a. Cemetery Fees
Parks and Recreation Director Frates and City Clerk Modigh reviewed suggested amendments
to the policy and procedures. It was pointed out that some changes were housekeeping as well
as fee changes and the incorporation of a fee structure for the Columbarium. It was noted the
proposed fee changes would bring the fees more in line with what other communities charged.
Commissioner Widmayer pointed out that Veterans are eligible to apply for burial allowances
which were dependent on whether or not the death was connected to service; non-service death
allowance was reported to be $747.00 with headstones provided at no cost to the family.
It was reported that there had been no known vandalism in the cemetery, and in terms of securit y,
the police patrolled the area on a complaint driven basis.
Administration suggested that a moratorium be put in place for all future plot reservations to
ensure ample plots are available for the next few years; moratorium would require Council
approval.
9. REPORTS
a. Parks and Recreation Director – Frates reported on the following:
• One staff member on leave to do illness in the family;
• Administration decided to reject recent Tractor and Rake bids;
• KCHS Varsity Hockey played their first home games at the Multi-purpose
facility; venue was successful;
• An ordinance was to be before Council at their next meeting and, if
approved, would transfer remaining balances from completed or postponed
capital projects to the General Fund.
b. Commission Chair – No Report.
c. City Council Liaison - Council Member Glendening reported on
miscellaneous Council actions and presentations to City Council.

2017 – 2018
A. ADMINISTRATION
1. GOAL: Continue education and training opportunities for staff (on-
going).
BACKGROUND: The Parks & Recreation Department was recently
recognized for upholding OSHA safety standards. The department to date has
been proactive with acquiring specific training on hazardous tree
identification/prevention and maintenance.
OBJECTIVE: Continue with utilization of webinars and other low cost training
opportunities for staff.
ACTION/STRATEGIES:
• Human Resource Training for Director (APEI)
• Management Training for First Time Supervisors (Operator)
• Continuing education (CE’s) for Operator – Pesticide Certification
• Playground Safety Certification (Director) Supervisory Training

2. GOAL: Develop and implement Parks & Recreation brochure to include
information on parks, trails and beautification related items.
BACKGROUND: Parks/Rec brochures are outdated and have not been used
for couple years.
OBJECTIVE: Market and promote parks, beautification and recreation in
Kenai.

3. GOAL: Update the Parks, Recreation, and Beautification web page
BACKGROUND: Web page has not been updated for some time to take into
account more recent changes.
OBJECTIVE: Update information provided to public and explore opportunities
for making more user friendly.

4. GOAL: Explore offering cost-effective program based ideas
BACKGROUND: Recreational programing activities needed to enhance
recreational opportunities.
OBJECTIVE: Explore low cost programming opportunities & activities currently
not being provided.
ACTION/STRATEGIES:
• Coordinate with other entities, i.e., service organizations, leagues,
etc.
• Fall Pumpkin Festival, Easter Egg Hunt, Skate with Santa, Skate
Nights with Music, Snow Sculptures, Final Mile, etc.

B. Landscapes/Cityscapes & Street Trees
1. GOAL: Continue improvement of streetscape elements along prominent
corridors and park areas.
BACKGROUND: It is the desire of the Beautification Committee to add visual
appeal to various street corners and park areas, i.e., concrete pad, bench,
flowerboxes and landscape pavers. Other incorporated corners or locations
may only include shrub/flowerbeds upgrades, banners, or winter decorations.
OBJECTIVE: Increase functionality and aesthetics of targeted street corridors
and parks; improve maintenance capability.
ACTION/STRATEGIES:
• Purchase two (2) benches for Blue Star Memorial.
• Add rail-road timbers to Airport Triangle (Dahlia Bed).
• Continue incorporating fall displays at various City building
entrances.
• Apply for and implement Food Forest grant at Kenai Community
gardens.
• Replace pole mounted decoration on Airport Way and Willow St.
• Add Santa/Sleigh to side of Visitors/Cultural Center.
• Add landscape bed to new sign at Historic Cabins.
• Incorporate mass plantings of begonias - All-American City Sign.
• Explore alternatives to Dahlias at Airport Triangle.
• Complete landscaping around gazebo at wildflower gardens.
2. GOAL: Complete parking lot improvement project at Daubenspeck
Family Park.
BACKGROUND: This project may be incorporated into the Magic Ave.
extension connecting to Beacon facility, possibly including paving.
OBJECTIVE: Provide landscaping (improved aesthetics) and defined parking.
ACTION/STRATEGIES:
• Coordinate construction plans with Public Works Department.
• Site Plan completed.
• Complete installation of lawn area & trail extension.

