Mr. and Mrs. Waldo Coyle - Mayor Elsc~n rsad a letter received from M.r. snd Mra.
Coyle in which they opposed the charter changes in that they felt the proposed ehan~e
would be in violation of State Law end illegal iri the Coyle's opinion.
Mr. Chester Cone - A'Ir. Cone expressed coneern for the large property owners
end inquired as to the possibiliry af deferral of assessments. City Attorney Williams
advised Mr. Cone that a deferral could be possible. however, the problem lies in
the cash tiow eituation and in payment of the bonds.
Mr. Robert Jackson - Mr. Jackson spoke in opposiHon of the ordinanee as he
stated he felt that the City is not in compliance with State statutes.
CounaUman Sweet spoke with regard to the large property owner in that the proposed
ordinance would not affect the larger parcels of land -- the impact and change would
be on the smaller unimproved land pareels.
City Attorney Williams advised that with regard to Title 29. these particular
provieione do not apply to Home Rule citiea in reference to Mr. Jaokeon's eomments
thst the City was not in eompliance with Sfate Statutes .
Msyor Elson eommented in that the proposed ordinance would provide that the
large property owners would not be carrying such a heavy tax load , but that it
would then be also borne by the smaller land owners.
Couneilman Whelen questioned whether or not the Council should be making piece-
meal ahenges on the Charter or ehould Couneii appoint a Commiseion who
would review and up-date the entire Chsrter. Councilman PROrgan stated that he
felt the changea thue far were iuet up-dating what procedurea were elready in
effeat srid a Commiesion would take at least a year to up-date and review the entire
Charter .
Mr. H~dleq Parsone - Mr. Pareons stated that property owners elong his side
of the road would be subiect to great expense as the sewer lines ran along the
oppoeite side of tho road -- Mr. Psreoae further ststed that he was not ready to
hook up to City utilities enQ felt it was the responsibility of the City to stub off
utilities for future hook up by the property ownere .
There boing no further publie input, Mayor Elson brought the hearing baek to the
CouncU table.
MOTION:
Couneilman Ambarian moved. seconded by Couneilman Sweet~ for adoption of
Ordinaaee No. 328-7T. providing for the gubmission of Charter amendments eon-
aerning epecial assessments to the qualified votera of the City at a special election
to be held Tuesday, May 10, 19?7.

Councilman Morgan stated that if the City did not have tho money to finanee improve-
ments throughout the City ~ the special election would then not be necessary . n4r . tvise
advised that the City would proceed with the sale of bonds at the appropriate time.
Councilman Morgan stated he felt a need for Council end the City to protect the
people -- ir~ that forming an assessment distriet should requ~re a requsst from the
maf ority of the land owners who will bear the majority o£ the costs. Councilman
Morgan stated he wouid like to see the ordinance tabled unHl the Citv Attorney could
reviae the ordinsnce to reflect somo of the ehanges suggested by Council. Also,
Councilman Morgen further stated that he felt the two propositions ere not inter-
related and ehould be presented to the voters as separate issues .
MOTION:
Councilman Morgan moved~ seeonded by Councilman Whelan. to table Ordinence No.
328-7? until the next regular meeting of the Council so that Adminietration and
the Legel Department can revise the wording of the ordinanee with the addiHonal
requirement that a petition of over 50~ of the land owners who are paying the
maf ority of the costs for the sesessment district would be required for presentation
to the City and Counoil.

F-1: Dieposition of Old Library Building
Mayor Elson opened the meeting to the publie, for their comment and iriput~
regarding the utilization snd disposition of the old Kenai Librarq building.
Lt. Craig Fanning - Selvation Army ~-- Lt. Far~ning came before Council to request
their consideration in the leasing of the old library buildir~g to the 3alvation Army
for use ae their welfare offiee and other related aativities.
1Vlr. ~toger Meeks - Mr. Meeke, representing the Hietorical Society, requested
use of the facility for eommunity setivities in whieh the Historieal Society would be
reaponeible for the building.
Mra. Jetret Peterson - Mrs. Peterscm advised the Council that the originel intent of
the old librarsr building and property was that it was to be kept for eommuniry purposes.
Mrs. Petereon also advised that the State Historical Soeiety had selected Kenai as the
site of their annual meeting t~ be hold November 4. 5. and B.
Counailman Morgan stated that when the Civie League turned over the buildin~ to the
City with the intent that the building etrictly remain for use as a civic type of faaility and
!n his opinion. the Historical Soeiety would comply more elosely with the origitial
intent.
Mre. Peterson suggested that the Salvation Army might use the faQility for meotings
and servicee.
MOTION:
Councllman Ambarian moved, seconded by Counailwoman Glick ~ thst the City of
Kenei proeeed with lease arrangements with the Kenai Historical Society for the old
library building and the terms of suoh lease to be agreed npoa at the next regular
meeting of the Couacil. _

Melone Surveying and deleting the lest three "Whereas" paragraphs.

