Our legislative group does not know how much of Anchorage and Juneau is satisfied with Cash Supplement, if those two areas are satisfied then Kenai will be in bond package with smaller cities and chance of bond passage without Anchorage and Juneau voters is dim.) IV. St. Revenue Sharing Still appears at 100% compared to present 75%. Ti-iis would increase City share from $166,758 to $221,834. V. Box 580 Kenai, Alaska 99611 Subject: Kenai Borough Airport Study Dear Mr. O'Reilly; I9e are in receipt of a copy of a letter you sent to Mr. Paul Larson regarding the proposed Kenai Borough Airport Study. There is apparently some confusion regarding the background of the letter we wrote to Mr. Gilman. This letter is written to provide some back- ground information to you and the City Council regarding this proposed Airport Study. By separate letter, (copy enclosed) we have submitted a detailed accounting of the work that we accomplished in the lobbying effort for ADAP grants for the City of Kenai. That subject is covered in detail in that letter, along with a bill for my services for that work. In your letter to Mr. Larson, you stated that there were never any recorded conversations between myself and the City of Kenai regarding a proposed Kenai Airort Systems Study. We had brief conversations with Mr. Charles Brm m on two occasions and one conversation with Mr. Jim Swalley and W. Keith Kornelis regarding this proposed project. These conversations were conducted to determine the city administration's preliminary feelings regarding an Airport Systems Study. Generally something that is of a preliminary nature can best be handled by coordination with the city's administration. S9e did not feel Council approval was required for this preliminary work. In your letter to Mr. Larson you also mentioned that there are a number of transportation and airport planning efforts underway which embrace the Kenai Airport. In our investigations for an airport systems study, it was pointed out to me by officials from the Federal Aviation Admini- stration and the State Department of Transportation and Public Facilities - a Mr. Vince O'Reilly April 2, 1980 Page 2 that the detailed systems planning effort required for the Kenai Peninsula ..ould, in all probability, not be included in any proposed or current planning effort. Utilizing this information and advice from these two airport authori- ties, we felt that an airport systems study, specifically studying the Kenai and Soldotna Airports, would be of benefit not only to the Kenai Peninsula Borough, but to the City of Kenai and to the City of Soldotna. Ife sincerely hope that these comments will provide more information to yourself and the City Council on this proposed airport systems study. We are available to answer any additional questions that you or the Council may have on this subject. In closing, we would also like to comment that we feel our efforts in regards to obtaining ADAP grants for the Kenai Airport were somewhat successful. Please accept our apology for not submitting a written report sooner on this work. However, as can be seen by the total amount of the bill we did not reach the 10 hour maximum or $450.00 figure required in our contract for a report at this time. We have made several personal contacts with representatives from the Federal Aviation Administration and the State of Alaska Department of Transportation Public Facilities regarding grants for the Kenai Airport. Additionally, we had several conversations with your administration regarding progress on the grants for the Kenai Airport. We feel our efforts were beneficial to the City of Kenai. As you know the City has recently received a $405,000.00 grant for the upgrading of the Airport lighting system. Additionally, the FAA and the State are well aware of the other needs that you have at your airport. The reviewing officer shall consider the performance evaluations completed by the rating officer in evaluating the rating officer's performance. 23.45.040 Review of Performance Reports: The rating officer shall discuss the performance evaluation report with the employee before the report is made part of the employee's permanent record. If the rating officer plans to recommend the denial of an in -grade salary increment or recommend an extraordinary increment, the report must be discussed with the reviewing officer and the City Manager prior to review with the employee. 23.45.050 Unsatisfactory Evaluation: Employees who receive an overall rating of "unsatisfactory" on their annual evaluation shall not be eligible to receive an in - grade salary increment. Employees who receive two con- secutive overall ratings of "unsatisfactory" shall be subject to dismissal. 23.45.060 Performance Evaluation Appeal Procedure: Employees' performance evaluation reports shall not be subject to the standard grievance procedure. Employees shall have the right to appeal their evaluation in accordance with the following procedure: (a) Step 1, If, after a review of his performance evaluation report with the rating officer, the employee feels that the report is unfair, he may request a meeting with the reviewing officer by checking the appropriate section on the report. The rating officer will then immediately forward the report to the reviewing officer who will arrange to meet with the employee within 5 working days after receiving the report. The reviewing officer will then forward a decision in writing to the employee within 5 working days after the date of their meeting. (b) Step 2, In the event that the employee is dissatisfied with the decision of the reviewing officer, he may within 5 working days of receipt of the decion appeal his performance evaluation report, in writing, to the City Manager. The City Manager shall within 5 working days meet and discuss the report with the employee. The City Manager will, in writing, make a decision within 10 working days from the date of their meeting. The decision of the City Manager will be final. 23-25