3. GOAL: Continue improving the City’s urban forest (protection, care and
enhancement).
BACKGROUND: Department has been actively increasing canopy coverage in
targeted areas throughout town these past eight years. Since 2007, over 70
trees have been planted throughout town. This trend needs to continue into the
future as does a need for a formalized tree maintenance, assessment, and
inventory process.
OBJECTIVE: Responsibly provide urban forestry management.
ACTIONS/STRATEGIES:
• Continue to introduce a diversity of trees and shrubbery that will
provide for long-term coverage.
• Provide moose protection (cage) for all newly planted trees.
• Identify parks, right-of-way, open space and recreation areas for
minimum ten (10) new plantings.
• Perform a tree assessment & inventory of all park and open space
areas.
• Continue coordinating with State Forestry and local landscapers for
meeting staff training needs.
• Continue windshield surveys for identification of hazardous and dead
trees.
• Incorporate limited tree plantings along Lawton Dr. ROW fronting
wildflower meadow. on hold
• Remove dead tree at gazebo near Bluff Overlook area.
• Implement a wood waste management program.
C. HARDSCAPES & TRAILS
1. GOAL: Continue improving City’s trail infrastructure.
BACKGROUND: Department completed its fourth year of implementation (see
trail plan for details). Construction of new trails suspended as of February
2017. Department will continue monitoring/evaluating future needs.
OBJECTIVE: Create linkages and public access for non-motorized
recreational use.
ACTIONS/STRATEGIES:
• Construct boardwalk to complete north Ryan’s Creek Trail (behind
Youth Detention Center).

• Begin construction along North Spruce Street (KPH to 4th Ave.). on
going
• Construct trail at Beaver Creek Park. on hold
• Install brochure boxes (with brochures) at trailheads.
• Consider adding another bench to 4th to 5th trail segment along bluff.
• Re-locate dog-waste station at Daubenspeck Park (east end).
• Purchase two (2) benches for Blue Star Memorial.
• Purchase two (2) benches for Main St. Loop/Bridge Access
intersection.
• Install post & rope around historic house pit site at Municipal Park

D. RECREATION AREAS
1. GOAL: Upgrade Beaver Creek Park. in progress
BACKGROUND: Neighborhood community meeting held summer 2013
revealing type play equipment desired, design and safety concerns. Some
general landscaping (brush removal, raising tree canopy, tree removal and turf
grass) completed in fall 2013 and summer 2014.
OBJECTIVE: Improve quality of play, park experience, and overall safety.
ACTIONS/STRATEGIES:
• Provide connectivity (trail) from park to Togiak St. on hold
• Secure funding for project and install new equipment.
• Continue enhancement of center island (trees, rocks, etc.).
• Replaced re-called rail system on Zip Line.
2. GOAL: Upgrade 4th Ave. Park
BACKGROUND: Equipment is 27 years old and has exceeded its
recommended lifespan. Additionally, equipment needs to be relocated up front
for better visibility and safety.
OBJECTIVE: Improve quality of play, park experience and overall safety.
ACTIONS/STRATEGIES:
• Refer to October 6, 2016 Parks & Recreation meeting.
• Remove old equipment. Page 10 of 27
• FY18 budget request for new equipment.
3. GOAL: Upgrade Old Town Park
BACKGROUND: Equipment is exceeding life expectancy and Kenaitze
Indian Tribe has an interest in revitalizing park. An Agreement between both
organizations has been developed to at least initially set the framework.
OBJECTIVE: Improve quality of play, park experience and overall safety.
ACTIONS/STRATEGIES:
• Work cooperatively with Kenaitze Indian Tribe representative per
Agreement.
• Provide site installation administration and oversight.
4. GOAL: Adult Softball Field Upgrades
BACKGROUND: Adult softball fields are beginning to show severe lip build
up at transition areas (grass and infield dirt). Infield soil should be replaced
with better soil/sand blend and grass foul line areas removed.
OBJECTIVE: Improve quality of play and overall safety.
ACTIONS/STRATEGIES:
• Work cooperatively with the Kenai Softball Association for shared
costs.
• Absorb costs and work-load demand incrementally.
• Evaluate costs for FY18 budget request.
• Eliminate grass areas near dugouts.
E. STRUCTURES
1. GOAL: Recreation Center Improvements
BACKGROUND: Monies are available for limited upgrades to facility,
including, but not limited to, HVAC, control systems, weight room remodeling,
etc. Facility is 30+ years old and is heavily utilized by the community.
OBJECTIVE: Determine best use of funds based on facility needs
(maintenance needs, program needs, safety, etc.).
ACTIONS/STRATEGIES:
• Review current use of space, i.e., weight room & handball court
use.