$weet stated that the City should not subsidize inefficie»ey -- the Council was looking
at two comperable buainesses that are competing on an equsl basie.

tske the vehicle in for maintenance. Also ~ Counailman K'helan advised that a policy
with regard to giving priority to local vendora, etc. could be included in a fisaal

for the work seseion scheduled for March lOth included: ISO report, Personnel
ordinance, assesement data and Sr. Citi2en Hudget. Couneilman Sweet requested
that the work seseione be saheduled for the fourth monday of eaeh month -- Councii

Couneilwotnan dlick advised that she had received a letter from the Kenai Peninsula
Community Care Centc3r in which they questioned the reasoning~ behind the fact that
the Center cannot get a long-term lease with the City. Mr. wise advised that the
City wae unable to grant a long-term lease for that particular lot and facility pending
development of the FAA lande,
Kenei Terminal Enterprises - Mr. Wise reportefl that a memorandum submitted
to Councll explsined the situadon for the lease to Kenai Terminal Enterprises
anQ Kenai Terminsl Enterprises had requeeted leeae of the bsr srea only.
Counctfl uttanimously direeted Administration to advertiae the availability of the
bar and restaurant faeility and investi~ate the poesibility of the City obtaining
a beverage dispensary license. Couneil also directed Admfnietration to advise
Kenai Terminal Enterprises to vacate their faeilitiee .

Lsnd 8ale -- City Attorney Williams inquired if the City would be interested in
~oinittg the 8orough in a latsd sale -- Mr. Wise advised that ae the City had alresdy
adverlised the up-eoming eale for Mareh 16th, he would request that the City look

Pinance Discloaures - City Attorney Williams reminded Council that the Finaneial
Discloaures were due in the Clerk's office no later than April 15 or 15 days at~er filing

to tho Council for their review. The modifieatione were that the City would not be

Finance Director Kinney advised that the assessment bills were in the mail . Aleo,
Mr. Kinney requested a work session be scheduled after the February statements
were out so that Couneil could @~o over each item line item by line item .
Mr. Kinney reported that prior to putting the charter revision on the bailot, consideration
ahould be given to the poseibility that the City o4 Kenaf may not be able to sell bonds
tor any purpoee because of our current finaneial situation. i.e. defieits, eash
deficienoy, unspent bond funds from 1974, violation of bond cash pool investment poliey,
et~d exaeptionally poor colleetion reeord on speeial assesements. Mr. Kinneyr
Yurther stated that he dicln't feel the City ahould revise the Charter if the City is not
in a posiHon to sell bonds and provide the people with what they are being promised.
Mr. Kinney reported that it takes approximately six months to prep~.re for a bond
eale. Finaneial coneultants end bond attarneys muet be hireQ, s prospectue prepared,
pr~nted and distributed. Bonds must be rated by the rating bureaus and Mr. Kinney
stated he feit that if financially the City could sell the bonds ~ the City would be looking
at the 1978 construction seaeon. Mr. Kinney propoaed to Couneil that he send eopies
oi the laet three audits and current bud~et to Dave Rose o[ the Alaska Bond Rank
Authority for his roview and comments as to whether or not the City would quelify
to sell bonds through their agency. Mr. Kinney, therefore, requested funds from
Legel Department Professional Service Aceount to be utilized as an attorney/client
reletionship to dotermine whether or not the City was in en arbitrage situation with
respeet to the 1974 refunded bond iesue in the amount of $4miilion. Mr. Kinney
atated he felt thia wa~ neccsyary ff the City ie eontemplating seIIing bonds of any
kfn8 !» the near future beeause if the City is in an arbitrage situation ~ it eouid
have a very detrimental effect on the City. Council unanirnously concurred and
direeted Mr. Kinney and City Attorney Williams to proceed without further delay.

