CALL TO ORDER Chair Feeken called the meeting to order at 6:00 p.m. a. Pledge of Allegiance Chair Feeken led those assembled in the Pledge of Allegiance. b. Roll was confirmed as follows: Commissioners Present: G. Feeken, J. Bielefeld, C. Henry, P. Minelga, J. Zirul, K. Dodge Commissioners Absent: D. Pitts Staff/Council Liaison Present: Airport Manager M. Bondurant, Airport Assistant E. Shinn, City Attorney S. Bloom, City Manager P. Ostrander, Council Member H. Knackstedt A quorum was present. c. Agenda Approval MOTION: Commissioner Bielefeld MOVED to approve the agenda with the removal of Item #2 — Election of Chair and Vice Chair and Commissioner Zirul SECONDED the motion. There were no objections; SO ORDERED. 2. ELECTION OF CHAIR AND VICE CHAIR [Removed from the agenda during Agenda Approval.] 3. PERSONS SCHEDULED TO BE HEARD — None. 4. UNSCHEDULED PUBLIC COMMENT — None. 5. APPROVAL OF MEETING SUMMARY a. January 12, 2017 MOTION: Commissioner Bielefeld MOVED to approve the meeting summary from January 12, 2017 and Commissioner Zirul SECONDED the motion. There were no objections; SO ORDERED. 6. UNFINISHED BUSINESS a. Discussion — Airport Leasing Policy City Attorney, S. Bloom, updated the Commission on the progress and his findings regarding changes that were needed in leasing airport lands. b. Discussion/Recommendation — Master Plan Update It was pointed out that a meeting was scheduled with the Technical Advisory Committee to discuss chapters nine and ten. MOTION: Commissioner Minelga MOVED to approve the Goals and Objectives and Zirul SECONDED the motion. There were no objections; SO ORDERED. 7. NEW BUSINESS a. Discussion/Recommendation — FY18 Budget City Manager, P. Ostrander, provided an introduction to the FY18 Airport Budget. MOTION: Commissioner Henry MOVED to approve the Special Use Permit to Evert's Air and Feeken SECONDED the motion. There were no objections; SO ORDERED. b. Discussion/Recommendation — Special Use Permit to United Parcel Service It was noted that the Special Use Permit was for use of 4,000 sq. ft. for aircraft loading and parking. MOTION: Commissioner Dodge MOVED to approve the Special Use Permit to United Parcel Service and Commissioner Minelga SECONDED the motion. There were no objections; SO ORDERED. c. Discussion/Recommendation — Special Use Permit to Empire Airlines It was noted that the Special Use Permit renewal was for use of 11,250 sq. ft. of apron space for aircraft parking. MOTION: Commissioner Dodge MOVED to approve the Special Use Permit to Empire Airlines and Commissioner Zirul SECONDED the motion. There were no objections; SO ORDERED. Airport Commission April 13, 2017 Page 2 of 3 d. Discussion/Recommendation — Consent to Assignment of Lease for Security Purposes for Crowley. It was noted that the Consent to Assignment of Lease was to Bank of America for security purposes. MOTION: Commissioner Zirul MOVED to approve the Consent to Assignment of Lease for Security Purposes for Crowley and Commissioner Dodge SECONDED the motion. There were no objections; SO ORDERED. 8. REPORTS a. Airport Manager— reported on the following: • Airport Marking Project beginning; • Staff attended mandatory annual Wildlife Hazing Training; • Updated the Tarmac Delay Plan; • Planning for the Annual Kenai Peninsula Air Fairwas ongoing; June 10; at least one F22 would be participating. b. City Council Liaison — reported on various actions at recent Council meetings. 9. NEXT MEETING ATTENDANCE NOTIFICATION — May 11, 2017. Commissioner Zirul noted he would be unable to attend the meeting. 10. COMMISSIONER COMMENTS AND QUESTIONS — None. 11. ADDITIONAL PUBLIC COMMENT — None. 12. INFORMATION ITEMS — None. 13.