• Determine feasibility/costs of converting handball court into
cardiovascular room.
• Install phone upgrade throughout facility.
• Consider replacing two treadmills (2006 & 2011 models). This is a
budget request in FY18 Budget.
2. GOAL: City of Kenai Multi-Purpose Facility (Top Rail & Modine Heaters)
BACKGROUND: Top rail on dasher boards is detreating in some areas,
particularly in areas receiving most use, i.e., behind goals & corners. Gas
heaters above player’s benches and spectator bleachers are nearly 15 years
old and are not reliable.
OBJECTIVE: Replace top rail cap with plastic version (current top rail is
constructed with fiberglass) and is susceptible to chipping. Replace gas
heaters with current model providing better moisture protection and part
availability.
ACTIONS/STRATEGIES:
• Replace aging Modine heaters above player’s benches and
spectator area.
• Replace top rail cap. Explore options utilizing volunteer labor April
through mid-May.
3. GOAL: Implement new system for issuing receipts (dip net fishery)
BACKGROUND: Current system of issuing receipts include printing large
door hangers, leading to increased printing time and costs.
OBJECTIVE: Utilize stickers that can be printed and attached to door
hanger. This will lead to faster processing and less costs.
ACTIONS/STRATEGIES:
• Coordinate with City’s IT Manager for determining needs
(formatting, process, equipment, labels, printers).
4. GOAL: Install additional fencing (post & chain) on North and South
Beaches
BACKGROUND: Protection of sand dunes and vegetative areas are needed
in locations where post and chain do not currently exist.

OBJECTIVE: Protect the natural habitat (sand dunes & vegetative) in
environmentally sensitive areas.
ACTIONS/STRATEGIES:
• Identify and coordinate with private property owners.
• Secure funding.
5. GOAL: Provide decorative element to brick wall at end of South Forest
Drive.
BACKGROUND: Wall is unsightly. This area generates extensive visitation
throughout the summer months, particularly during the dip net fishery.
OBJECTIVE: Provide visual enhancement to wall.
ACTIONS/STRATEGIES:
• Work with KCHS vocational department on creating metal fish
silhouettes that can be attached to the wall.
• Repaint wall.
F. AMENITIES
1. GOAL: Install bike rack at City Hall & Visitors Center
BACKGROUND: Currently there are no bike racks at City Hall or Visitors
Center.
OBJECTIVE: Addition of bike rack will provide a safe and secure location for
those that utilize bikes as a mode of transportation and encourage those that
don’t.
ACTIONS/STRATEGIES:
• Perform site review and determine best location.
• Construction & design similar to bike racks at Airport.
• Review other public buildings for need.
2. GOAL: Kenai Eagle Disc Golf Course improvements.
BACKGROUND: Limited benches throughout course and users occasionally
forward request. Tee-pads do not currently exist and terrain is getting rough.