WHEKEAB, the City has experfenced difficulty in equitably apportioning the
costs of lvcal improvements financed in part by the City because of the ~rovision
contairied in Seetfon ?-3 of the City Charter whieh limita the amount of the
essessment on a pareel to the fair market valuation of the parcel plus the cost
ai the improvement ~ and
WHEREAB, State statute whieh provides that installments on special assessments
may not exceed the assessed valuation limita on assessment to a reasonable
~~ amount but does not in effect prohibit the fair spportionment of asaeasment
ae does the eurrent charter provision, and
WHE8EA8, there is no provision in the Charter which allows the iseuance of
epecial assessment bonds without the ratiffcation by the voters ~ and
WHERL~AB, by virtue of the aforementioned Charter provisions, the City
is virtually unable at the present time to form assessment districts to
provide local improvements to its citizens, and

for these Charter amendments to become efPeetive before the 1977

B-4: Renewsl of Beverage Dispensary License - Peninsula Oilers
Couneilwoman Glick read a letter which she received from Mr . B. E. Canson , Jr .
with regard to the renewal of beverage dispensary license for the Peninsula Oilers .
In hie letter, Mr. Caneon requested that Council take into eonsideration certain
provisions (as outlined in Mr. Canson'Q letter oP 12-8-76) in endorsing the renewal
of the beverage dispensary lieense. ~
Mr. Wise advised that all taxes were eurrent for the Peninsula Oilers.

(a) Old Library Building - Mr. Wise advised that the Historical Soeiety had
requested a lease on the same basie similar to that leuae between the City
end the Fine Arte Council. Couneilman Mor~an suggested that the matter be
inaluded on the next agenda with pertinent data~ ete. to be presented for eon-
sideration. Councilman Whelati su~gested that the matter be seheduled at a
future meeting at which time sll proposals and requests could be considered by
Council. Mayor Elson atated that the matter of dieposal of the old library building
shouid be seheduled for a publie hearing and advertised as sueh.
(b) Ameriean Legion - Mr. Wise reported that the American Le~ion had submitted
data end negotiations are underway to determine an equitable value and legai
requirements for dieposal -- the matter will be taken up at the next re~uler
meeting of the Council.

Kenai Fire Rating - Councilman A4organ inquired as to the late~t stetus and also
asked about the possibility of the water storage raservoir at ~Vildwood . Mr . Wise
advised that the water storage facility at N'ildwood would have only a marginal
effeet on Kenai's Fire Rating and reported to C.ouneil that eontaet had been made
with I30 in San Francisco concerning the Fire Rating.
EDA Water Well Project No. 0?-O1-01684 - Council requested an in-depth report
of the progress of the well at their next re~ular meeting.
SeaLand Lease - Couneilman Amberian inquired na to the status and the Airport
Terminal Lease ae well. Mr. Wise reported that a letter ~f Caunc3l's requirements
for the SeaLand lease hed been mailed to SeaLand and also !-Rr. Peek with Kenai
Terminal Enterprises had been contacted and would be presenting data relative
to operating costs to Council for their coneideration.
H-2: City ~ Attorney's Report
(s) Kenai Baptiet Temple - City Attorney ~Villiams reported that the Kenai BapHst
__ Temple had contacted the Cily to advise that they are about to entor into a eontract
for the sale of their building and the potential buyers have indieated that the
KBT ctan continue to operate their school until the end of the sehool year if the
City of Ken~i hes no obleetions. Mayor F.1BOn advised that tho City has the option
to oontinue on aetion as started until the final jud~tnent by the Court or the City
has the option to negotiate a settlement. Couneilman Whelan etated he felt that
the City Attor»ey should negotiate for a settlement that w~uld be in keeping with
the zoning requirements, ote. but would alleviate the necessity of pursuing the
matter in Court.
Aobert Larrabee of the Kenai Baptist Temple stated it was his opinion that puahing
the mattor any further would be costly for all parties involved and etated that if
the City were not willing to negotiate immedietely ~ the TCenai Baptist Temple
would prePer ~tayin~- in their present facilities and tryinq to ehan~e the zonin~
of the area .
MOTION:
Councilmen Morgan moved. seconded by Councilman Whelan, to authorize the City
Manager to enter into negotiations on the Kenai Baptist Temple suit eontingent
upon the firm exerefse of the buyer's option but with the baeis of ne~otiations with
the intent of finalization of the final eale. Negotiations shsll inelude that at minimum
the City be reimbursed for all monies expended and a judgment supporting the
~~ ~oniri~ ordinance be obtained .

