 3. Red lines and face-off spots on the ice `~- -~ . 4. AIi lights around the ~ink oper~ting ~ - S. Lights in warm up sha~k and some means to heat it ~'- -~ 6. Temporary installation of portable chemlcal toilet ; Mrs. Kempf stated she and the others were very impressed with the hockey -., tacilities in Homer. The ~ Homer and Soldotna rink had money allocated to them by the Qoroua~h. He feels ii the association would work up a proqram and qet some fjgures for : up-grading one of the rinks at the schaols, tl;e Borough would aliocate some money for it. ~ Mr. Navarre stated we will do everything in our povuer to re-su~face the ice ~ prior to FQbruary 23rd. He wiii talk to H.c.A. about the li~hts. The lights ~ in the ~arm up shack is a probiem with the lights left on ail night. The ~ chemic~.al toilet could be moved down there. $500 to;700 should b~ allocated ; for improvements. ~ ~ Mc. Mclihargey stated they woul~l like to build an ice sweep Qr flooding machine ~ that uses hot water. Councilman Steiner asked if they had a design for the hot water sweep. Mr. Mcllhargey showed Mr. Steiner the design. Councilman Hudson asked where $500 to ~7~0 wouid eome f~om? The over- ttme fund? and how does it stand? Mr. tVavarre stated it was used very Ifttle. ' ' Councilman Steiner, after ~eviewing the sweep design, stated he would have ~ I~ before the 23rd. Counciiman Hudson volunteered a pair of wheels. ,. j ~an Williams stated there is a waod stove in the old warm up shack in the ~ City Park that could be moved. ~ Mr. Navarre stated we wflt do our best to help the f~ockey association. Councilman Doyle asked if he and the Finance ~i~ecto~ were satisfied with the auditors this year. Mr. Nava~re stated they were generally satisfied. Councilman Steiner asked if Art Evans had a comment and he said his only comment is there is an advantage in continuity. Doyle moved and Norene seconded to authorize the City Manager to proceed with negot!ations with Mr. Sherwood of Arthur Young and Co. for auditors for 1973/74. The motion carried unanimously by rc-II call vote. G- 4: Request for payment - Wince, Corthell $2,004.00 G- 9: Request fo~ payment - Wince, Corthell~ $1,873.46 , After some discussion, McGrady moved and Dc,yle seconded to pay Wince, . G- S: Cess Poo1 Pumper Dumping Mr. Navarre stated the State has cut off all dumping of cess pool materiais ' In open dump areas. We have designated a man hole on Forest Orive that will have 3 to 4 hours ot dilution before ~rriving at the Sewer Treafinent Plant. He further stated he recommends a separate charge for dumping the cess pool colt~ction bt~tside the City and recommends a~t Ordinance be prepared and charge those coliected outside the City a$25.00 dumpin~ fee. Harold Carlson stated he got a letter from Environmental Conservation and he can't dump in Soldotna. There is no K~ay he can operate if he has to, come back here. He believes this is a 8orough problem and they shvuld do some- . thing about it. He ~stated he can't meet the regulations so tomorrnw he doesn't work. Councilman McGrady asked if the Borough owes the City any assessments. Mr. Navarre stated they do pay their assessments. Doyle moved and Hudson seconded to deed Lot i, Block 8, East Addition to the Townsite of Kenai to the Kenai Peninsula Brough. Th~ motion carried by roil call vote with McCrady and Morer-e dissenting. Mr. Navarre reparted the same is true at the high schoal, however, there is : six acres on the north side of the highway that is not used fo~ school purposes. Norene moved and Steiner secqnded to go along with the City Manager's ~ recommendation and make a deed of p~ot 4o the high schoul property on the ~ scuth sidc of the highway tv the Kenai Peninsula Borough. Navarre reported there are no plans available for the Ceurt Housp ~nd ~! . would like the authority to spend up tq $2,000 for Schematfcs, evaluations, t' appraisal and to check footings and foundations. j 1 Stefn~r moved and Doyle seconded to give the City Manager the authority W ` spend up to 52,000 on schematics, etc. for the Court House, to come from the Civic.Center Capital improvement fund. Council will meet with them~in the City Manager's office at 5:15 P.M, untii approximately 6:00 P.M. Mr. Navarre asked if Council had any questions. Councilman Norene stated one of our employees has more or less given the authority to shoot dogs. Councilman McGrady requests Administration to come back repealing this part of the dog ordfnance. M~FTING, FCBRUARY 6, 9974 Peye ~ine H- 1- City