OBJECTIVE: Review course and interview users to determine best locations
for bench placement. Increase safety and general play by installing Tee-
pads.
ACTIONS/STRATEGIES:
• KCHS student government project (benches) or other entity.
• Reconfigure basket #1 & #15 to eliminate potential for discs thrown
onto Oilers field.
3. GOAL: Replace four (4) bleachers at the Adult Softball Complex
BACKGROUND: Bleachers were constructed locally and are approximately
30 years old. They are in a deteriorated condition and do not meet current fall
protection standards for bleachers given their current height.
OBJECTIVE: Replace bleachers with bleachers conforming to industry
standards.
ACTIONS/STRATEGIES:
• Secure Funding
G. CEMETERY
1. GOAL: Install Columbarium
BACKGROUND: A columbarium has been previously selected as a need.
OBJECTIVE: Existing plots are limited and a columbarium will provide
people with additional options for burial purposes.
ACTIONS/STRATEGIES:
• Design plan complete – bid in spring 2015.
• Installation – 2016.
• Establish pricing for use of niches & evaluate overall cemetery fee
structure.
• Purchase & Install two granite benches at Columbarium.
2. GOAL: CEMETERY EXPANSION
BACKGROUND: Existing cemetery is near capacity. Approximately 30
spaces remain. Property has been identified and dedicated for an expansion
project. Property is west of existing cemetery across Float Plane Road.
Property was cleared, leveled and seeded (to some degree). Property will

probably need leveled again and re-seeded to an acceptable standard.
Design plans exist although needs altered and tweaked, particularly the lay-
out of the plots.
OBJECTIVE: Review existing design drawings and consider changes
needed. Project will be a large capital expense and should probably be
performed in phases. First phase needs to include landscaping (leveling and
establishing suitable turf) and fencing around perimeter of property. Water
source needs identified.
ACTIONS/STRATEGIES:
• High consideration needs to be given to this project.
• Review existing design drawings and consider changes and
alterations as needed.
• Determine phased work. For example: 1) Level area and establish
suitable turf; fence property; 2) Establish roads, survey property for
plots and consider other infrastructure needed.
• Secure funding (FY18 Budget Request).
LONG TERM GOALS (5-10 YRS)
A. GOAL: City of Kenai Multi-Purpose Facility Locker Rooms
BACKGROUND: Facility is utilized extensively throughout the winter months
for youth and adult hockey and occasionally during summer months for
hockey clinics/camps. Currently, temporary locker rooms are provided,

excluding shower facilities. Facility was originally constructed to
accommodate locker rooms/shower rooms.
OBJECTIVE: Facility use is limited without functional locker rooms and
shower facilities.
ACTIONS/STRATEGIES:
4. Contract for schematic drawings; determine feasibility and costs.
5. Secure Capital Improvement Funding for locker room addition and
work cooperatively with user groups.
ESTIMATED COSTS: $1,250,000
B. GOAL: Little League Storage/Restrooms
BACKGROUND: Permanent restrooms are not provided on premises and
portables must be rented by City and leagues to facilitate respective
programs. Conex facilities should be moved to another on-site location.
OBJECTIVE: Build outward from existing concessioner building.
ACTIONS/STRATEGIES:
6. Request pending from Kenai Little League.
7. Secure funding for design & construction.
ESTIMATED COSTS: $75,000
C. GOAL: Construct Dog Park
BACKGROUND: Growth in dog parks nationwide has exploded, particularly
in larger urban areas. Off-leash areas provide social opportunities for both
the owners and their pet and creates a place for owners to spend quality time
with their canines. There has been some prior discussions but limited interest
to date. A couple properties have been identified as possibilities with
Daubenspeck Park lending itself as a safe, accessible location with access to
a body of water. There are no adjacent neighborhoods or other known
conflicts with people, property or wildlife. In 2016, Home Depot explored
taking this on as a project but could not secure volunteer support or funds for
the project.
OBJECTIVE: Construct a fenced, off-leash area measuring approximately
120’x120’. Amenities to include ramps and other agility play structures.
ACTIONS/STRATEGIES:
8. Identify possible funding sources.
9. Solicit input, support and design ideas from Kenai Kennel Club.