Please refer to Mr. Smith's letter of August 29, 1974 and Mr. t;cCulley's letter
of May 20, 1975 which together authorized award and payment of 68.709 percent
of your reimbursement entitlement under Section 206(a) of the Federal 4later
Pollution Control Act Amendments of 1972. Copies of these letters are enclosed
for your reference.
~ Your reimbursement entitlement has been reduced from $286,584 to $272,430. The
'~.~ latter figure is 55 percent of audited eligible costs totaling $495,328. Since
68.709 percent of $272,430 is $9,800 less than the amount you have been paid to
date, we requested on P~arch 18, 1976 that you refund the $9,800 overpayment. I;
copy of this letter 1s also enclosed.
Congress has recently appropriated additional funds to fu1fi11 our commitment
under the legislation c9ted above. Once we recelve the $9,300 refund, ti~re wi11

SUBJECT: Kenai Terminal Enterprises
The basic lease for the Airport Terminal Cafe and Bar was executed
effective November 1~ 1866. This lease was for a period of ten p0)
qears; it set specifie rates for spaee for the life of the lease and
granted an exclusive franchise for the term of the lease.
Aates were:
Bar - 384 square feet x$.65 =$ 249. 60 per month
Cafe - 943 square feet x S.30 =$ 282.80 per month
TOTAL $ 532.30 per month
Bq virtue of the 1976-77 Budget and Council Besolution 75-05. a
rate of ~.87 per squere foot was mandated for all areas oP the
terminel sueceptible to leaein~.
To dste. Kenai Terminal Enterprises has not accepted the mandated lease
terms. CorrespondencQ from K~nai Terminal Enterprises. dated Jan . 12,
Feb. 2 and March 1, 1977, is enclosed. Essentially there is nothing new to
report.
Propose, eub~~c co ob~ecnon, to notify Kenei Terminal Enterprise that
they ehall be required to vaeate the premises as of 31 March 197? . Further
to advertise availability of franchised restaurant space on terms of $. S?
per square foot as mandated subjeet to renegotation annually ea of 1 July.

provided bq Lessee.

Again, thie is a technical ehange to the Airport Regulations as requested by the
FAA .

This is the ordinance proposing a referendum on the Charter, ehanging two
provisions; namely ~ the 25 0 limitation and secondly, suthorized bonding by
the Couneil rather than by the general election referendum . Inasmuch as the
forming of a distriet and a bonding ordinance being one and the same, I feel
that there is little poasibility of the allegation of the Cauncil slipping one over
on the public or the assessment district. However, it might be desirable to
propose amendatorial language relative to the bondinQ action to show an
afiyrmative action~ either by vote or petitian, of the affeeted property ownera.
- There ia a problem here in how to define or equatQ one property owner with the
~~ other; i.e., a property owner with a smnll lot (say, 100 foot abuttin~ the proposed
water or sewer line) end another property awner with sonsiderable fronta~e -
how would the two properties be equated as to either vqlidity in petition or
validity by vote.

. Hearing by the Zoning Commission on A4arch 9~ 19?7, are essentially limitation
of two eir~gle family residences in the RR and RS zones. in both zones, they
are eliminating duplexes through six-plexes~ as epecifieally permitted by the zone.
It muat be noted ~ however ~ that they provided as a eonditional use ~ an opportunity
for election of up to a four-plex, depending on thQ character of the proposed site.
Whereas a eonditional use of multi-family dweliinp,s would be authorized ~ they
elso specify minimum lot eize and maximum lot coverage far that aite, which had
not been previously spolled out in the ordinance. There were, additionally ~ some
minor chsnges as to conditional uses, providinQ for a restaursnt in nn RU zone,
providing for day-care centers fn a number of zonea. Another major ehenge
was a change in parking roquirements for multi~family dwellings, changing the
~~ requirement of one parking space per unit to two parking spacea per unit and
then~ adding to a single family requirement~ two parking spaces for eaeh dwelling
unit which seetion had been loft blank in the ori~inal preparation of the ordinance.