Mandger's Report - continued ~ Mr. Navarre reported he is going back to Juneau Sunday and wfll spend Monday and Tuesday there. His trip is paid for by Heafth and Welfare. ti9~. Navarre stated there is interest in forming another semi-professionai ball team. They feel Kenai is an ideal place, because of the weather. The City Park is available and wuld be an advantage to the other leagues to help the boys learn. in the tuture a new field will have to be ctevelo~ed. The City ts ncrt in a position to help. Councilman McGrady asked if Mr. Navarre wouid check with the Legislators on the ad valorem tax to see how it will affect our franchi~e tax. We shouid be aware of this before budget time. ' Mr. Navarre stated the ~epartment of Highways have a new r•egulation pertaininc~ to overwidth equfpment which use State maintalned highways. ~ There is a charge nf $25.00 for each permit. Mr. Navarre stated he did protest this assessment against the City. Maybe we could get a bl~nket permtt. Councilman Norene stated he heard the PEP Program was going to be re- ; ' instated. Mr. Navarre stated he would check on it while in Juneau. ; • Councitman McGrady stated the City C~de is getting more and more detinquent. ; ~ He feels we should come up with a cost sfl we can deflnitely conelder it at the , ; budget session. Ordinance 74-1 - Transferrf~g funds from General operating to Capital Imp- rovement fund for development of solid waste sites -$200,000, was passed. Ordinance 74-5 - A supplementa{ appropriation for Employees Emergency projeGt through December 31, 1974 was passed. The Borough over paid PEP Employees. Resolution 74-5 - North Kenai Fire Service Area repaying $90,000 they borrov~ed by paying $10,00 a year, was passed. 't'here were two resolutions, one to sell bond and one no! to sell bonds. They passed the resolution not to sell bands. According to the School 8aard Minutes, they are thinking about an "La' shaped pool for the Kenai Central Peninsula High School. Mr. Navarre reported the North Kenai Fire Department is negotEating with the Kenaf Fire Department to take over communications. He further reported we , are working with the telephone company to install the 911 emergency number. The Federal Government is pushing this and maybe able to get a grant. If we could take over communications for the North Kenai Fire Department, State . Troopers and Soldotna, it would cut down our cost. Councilman Hudsfln asked if this would take more people and Mr. Navarre stated no mo~e than four. Councilman Norene asked if the Council wanted to take any action on Borough Ordinance 74-3 - per diem for Borough err~ployees. Homer is opposing the ordinance and wants to know how we feel about it. A~sembiyman McGrady stated th~ ordinance is set for hearing and flnal passage February 19, 1974. .t • After some discussi~n, Norene moved and ~oyle seconded to adopt Resolution 74-13 - Opp~sing Kenai Peninsula Borough Urdinance 74-3 in its entirety. The motion carried unanimously by r~oll call vote. 1: PERSONS PRE5E(VT NOT SCHEDULED TO BE HEARO: ! - 1: James Ooyle Mr. Doyle stated his price on gas has tnrreased ;.08 a gal. and Ruei oil !~.09 a gal. sinc~ September 1, 1973, from hfs supplier. He vvould ask Council to automatically acrept these increases. The Borough, HEA and State Agencies ~ have accepted the price increase due to the fuel situation. Mr. Navarre stated Mr. Doyle did write a letter requesting the increase but ~ he does not have the authority to accept. Tesoro will not protect him at this price. . , .. It seems to be f.air that the g~neral ~ training cost is not incl.uded in the present cost comparison. i I3. Comments ~ 1. The data shows a loss of $288 For the year of 1973. ' flow~ver, it shou2d be noted that the expenditure figures are not the actual. It is sa£e to say that the rescue service broke ev~n in 1973. :, 2. '~he cost of man power, $3,220 were actually.paid by the ~ Fire Department budget. Therefore, $3,220 is supposed to be the revenuc of General Fund to off-set partial cost of Fire Department operation. C. Recommendations I 1. Itescue cards sold to the residents should be adjusted to $20 a year per family covering transportation and ~ oxygen use of any immediate relative of. the purchaser. ' Reason - one regular pick-up with use of oxygen is $22 - i $28. j 2. Sen?.o~ citizens may bc issued a discount rescue card, ' say $S per year per family instead of free. The applied senior citizen has to be over 65 years old and also Yhe head of this family.