ESTIMATED COSTS: $30,000
D. GOAL: Provide landscaping to catch basin (back-side of Inlet Woods)
BACKGROUND: Area serves as a catch basin for the Inlet Woods
Subdivision. This area has sometimes been used as a dumping ground and
has been cleaned up of and on by City crews through the years. Property
could be enhanced (turf, benches, tree plantings) and provide better visual
appeal and enhanced use.
OBJECTIVE: Create neighborhood appeal by incorporating a park-like
setting, including benches, tree plantings and turf.
ACTIONS/STRATEGIES:
10. Investigate any future plans for cleaning of residue in catch basin
and/or upgrades to neighborhood drainage system.
ESTIMATED COSTS: Unknown
E. GOAL: Secure parcel in Mommsen Neighborhood for small
neighborhood park.
BACKGROUND: Individual approached the Parks & Recreation Commission
in 2015 about the possibility of creating a small park-like setting for the
neighborhood. This area contains a large neighborhood with many parcels
remaining for sale, many of which are owned by the City. A couple of the
lower priced parcels owned by the City could be retained for a public purpose
and someday developed for a small park setting.
OBJECTIVE: Create neighborhood appeal and provide a greenbelt for
informal recreational play.
ACTIONS/STRATEGIES:
11. No action needed at this time.
ESTIMATED COSTS: Unknown
F. GOAL: Development of an Event Park with Permanent Stage.
BACKGROUND: Resolution 2015-47 was considered and adopted on
August 19, 2015 by the Kenai City Council establishing a subcommittee
(Kenai Outdoor Opportunity Location Subcommittee) to accomplish a
Feasibility Study as it relates to an expanded and/or new park designed to
host current events and anticipated future events. The sub-committee
completed the Feasibility Study and recommended a portion of Millennium
Square be utilized as an event park. Money ($35K) was appropriated for

developing a conceptual design and scope but was deferred by Council
action.
OBJECTIVE: Create an event park with permanent stage to accommodate
current events and future events. Park would include the following
components: stage, vendor areas, spectator area, event area, utilities, and
parking.
ACTIONS/STRATEGIES:

ESTIMATED COSTS: Phase I ($238,000 - $400,000), Phase II ($279,000),
Phase III ($200,000 - $550,000), Phase IV ($166,000)
G. GOAL: Construct an indoor turf facility
BACKGROUND: Conceptual designs have been drafted for an indoor turf
facility adjacent to the Kenai Multi-use Facility (MPF). Project would
complement use of the existing MPF and be utilized by local schools and
youth/adult organizations.
OBJECTIVE: Project would construct an indoor turf field to accommodate
and meet the needs of a variety of user groups and general public.
ACTIONS/STRATEGIES:
13. No action needed at this time.
ESTIMATED COSTS: $4,000,000
H. GOAL: Construct a shelter at Daubenspeck Park
BACKGROUND: The original design drawings created by Alaska State
Parks for this area included a shelter.
OBJECTIVE: Provide a shelter near the beach area that could also be
utilized during the winter months as a warming shelter. This area is used
extensively for outdoor skating during the winter.
ACTIONS/STRATEGIES:

ESTIMATED COSTS: $60,000
I. GOAL: Convert R-22 refrigeration system to non-ozone-depleting
alternative.
BACKGROUND: Manufacturing of R-22 is being phased out and will no
longer be produced as of the year 2020. There would likely be enough
inventory nationwide to sustain use of current system for several years after

24.05.010 Creation.
From and after the passage of the ordinance codified in this chapter, the municipal cemetery now owned
and operated by the City of Kenai shall be known as the Kenai Municipal Cemetery, and shall be available,
subject to the regulations established, to all persons, irrespective of race, creed or color.
24.10.010 Administration.
The City Clerk shall be in charge and have access to plats for the purpose of assigning plots upon request,
and have charge of burial records, files and maps which shall be stored by the City of Kenai. The City Clerk
shall maintain necessary records, files, and maps as required by the State to protect the health and welfare
of the community and to ensure continuity in operation. The City Clerk shall assign a plot number to a
specific plot in advance of the preparation of a grave whenever an interment or disinterment is to be made.
24.10.020 Enforcement.
The Parks and Recreation Director or his designated representative shall enforce all cemetery regulations
and shall exclude from the cemetery any person violating the cemetery regulations.
24.15.010 Adoption of regulations.
The City Clerk, with the assistance of the Parks and Recreation Director and the Parks and Recreation
Commission, shall establish regulations for the purchase of plots and use of the cemetery. These regulations
shall be effective after approval by the City Council. Amendments to the regulations shall be submitted by
the City Clerk to the City Council for approval. (Ord 1852-2000)
24.20.010 Maintenance of cemetery.
The City of Kenai is responsible for the appearance of the Kenai Municipal Cemetery. The maintenance of
the cemetery shall be accomplished through a program administered by the Parks and Recreation
Department. There is a cemetery donation fund account established for the purpose of providing funding
for perpetual cemetery improvements. The City of Kenai shall maintain the driveways, gates, and fencing
of the cemetery and may close access to such facilities in periods of adverse conditions. (Ord, 2020-2003)
24.20.020 Operation of cemetery.
The City of Kenai reserves the right at any time to enlarge, reduce, replat or change the boundaries or
grading of the City tracts in the Kenai Municipal Cemetery or any part thereof; to modify or change location
of or move or regrade roads, drives, or walks, or any part thereof; to lay, maintain and operate or later to
change pipelines or gutters or sprinkling systems, drainage or otherwise. The City of Kenai reserves for
itself the perpetual right to ingress and egress over all plots for the purpose of maintenance, operations or
any emergency work necessary to the operation of the cemetery.