An additional change proposed by the resolution is to provide for 200 squsre feet
~ iather than 180 square feet for eaeh parking sPace. These essentielly are the
changes •proposed by the Planning and Zoning Commf ssion .
~ 4. Discussion of the Old Library Building
I underatand that the Historical Society will present its request for lease of the
Old Library Building, less tbe Old City Hall structure~ at a nominal sum on '
a year to year basis. Further, that the Salvation Army will aupport the Historieal
Society's application . withdrawing their own application for use of the building .
The presumption is here that the Historical Society will permit the Salvation
Army to use the building~ and therefore meet the Salvation Army's needs.
5. Resolution - Police Car Quotes
Quotes have been reeeirred from ail three loeal vendors. The ehoice is essendally
between a Chevrolet and a Dodge ~ with approximately $100.00 spread between the
two. The data is drafted into the resclution, with the blanks left for the deeision
oi the Council as to which vendor they care to award the contract to .
~~ 6. ResoluHon - Awarding Contract for Survey of FAA Lands
This will be a resolution to award a contraet 4or survey of the FAA Airport Lsnds
to McLane Surveying. On review, as requeated by the Couneil. it ia determined
that the basic priees between the two quoting firme are very close. The eost
by MeLane is fixed not to exeeed $8,800.00, but the cost by t~Ralone gurveyin~
is open-ended. Further, the rates charged by McLane are less than the rates
chsrged by Malone. It therefore appeara that the better quote is bq rReLane
Surveying . We recommond that the contraet be awarded to McLane Surveyin~ .
. 7. Resolution - Authorization for t3rant Application
This is e resolution authorizing ue to apply for submitting a grant application to
the Safety Traffie Board for a police radar gun .
8. Resolutlon - Federai Revenue Sharing
This is e resolution authorizing the City Manager to signi[y that the Councii aeeepts
the conditions and aigns a letter of aesurances to comply with Federal regulatione~
' as to Bederal Revenue Sharing.
9. Itesoludon - House Bill 131
~-.~ This ie s resolution proposed ~ requesting the Legislature to amend House Bill 131
on freedom of public information. It provides some additiar-al clarifying language. ~

10. Resolution - Airport Plannin•g Grant
This is a resolution to accept a grant offer of the Federal Aviation Administration
for the Airport Plan»ing Grant. This resolution may not, at this time, be in
your paekage, because we have not officially reeeived the g-rant offer. Nopefully.
we will receive it before the meeting on Wednesday ~and have it in the packet
ac~dition on Tuesday. Our hangup hore is the notification by the State to the
FAA of their committment to share in the funding of the loeal share .
11. Ordinance - Sale of FAA Building #107
Thia is the huilding currently oecupied by the American Leg-ion, whieh they
have requeated be made available for sale to them . In our research of value
of the buUding, it appears that a logical minimum bid would be $?,500.00 and
therefore, we are propo~fng that the f;auneil deelare the buildin~ surplus and
authorize the sale of the building ~ at public auction , to the hi~hsst bidder . it
is presumed that the most logieal buyer will be the Ameriean Le~ion , however ~
we must note that there is no way that we can definitivelq assure the Ameriean
Legion that they will be the sole bidder or suceessful bidder in this parHeular
case.
12. Resolution - EPA Reimbur~ement
During the conetruction of the sewer program several yeara ago, eertein monies
were provided by EPA for the eonstruetion project. (1n audit, after the project~
it was determined by EPA that we had bean overpaid some ~9 ~ 800. 00 under the
eurrent formula for reimbursement. We were notified of this in May of 1976, at
whiah time, we protestod that we were unable to doeument a valid protest. it
$ae been brought to our attention that additional funding is available for this
prof ecit; that ie. a higher level of reimbursement percentage. We have reeently
been contacted by the EPA that ~ provided that we reimburse the FPA the $9 ~ 800.00
whioh we were overpaid, they then could make an additional payment to the City
of $27,300.00, to raise their percentage of participation in the project. Therefore,
we recommend that the resolution proposed be adopted and that we reimburae the
Federal ~overnment the $8, 800. 00 out of sewer bond monios, and on reeeipt of
the $27.300.00, applq it toward the appropriate aeeount.
13. Personnel Ordinance p j
I
The Personnel Ordinance/~ropoeal will be brou~ht before the Council at the
work seasion on March ~, 1977. We need to, at that time, fairly well formalize
the ordinance, as it will have a major impaet on the budget for 1977-78. We
ehould also be prepared to discuss gections 10 and 11 relative to reclsasification
and coet of living increases.

We need to discuss, either at an agenda session or at a work session, the recent
State Supreme Court ruiing as to municipal liability relative to inspeetions sueh
as the fire in Fairbanks, where the City was held liable in that they had not
vigorously pursued abatement actions.

