HomeMy WebLinkAboutResolution No. 2017-36CITY OF KENAI RESOLUTION NO. 2017-36 Sponsored by: Administration A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AMENDING ITS COMPREHENSIVE SCHEDULE OF RATES, CHARGES, AND FEES TO INCORPORATE CHANGES TO THE CITY'S BUILDING PERMIT FEES. WHEREAS, commercial building permittees are currently calculated using the International Code Council's cost per square foot of construction; and, WHEREAS, using the International Code Council's cost per square foot of construction to calculate permit fees allow the permit fees for residential building permits to increase with inflation without modifying the fee schedule every year the same as commercial building permit fees; and, WHEREAS, the current fee schedule for residential permits has been in place since 2003 without any modifications that would reflect the substantial rise of inflation during that time; and, WHEREAS, a recent investigation revealed that residential building permit fees in Soldotna, Ketchikan, Seward, and Kodiak are substantially higher than the City of Kenai's fees; and, WHEREAS, the Public Works Director proposes a fee of 75% of the cost of a commercial building permit for a residential permit as an intermediate step to charging 100% in the future; and, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA: Section 1. FROM: Sean Wedemeyer, Public Works Director/Capital Projects Manager DATE: June 12, 2017 SUBJECT: Resolution modifying building permit fees The purpose of this memo is to recommend adoption of a resolution modifying the City of Kenai's fee schedule. As I reported in my memo on May 30 accompanying ordinance 2965-2017, the cost of a residential building permit in Kenai is significantly lower than charged by comparable municipalities. Please see that memo for the actual amounts. The current fee schedule for residential permits has been in place since 2003 without any modifications that would reflect the substantial rise of inflation during that time. Further, the residential permitting fee we are currently using is not an industry standard. All municipalities we surveyed are using the Valuation Method process for their residential buildings, which is what Kenai uses for commercial construction permits. The Valuation Method calculates fees based on the cost of construction published by the International Code Council to calculate the permit fee. This results in increased permit fees due to inflation without requiring future changes to the code or fee schedule. I recommend charging 75% of the cost of a commercial building permit as an intermediate step to charging 100%, possibly as soon as next fiscal year. This resolution is contingent upon adoption of ordinance 2965-2017. Thank you for your consideration.