24.20.030 Grave preparation.
All openings, closing, plot preparation, interments, disinterments, inurnments, disinurnments, marker
placement and removals shall be overseen by the City and under the supervision of the Parks and Recreation
Director or his designated representative. Opening and closing of graves shall be conducted by a licensed
and insured contractor only.
24.30.010 Duties and powers.
(a) There is established a Kenai Municipal Cemetery Advisory Committee, as a subcommittee of the
Parks and Recreation Commission, consisting of five (5) members. Four (4) members shall
represent the owners of private plots and/or the community at large. One (1) member shall be a
member of the funeral home or mortuary service sector.
(b) The committee shall act in an advisory capacity to the City in matters of policy concerning the
Kenai Municipal Cemetery regarding the following matters:
(1) Planning and development of the cemetery addition and its integration into the existing
cemetery;
(2) Preservation of the history of the Kenai Municipal Cemetery;
(3) Performance of other duties as the Kenai City Council or City Manager may designate
from time to time.
(c) The Kenai Municipal Cemetery Advisory Committee shall sunset on December 31, 2010.
CEMETERY REGULATIONS
Note
*Note to Cemetery Regulations.
Pursuant to Section 24 of the Kenai Municipal Code, the following regulations are hereby promulgated to
ensure the continuation of the integrity of the Kenai Municipal Cemetery and the protection of the health
and welfare of the community.
Section 1: Plots
(a) Plots shall be platted in those areas of the cemetery where interments have not as yet taken place
in five-foot (5′) by ten-foot (10′) plots, two-and-one-half -foot (2-1/2′) by five-foot (5′) plots for
infants, and two feet (2′) by two feet (2′) by two feet (2′) for cremains.
(b) The City Clerk shall be in charge and have access to said plats for the purpose of assigning plots
upon request, and have charge of burial records, files and maps which shall be stored by the City
of Kenai. The City Clerk shall charge a fee for each plot, depending upon the size of the plot
(adult or infant or cremains) and the season during which the opening and closing of the grave
occurs. All fees shall be as set forth in the City’s schedule of fees adopted by the City Council.
Payment in full for the plot is required at the time of purchase of the plot. Payment for the opening
or closing of the grave is due prior to commencement of work.
(c) The purchase [A RESERVATION] of a burial plot [SPACE], cremains plot, or columbarium
niche in the Kenai Municipal Cemetery shall [CAN] be made through [ACQUIRED BY
APPLYING TO] the City Clerk or a representative of the Clerk’s Office where the purchaser will