EDA Water TVell Proiect
As you recall in my last report, I tried to explain where we s~ood
i» the development of our new water well. Since that report, r~e
have had many discussions amonges~t oursel.ves as well as at a r~e~ting
held Februaxy 24, 1977, in the City Manager's office with Harold
Gallfett the Project Enyfneer, Gary Anclerson from U.S.r,.S., the
water well drf ller, the on-site inspector for Interstate, Garth
Pehrson, John t9fse, and myself. The final decision from this
~~~ meeting was to continue as spelled out in the specs wfth the
development of the water we].1 by trying to develop the 150' to
180' aquifer which we have encountered. Due to the shallowness
of this aquifer and the effect that the existing test wc~ll appears
to have on thfs a~lquifer, a ccz»sider.ab].e amount Qf effozt will be
expended in monitering wells in the close proximity of ~9e11 ~2
during the test pumping and development of Well ~2. It is the
feeling of Harold Calliett, the Project Engineer, that we will be
a~.1.e to obtain a sufficient amount of water from this~ shalloc~
acquifer ti,o satisfy our needs. Bow~ve.r., there is no way to reall~-
8etermine whether sufficient water does exist until we have teat r
pumped this well for a period of four to five days a»d posaibly
longer. As for the completion of the installation of the 12" ductle
watex li»e, Brown and Doyle have fir~ished the installation of the
line. They are no~~ in the process of flushing this line, sterlizing,
and pressure teating. Once this line has been accepted, the ffnal
tie-in will b~ made into the exfstinc~ 12" watex line which lies
juet west of well #1.
Sewer Treatmen~ Plant Studv
It appears that we are finally getting our Sewer TreatmEnt Plant
Study off of the ground. In the past several weeks I have had
several meetings with Lauren Leman, the engineer for CH2Di Hill,
in which we have been outlining and preparing a facilities plan
~~ ~Ad a Step 1 Grant Application. Wednesday, February 23, 1977,
we had a very lengthy meeting with the Assistant U. S. Attorney
from Anchoraqe, an attorney from E.P.A. out of Seattle, an engineer
• from E.P.A. based out of Anchorage, an engineer from D.E.C. based
out of Anchorage, Lauren Leman from CH2P~lttill, the City Attorney,
the City Manager, and myself. The basfs for this meeting was to

come to an agreement between the City and E.P.A. on immediate
~ steps to be taken by the City of Kenai to bring our sewer treatment
' plant into compliance with our dfscharge permit. There were a
number of items discussed throughout this meeting out of whiah
came seven items which both parties finally agreed to. It was
the feelings of E.P.A. that if these seven items could be complied
~ with, our effluent qualities could be improved. It was noted by
the Ci~y~that five of these seven items are being complied with
,at the present time and that the two remaining items would be qiven
some consideration. The City, in addition to these seven items,
aqreed to file a monthly report on the progres~ oE these seven
items to E.P.A. and D.E.C.
Notes The following will be a progress report on a few items which
t~Public Works Admfnistration have been working on. As you are
aware, we have been trying to complete a map of the City of Kenai
showing roads which the City maintains. This map is very essential
as completion of this map and submission of same to the Alaska
Oepartment of Highways will result fn increased monies from our
state revenue sharing. We have been trying ta complete this map
now for a period of over six months. Other items which we are
behind on are such things as the completion of O and~ M standards
ancl the advertfsing for bid on a contract for the 0 and M of our
city street lights which are located along the Spur Highway. As
was discussed at a work session between the Council and Administration
several months ago, was the exploration of and possible development
of a gravel pit for the City of Kenai and a planned use for loca~.
~~ roads and trails money for this upcoming construction season. As
of today there has been no tiurther progress on these two projc~cta
and tihe construction season is fast approaching. There is also a number
o~ t:ater and sewer mains which should be constructed during this
summer construction period. However, the basfc engineering work,
cost estimates, and aclvertisements for bids have not yet been prepared.
If ~hese items are not completed in the immediate furture, we will,
as usual, miss another construction period. To make matters worse,
the construction season will be starting in the very near £uture
and there will be virutally no time to spend on the completion of
these projects until next fall. Another upcoming project, which
, will require a great deal of time, is the Sewer Treatment Plant
Stiudy. Once this study has begun, unless proeisions are made to
hire aome additfonal personnel, a great deal of my time will be
spenti doinq nothing except working on this sta~dy. Other items
which are not qetting completed arQ such things as ordering repair
and maintenance supplies for the water and se~r department for
this upcoming•construction season, siqns and ~aterials for the
etreet department, and the development of oil~ing plans for the
aity streets for dust control. To make all off the above matters
worse, budget time is practically here. Once we start workinq on
this budqet, I will end up spending over 90~ ~f my time working
on the Public Works budget. Needless to say, the abuve items,
along with many of the day to day items, will not get done.
