requires a letter of intent to eontinue the City of Kenai Senior Citizens
Title III Program for FY 78-?9, and

WHEREAB, this establishes the maximum level of loeal suvport to be
provided by the City of Kenai at $9 ~100 eomprised of ~7, 900 rent of

SUBJECT: public Works Report for City Council t4eeting of
January 4, 1978
EDA Water Well Proiect
On Wednesday, December 28, 1977, we switched our water system from
operating out of t7E11 House ~1 to Well House ~2. City Electria,
a subcontractor of Interstate, completed Change Order No. 12-IN
.• and the Well House is presently runninq smoothly. It may not be
~ necessary to have another change order to clean up the paperwork
and give us compensation for the contractcr not spending as much
time on TV inspection and well development as estimated. We are
~: going to handle this by simply adjusting the pay items on the
'~ pay estimate. I doubt that the December pay estimate will be
submitted in time for this Council meeting. ,

EDA Water Tank, City Water and Sewer Improvements, and City
Street Improvements ~ ~
There has been no change in status on these projects. I did review
the Alaska D.O.T. permit concerning the McCollum Sewer improvement.
(A portion of this prdject lies within the State's right-of-way.)
DailY Happenings
I completed marking up (asking questions and mak3ng suggestions)
the check prints i receivea from Loren Leman of:CHZM Hill.concerning
the interiwn modification of our present Sewage Treatment Plant.
We have been well within the allowable specifications on Wastewater
Oischarge Permits for the last two months. The main reason for
improvement is the lower flows we are having. Another reason is
the extra additional work that has been done bv our Sewer Treatment
Plant Operators. They have qufte a bit of pride in their work (and
- rightly so). The Sewer Treatment Plant Operators would like to
~,J invite the City Council members to vfsit the plant. If the Council
so desires they would be more than happy to run a complete tour~
of the facflity at any time.

On Monday, December 19, 1977, I dug two test holes £or mechanical
gradation soils analysis for the three million gallon storage tank
project. (EDA was concerned about frost susaeptible soils.) Both
samples looked as expected - good clean sand with very little gravel.
Jerry Fay, the Field Tech Represen~ative for 3M Company spent half
of a day here tryinq to get our sign baking machine working.
Uafortwnately, there has been a factory mistake and there needs
to be some work 8one inside the machine. Jerry Fay is going to
brinq a factory electrician to rewire this machine and get us going
in the sign making business.
The Corp of Engineers report on the bluff erosion problem should
be in the Council's packet for this comfng meeting.
I have talked with Homer Electric about gettinq lights set up at
the Library and initiated the paperwork. They again promised to •
qet the ligh~ replaced on the ccrner of Ames Road and Beaver Lvop.
We had the lift stat3on that receives sewage from the basket go
out on Tuesday, December 27, 1977, and had to get an electri.cian
to repair it.
I am still working on the equipment auction and purchase of new
'-' equipmen~. We had a fairly good snow fall this past week so we
- have been busy with snow removal also.

OP THE CITY OF KENAI TO PROVIDE PENALTIES POR THE DUMPING OF SEWAGE
INTO A CITY MANHOLE WITHOUT A PERMIT.

RE: Report on Processing of Ci~y Dock Lease Approval Request
Dear Mr. Mayor and Council: '
As a follow-up to the hearing which occured before the City
Council~ the required formal submittal of the proposed lease
between the City of Ken~i and Salamatof Seafoods has been
• accomplished. In order that it would be acco~plished as soon
as possible. Salatnatof Seafoods has provided considerable time
and effort in accomplishing the required approvals.
~ In connection with such efforte, a conference was held by
z- President Tom Waterer and myself with the Chief, Lands and
Locatable Minerals branch of the Buresu of Land Management
on Thursday, December ~, 1977.
At the time, the informal observation of Mr. Johnson was that the
lease appeared to comply with the regulations and the policy o.f
the Bureau of Land Piana~enent. It waa explained to him that
eoncrete footin~s had been installed at Salamatof Seafoods risk.
Mr. Waterer, also, informed him that a building to be placed upon
those f~otings~ was ordered and should be arriving in the next
few months. It was our impresaion that the erection of such a
building would be a reasonable action even though formal written
approval had not qet been received.
While there seems to be aome considerable risk in the caurse of
action involving placement of the building on the footings before
formal approval has been received, some measures muet be taken
in order to prepare for the summer season.
This letter is intended to be both a status report on the actions
involving approval of the proposed'lease, as well as, a request
for authorizati,on to proceed with the building.
The request for authorization to proceed with the building is
'~ addressed to you because of the fact that planning and actions
for the 197~ season must move forward~ if a reasonable service

We have not complied with this request in detafl because ~
it is very difficult t~~ pro3ect a drav~ing oY a cubical, • '
in dimensions that are required in an architectural drawing,
beaause of the many c~u•.nges that are•taking place, and have,
while this area was un~ter constructfon. It has been neass-
sary to plan as we buila to keep within the basia proposal
that we sub~itted to the building inspector when we re-
ceivea our building permit for this pro3e~t, sometime in
Oatober or November of 19??•

Dear Mr. Vrise:
I wculd like to brina you up to date on the status of matters
with mviease and ler~se space. Z have installed a pezmanent waii
inaorporating the larger lease area. The shop is now more secure
than it was in the past, also I believe, more attractive. The elec-
tricity (outlets) have been installed around the baseboaYd area, .
bfll presented to me, and same paid. I have been paying for the in-
creased space sirice it was voted on in council. As per our discussion,
of the area outside of the lease space where vendinq ntachines (under
my franchfse) now set, I aqree to pay the amount of $5.00 per moath
f or each vending machine I have undez myfranchise, aad S2.S0 per
month for any newspaper stand, not in m.y lease area. If the council
agrees I understiand thia will be adde8 to ~ay lease, or t4se Iease
amended to include same. Mr. Wise, as I have been held to proposals
by me, in my proposed lease, which di8 not end up in the final lease
aqreement, I should like to ask that the lease ( when it is amended
to inclufle~vendinq machine space) include phraseoloqv that I had in
my proposed lease. Namely that i£ the Tern-inal is enlarqe8. chan,qed,
rebuilt, or altereS in any way tihat my lease and exclusive £ranahise
would still be in effect.
You may be pleased to know that since I had the wali buiit, it has
acted as a flow barrier an8 the shop stays considerablv was7aer
than it did before. Sowever, we have not had the intense cold we
~id when Z~rote to you before. I believe that the part~.tion has
solved some of the heat probiems, in raX area, but it has not been
proven out yet. Sowever, there is now a probiem ~rith the thermo
stat adjustor in n~y area. It seeme to have no effect what so ever
~ no matter where its set) on whether the faa-heater qoes or not.
Z shouid like to have it reaaired; or replaced hy the City. Also
I appreciate the Citys effarts in obtaininq Kenai Glass to check
into the problem of floodinq. ~ hope they can do some~hing about
the proble~a, which is really severe when it rains or thawe, especi.311v
before break up.
I woulc9 like to conclude by asking that I be put on the aqenda for
the aext council meeting ( en8 of month) for persons to be heard.