be [AND BEING] assigned a plot(s) or niche(s) [PLATTED PLOT OR PLOTS] after having paid
the appropriate fee. It is prohibited for the purchaser of said plot(s) or niche(s) [PLOTS] to re-sell
or re-assign [THE PLOTS] except to the City with the authorization of the City Clerk. All
payments for of burial plots, cremains plots, or columbarium niches shall be made directly to the
City of Kenai. [CHARGES FOR RESERVATION IN ADVANCE WILL BE AT MAXIMUM
COST. FUNERAL DIRECTOR WILL TAKE THE FAMILY TO THE CEMETERY FOR SITE
SELECTION. THE FAMILY WILL PAY CLERK UNLESS THE DIRECTOR IS PAID IN
ADVANCE.] The fees for such purchases shall be established and maintained in the City’s
Schedule of Rates, Charges and Fees.
Section 2: Interment and Disinterment or Niche Opening and Closing
(a) The City Clerk shall be provided with the appropriate State burial and transit permits before
interment or inurnment will be permitted. The burial plots can be used for no other purpose than
interment and cremains plots or columbarium niches can be used for no other purpose but
inurnment.
(b) Interment, disinterment and inurnment shall be made in compliance with all State and City laws
and regulations.
(c) Prior to interment or inurnment a marker or headstone deposit is required. Such deposit shall be
established and maintained in the City’s Schedule of Rates, Charges and Fees, and must be paid
to the City. Deposit refunds will be issued after proper installation of marker or headstone. If
after eighteen (18) months (plots) and six (6) months (columbarium) a permanent marker or
headstone has not been installed, the City shall install a marker or flat headstone utilizing the
deposit as payment.
(d) Markers and headstones for cemetery plots may be set in a concrete base and installed at the head
of the grave, centered and inside the plot area. The Parks and Recreation Director must be notified
prior to any plot preparation, construction, or placement of headstone or marker. If religious
practices make the conformance of this requirement impossible, the old section of the cemetery
may be utilized. This decision will be at the discretion of the Parks and Recreation Supervisor or
designee.
(e) All niche openings and closings shall be overseen by the Parks & Recreation Department. A
niche may be opened only at the request of the niche owner as listed in the cemetery records or as
determined by the City Clerk. The initial opening and closing (inurnment) of the niche is included
in the original cost of the niche. Additional openings and closings, thereafter, are charged at a
rate pursuant to the City’s fee structure. Markers for columbarium niches shall follow a standard
format, font and size as determined by the City and shall include first and last name of deceased,
year of birth and year of death.
(f) Only interment or inurnment of human remains is [ARE] permitted [TO BE BURIED] in the
Kenai Municipal Cemetery.
(g) No more than one (1) grave marker per plot shall be allowed.
(h) One (1) casket and up to two (2) cremains may be buried in a standard or infant plot. Up to three
(3) cremains may be buried in a standard or infant plot. Only one (1) cremain may be buried in a
cremain plot. UpP to two (2) cremains may be inurned in a standard niche.

Section 3: Maintenance
(a) The City of Kenai shall take reasonable precaution to protect all grave markers within the Kenai
Municipal Cemetery from loss or damage but expressly disclaims any responsibility for loss or
damage from causes beyond such reasonable precautions. Damages incurred directly or
collaterally and caused by or resulting from thieves, vandals, malicious mischief, or unavoidable
accidents shall be excluded from the City of Kenai’s responsibilities.
(b) Planting of trees, shrubbery, plants or turf within the Kenai Municipal Cemetery shall be with the
consent of the Parks and Recreation Director or designated representative. Failure to get prior
authorization may result in removal of plant material. The City will maintain the driveway in
winter and clear the path to the grave if a funeral is scheduled. The City of Kenai shall provide
grass cutting at reasonable intervals, as well as raking, cleaning, grading and landscaping.
Suggested height of trees is no more than eight feet (8′).
(c) Enclosures such as a picket fence or a perimeter shall be permitted around or about any grave or
burial plot only upon expressed authorization of the Parks and Recreation Director or designee.
Enclosures placed before authorization is granted are subject to removal. Enclosures not
maintained or that create a safety hazard may be removed and discarded without prior notice at
the discretion of the Parks and Recreation director or designee.
(d)(c) Boxes, shelves, toys and other such articles upon a grave or burial lot shall be permitted
only if contained within the plot and maintained monthly (April 1 through September 30). Articles
that are not maintained, impede maintenance efforts, or become unsightly will be removed and
discarded without prior notice at the discretion of the Parks and Recreation Director or designee.
(e)(d) Plastic or silk flowers and artificial decorations are only permitted between May 1 and
September 30. Burials occurring between October 1 and April 30 may have decorations displayed
but are subject to removal thirty (30) days after burial.
(f)(e) All decorations (except those on burials less than thirty (30) days) will be removed during
a selected Saturday in the month of May each year during the annual cemetery clean up. A twenty
(20) day notice will be posted at the cemetery. Family and friends may either remove their
properly placed decorations before Saturday’s clean up and replace them later, or request the
cemetery not to remove their properly placed decorations by calling or writing the Parks and
Recreation Director. A final clean up of the cemetery will also occur in late September.
(g)(f) Decorations shall not be placed in or attached to trees, shrubs, or fence. Plants, flowers,
decorations, or articles not otherwise removed by the deadlines or regulations set forth herein, or
have become withered or discolored, will be removed by the Parks and Recreation Director or
designee without prior notice. The cemetery is not responsible for damage or liable for the return
of such items.
(h)(g) No material shall be allowed to remain in the Kenai Municipal Cemetery longer than is
reasonably necessary for any construction work. During periods of break-up, no heavy hauling
will be permitted. Within one (1) year of interment, graves shall be restored to ground level and
re-seeded.
(i)(h) A mortuary conducting a funeral service may provide, place, and remove greens,
decorations or seating used for a burial and must provide necessary lowering devices.

