Council unanimously concurred that no protest would be submitted with regard to renewsl of Bevera~e Dispeneary Licenae and Retail Liquor Liconae for Eadie's Frontier Club . C. Mr. Hayos edviaed Council that he had purcheaed the proper piping for instaliation and would give it to the City if the City would in turn give him credit toward other costs incurred in the establishin~ o! tho aesessment distriat. Mr. Hayes stated that in early discussione with City Administration, he also proposed to inetall the pipe himself and then as adjaeent property ownere hooked on to the system ~ D1r. CO1tItE$PONDENCE E-1: Petition Mayor Elson acknowledged receipt of a petition ~i~ned by several 1ocs1 citizens in that they wished to go on record in objection to the sale or leese of any of the Kenai Civic League Property. Lot 3~ Bloek 17~ in the nld Kenai Townsite. The signers of the petition urged the Council to consider the area to be kept es a park or green strip and not to be sold or leased to a private commercial busineas. F. Mr. Wise reported that the FAA had been contaeted with regard to the Plsnning Study submitted by the consultants and the FAA advised that they would like to see some minor changea but would recommend spproval of the ~rant applieation . "A resolution establishing depositories for municipal funds and establishing the authorized signatures for deposit or withdrawl of funds from said depositories." Mayor Elson advised that this resolution, whieh had been tabled at the last meetfng ~ of Council, would provide that wherein the two persons authorized to sign, one would be from Administration and one from Finance. Mayor Elson further stated that tlie Finance Director had commanted that the bank would honor a~ two signatures . P-3: Monteesori Preschool - Kenai Fine Arts Center Mr. Wise reportod that ho :had been contacted earlier !n the day and was advised that the Manteseori Preschool had been disbanded and were closfng out their facility from the Fine Arts buiid~x•ng. Councilman Ambarian etate~i that the "problem" was with the Fine Arte Council atid not with the Montessori Preschooi and the work they were doin~. (}. "a resolution af the Council of the City of Kenai, Alaeka, discontinuing the City of Kenai Police Reserve Program. Whereas, the Police Reserv~ Pro~-ram for the City of Kenai is considerQd to be a viable asset to crime deterrence within the City of ICenai and, therefore, a program that this eommunity does wi~h to conHnue, snd Whereas, there is a problem in proeurin~ insuranee covera~e to proteet both the City and Poliee Reservists while they are on duty, and Whereas. there appears to be no resolutian to this insuranee problem in the foreseeable future. Now ~ therefore, be it resolvod by the Council of the City of Kenai, Alasks, that the Poliee Reserve Program shall be diseontinued and both the dovernor of the State of Alaska and the Legislative delegation of the Kenaf Peninsnla be petitioned to resolve the impasse over insurance problems to provide ressonable reaugmentation of this valueble program." Mayor Elson advised that the Council had received a letter from the Chief of Poliee who reported that both the Police Department and the Police Reeerve had a full underetanaing of the problem and what action must be taken . MOTION: • Coutneilman Ambarian moved ~ seeonded by Couneilman Rweet, for adoption of Aesolution No. 77-1 and to amend auch resolution in the necessary areas of - referenee to change the wording "discontinued" to "suspend" . "A~ resolution of the Council of the City of Kenai ~ Alaska ~ authorizing the City Manager to apply for a 100~ • funded grant for a fully equipped ambulance to replace an over-age ambulance." Mr. Wise advised thait the Alaska Traffic Safety Bureau had funds available for 100~ funding of traffic safety equipment and the City of Kenai's ambulanee was a 1987 C~dlllac and well beyond its life of economical dperation. MOTION: Councilman Ambarian moved, seaonded by Councilman 8weet, for suthorization for the City Manager to proeeed with the surveying of the FAA lands south of the Spur Highway . Motion paesed unanimously. Mr. Wise also reported that there were 90 building permits issued i» 1974 for a value of $3 ~ 800, 000; 130 permits issued in 1975 for a value of $4, 000, 000; and in 1976, 163 buildirt~ permits were issued for a total value of $6.000,000. H-4: City Clork's Report None H-5: Finance Director's R.eport Finance Director, Rosa Kinney, advfsed Couneil thst his department is in the procese of recalculoting the reassessments and have collected $6, 000 to date. Also a letter had been received by the Department of Community & Aegional Affairs regarding State Revenue Sharing Notice of Grant Fntitlement to the ~ City of Kenai in tho amount of $230,577. The City will file an appeal on the ' Road Maintenance mileage as it was leae than in the past. Fanning thanked the Couneil for their support and for the use of the old Library Building durin~ the Chriatmas holidays for the preparation of food baskets. Lt. Fanning- reported that the &alvation Army was able to help 150 femilies in the area . I-2: Mrs. Ruby Coyle . Mrs. Coyle inquired if the mattsr of salea tax on rentals had been brought up at the Sales Tax meetings at the Borough and was advised by Mr. Kinney that the subject had not been discussed. The availability of parte has severei,y hampered tHe quiclc repair of this equipment an~3 as of today, both blades are still inoperative. Mayor Elson further stated that in the mean- time, the taxpayers of this City have had to make the payments on the bonds for these improvemente until the matter of the assessments were settled . Submit invoices to the Administrator together with a City requisition form, indicating the number of days that these contracted services were ferformed, by the first of each month. . At thia time, I would lilte authoritq to retain a survey firm to loeate easements, dedieated righte-of-way, establish basic dimensione. netural drainage and items of a similar nature. This would be for the entire trect; that is. lands both North and South of the Kenai 3pur Highway. FAA has been adviaed of the rezoning effort and more reeently. been aeked as to whether or not there would be any objection to subdivieion and subeequent leasin~ of land, parHcularly that NoMh of the 8pur in view of the pending Airport Study. To date. they have not responded. However, i Am reasonably aure tttat those lande lying South of the Spur will be released. Slmultaneously with the survey efPort, I would like to notify, by direet mail , all known and eriticipated prospective developers of the overall availability of land for lease . Hopefully, on or about 1 February 1977, the date that the Borough should act oa the Zoning Ordinanee ~ we will have received the survey report, and prop~ls or development of all or part of the lands. This would be for the entire tract; that is, lands both North and South of the Kenai Spur Highway. I~AA hae been adviaed oP the rezoning effort and more reeently, been asked ae to whether or not there would be any obiection to subdivision and subsequent leasing of land, particularly thet North of the 8pur in view of the pending Airport 3tudy. To date, they have not responded. However. I sim reasonably sure that thoee lands lying South of the Spur will be released . Simultaneousiq with the survey effort, I would like to notify, bq direat mail, all known and antieipated prospeetive developers of the overall aveilabilitq of lend for lease . Follo~~-up inepections were made on Kenai Central High School and Renai Baptist Temple. November was slow for burninq permfts, only two (2) were issued. Two (2) tours of the buildinq and equipment were given. TRAiNING l~lsin subject of training for November was ladders. A test given resulted in a 92.68 overall average for the Departmeat. includinq building inspections, First-Aid and other subiects along with the trafning sub3ect for the month, we had a total of 326 hours classroom and field training.
