CONSENT TO ASSIGNMENT
The Assignment from MARK D. HODGINS, d/b/a GO MACHINE
SALES 6 SERVICE. to BRIAN L. PECK and NANCY J. PECK, dated February 18,
1975, covering the following -described property:
Lots Seven (7) and Eight (8) , Old Aircraft Apron.
Kenai Municipal Airport. as described in that
Certain Quitclaim Deed from the USA to the City of
Kenai, filed in Book 27 of Deeds at Page 303, Kenai
Recording District, Third Judicial District. State
of Alaska and including the hanger ani
improvements thereon;
Is hereby ACKNOWLEDGED AND APPROVED, subject to the same
terms and conditions as contained in the original Lease above described.
This Consent is given by the City of Kenai without waiving any
right or action. or releasing the Assignor from any liability or responsibility .
under the aforementioned Lease, and does not relieve the Assignee from the -
condition requiring City approval for any subsequent! sublease or assignment.

Dear tor. Carver:
Last year the City of Kenai permitted the several school
buses being parked on Trading Bay Road to park on the
�Zderl old runway at the Airport.
_ Again this year buses may not be parked on a City street
r a 7 as they were on Trading Bay Road. Further, use of the
old runway for parking this year must be in accordance
with a special use permit.
Before the school year begins, it would be desireable
that the parking problem be resolved. Please contact me
if you have any questions or comments in this regard.

Gentlemen:
Enclosed is the yearly lease payment for -the above referenced lots. As
per instruction of the Finance Director, note that the penalty of $308.61 has
not been included at this time, I have asked the Finance Director to waive the
penalty because in principle your method of collecting one year's lease in
advance, and one year's tax in advance doesn't seem equitable, when the tax
is based on a monthly payment. In other words, if I must be taxed based pn
a monthly system, why can't I make monthly payments, if not for -the entire
lease amount, at least for the amount of the tax itself. When we first began
the leases we were making quarterly payments:
I have been with my attorney, 14r. Ted Carson, on the above matter and
was caught unaware of the 101% penalty as I was making an earnest effort to
satisfy myself that the Boro and City had the power to collect tax in advance.
I'm sure I don't need to point out to you.. Gentlemen, the difference to
a smell business of A300 tax opposed to $25, or a penalty levied for $308.61
which, by the way, has been computed to include 101. of the yearly tax also.
I believe you can only penalize on the yearly lease amount, not on the prepaid
taxes also.
I respectfully request that the City Council waive the penalty of $308.61
levied against me and investigate the legality of prepaying taxes except on
a monthly basis,