(j)(i) Fresh flowers and plastic or silk flowers are permitted at the base of the columbarium. The
City is not responsible for items placed at the base of the columbarium and assumes no
responsibility for their return to owner. At the discretion of the City, flowers will be periodically
removed and discarded by City employees without notice. No memorials, including and not
limited to, candles, flags, stuffed animals, balloons, mobiles or other moving decorations,
clothing, toys, food, drinks, or any other items, shall be placed at the columbarium. Wire to fasten
items to a niche is not permitted at any time. No arrangements, flags, decals or other items shall
be taped, wired, glued, pasted, or otherwise affixed to a niche or the columbarium.
Section 4: General
(a) The City of Kenai shall not be liable for any order received verbally or for any mistake occurring
from the want of precise and proper instructions as to the particular space, size or location in a
tract where interment is desired.
(b) No person shall enter the Kenai Municipal Cemetery except through the established access routes.
The vehicle gate will be open daily from 6:00 a.m. to 10:00 p.m., from May 1 to September 30
(summer months) and will remain locked from October 1 to April 30 (winter months). The
cemetery is open year-round for pedestrian traffic. The Kenai Police Department or the Kenai
Parks and Recreation Department may be contacted for emergency access during closed hours.
(c) No burials shall be within the City limits except on homesteads owned by or resided on by the
deceased. Such homesteads must be five (5) acres or larger. Private cemeteries within the City
limits on the date of passage of Ordinance 1108-85 may continue in use but are limited to their
platted size. A burial permit will still be required from the City Clerk if the burial is to be on a
homestead or private cemetery within the City limits.
(d) Bicycles, skateboards, roller blades, roller skates, motor bikes, three (3) or four (4) wheelers are
not allowed on the cemetery grounds.
(e) No child under the age of twelve (12), unaccompanied by a guardian or parent or other adult, shall
be allowed on the cemetery grounds.
(f) Food, beer or other intoxicating liquors are strictly prohibited within the confines of the cemetery.

A RESOLUTION OF THE PARKS AND RECREATION COMMISSION OF THE CITY OF
KENAI, ALASKA, RECOMMENDING THE CITY COUNCIL ESTABLISH A MORATORIUM
ON THE SALE OF A STANDARD CEMETERY PLOT AT THE KENAI CEMETERY TO BE
USED FOR THE SOLE PURPOSE OF A RESERVATION.
WHEREAS, the Kenai Cemetery located at 840 First Avenue, Kenai, AK, is currently
the only cemetery in Kenai; and,
WHEREAS, in recent years the City has had enough space in the cemetery to create
and map out additional standard cemetery plots as needed; and,
WHEREAS, the City currently has no additional space in the cemetery and has an
extremely limited number of standard plots left to sell until the new cemetery is
created, which may take up to three years; and,
WHEREAS, the Parks & Recreation Commission recommends the Council establish a
moratorium on the purchase of standard cemetery plots for the sole purpose of a
reservation and that standard cemetery plots shall be purchased for internment only.
NOW, THEREFORE, BE IT RESOLVED BY THE PARKS & RECREATION COMMISSION
OF THE CITY OF KENAI, ALASKA:
Section 1. That the City Council act favorably on the Commission’s
recommendation and create said requested moratorium.
