Dear Don:
Re: Federal Flood Insurance
As I understand, the Borough Assembly opted out of participation in the
Federal Flood Insurance program taking the cities with that action.
I am inquiring on behalf of the City Council as to what options are open
to the City and those of its residents who do wish to participate in the
i program. 1
Please understand, in addition to Kenai River potential flood hazard, we
i experienced some flooding, incidents from Beaver Creek which cost some
of our citizens damage.
If you, the Assembly or the Planning Department would offer some guidance
or point out how we should proceed independently, -we would appreciate.

JUNEAU SITUATION

I. House and Senate Supplemental Appropriations
House Appropriations out of committee and passed House.
Senate Appropriation out of committee yesterday, to
Senate today or tomorrow.
House and Senate items have considerable discrepency,
will have to be worked out in free conference which may
start Friday, April 11 or Monday, April 14th.
Overall amount appears to be $418,000,000. Using
population as -a factor 1.25, Kenai City'on this basis
should receive $5.225,000,,_.

Re: Juneau Situation

III. In Bond Issue
Harbor $4,000,000
(Appears secure)
Culture Center 5,100,000
(Probably in deep trouble. Our legislative group does
not know how much of Anchorage and Juneau is satisfied
with Cash Supplement, if those two areas are satisfied
then Kenai will be in bond package with smaller cities
and chance of bond passage without Anchorage and Juneau
voters is dim.)
IV. St. Revenue Sharing
Still appears at 100% compared to present 75%. Ti-iis
would increase City share from $166,758 to $221,834.
V. Municipal Assistance Fund
House put it at $11,400,000, should be $13,400,000 BASE
and really should be $25,700,000 and then $41,700,000
For City this means:
$145,965 at $11,400,000
171,567 at $13,400,000
329,049 at $25,700,000
533,915 at $41,700,000
Lt. Governor Miller said he will give this his personal
attention, will talk with Governor and report back to
City.
Things To Do
A. Our Senate District has approximately $22,000,000
allocated to it. (We are about 20% of District, so
should receive $4,400,000)

Re: Juneau Situation
Page 3
Included in $22,O00,C00 is $3,820,000 for the Homer
Harbor, this project is really of State-wide implica-
tions and effort should be made to shift to Governor's
budget or indication by him that the $3,820,000 will
not be counted against our Senate District allocation.
S. Continue to:
1) hold Revenue Sharing at 100%
2) get some settlement on Municipal
-- Assistance 1980 and 1980-81 funding
and full funding 1981-82
C. On bond issues
1) bring a ton of back-up material to
assure Harbor is included in bond
issue 1980. Otherwise two years are
missed.
2) Keep Kenai Culture Center included under
any conditions with Anchorage and Juneau.

Subject: Kenai Borough Airport Study
Dear Mr. O'Reilly;
I9e are in receipt of a copy of a letter you sent to Mr. Paul Larson
regarding the proposed Kenai Borough Airport Study. There is
apparently some confusion regarding the background of the letter we
wrote to Mr. Gilman. This letter is written to provide some back-
ground information to you and the City Council regarding this proposed
Airport Study.
By separate letter, (copy enclosed) we have submitted a detailed
accounting of the work that we accomplished in the lobbying effort for
ADAP grants for the City of Kenai. That subject is covered in detail
in that letter, along with a bill for my services for that work.
In your letter to Mr. Larson, you stated that there were never any
recorded conversations between myself and the City of Kenai regarding
a proposed Kenai Airort Systems Study. We had brief conversations
with Mr. Charles Brm m on two occasions and one conversation with Mr.
Jim Swalley and W. Keith Kornelis regarding this proposed project.
These conversations were conducted to determine the city administration's
preliminary feelings regarding an Airport Systems Study.
Generally something that is of a preliminary nature can best be handled
by coordination with the city's administration. S9e did not feel
Council approval was required for this preliminary work.
In your letter to Mr. Larson you also mentioned that there are a number
of transportation and airport planning efforts underway which embrace
the Kenai Airport. In our investigations for an airport systems study,
it was pointed out to me by officials from the Federal Aviation Admini-
stration and the State Department of Transportation and Public Facilities
-
a
Mr. Vince O'Reilly

that the detailed systems planning effort required for the Kenai
Peninsula ..ould, in all probability, not be included in any proposed
or current planning effort.
Utilizing this information and advice from these two airport authori-
ties, we felt that an airport systems study, specifically studying the
Kenai and Soldotna Airports, would be of benefit not only to the Kenai
Peninsula Borough, but to the City of Kenai and to the City of Soldotna.
Ife sincerely hope that these comments will provide more information to
yourself and the City Council on this proposed airport systems study.
We are available to answer any additional questions that you or the
Council may have on this subject.
In closing, we would also like to comment that we feel our efforts in
regards to obtaining ADAP grants for the Kenai Airport were somewhat
successful. The FAA and the State are well aware of the needs that the
Kenai Airport has at this time.
Sincerely,
TED FORSI AND ASSOCIATES, INC.

Subject: Final billing and justification report for work done
lobbying for airport grants for Kenai Municipal Airport
Dear Mr. Kornelis;
The following is our final billing and justification report for the work
completed in assisting the City of Kenai in obtaining Airport Development
Aid program grants for improvements to the Kenai Municipal Airport.
Please accept our apology for not submitting a written report sooner
on this work. However, as can be seen by the total amount of the bill
we did not reach the 10 hour maximum or $450.00 figure required in our
contract for a report at this time.
We have made several personal contacts with representatives from the
Federal Aviation Administration and the State of Alaska Department of
Transportation Public Facilities regarding grants for the Kenai Airport.
Additionally, we had several conversations with your administration
regarding progress on the grants for the Kenai Airport.
We feel our efforts were beneficial to the City of Kenai. As you know
the City has recently received a $405,000.00 grant for the upgrading of
the Airport lighting system. Additionally, the FAA and the State are
well aware of the other needs that you have at your airport.
