Vince that time I have had a coven hour negotiating sonnion with Hr, Yorbich, attorney for fialarnatof, Mayne Littleton, Procident of Ualamatof, Bob Scott, Manager of Salamatof, and rocky Simpson of Alaska itonowablo Recourcon Corporation concerning the lease provifsiona and the regulations which are in dioputo and also the rate achedule which had been proposod. Ranger Holoon of Cook Inlet Procoasorts, who had indicated an interest in using the dock, was also present during this conference, As a consoquenco of that conference, Salamatof tsar propoond the modified fee schedule, a copy of which in attached hereto, which I feel is reatsonable in light of the inveotment which galamatof has in the dock and facilities and the value of the cervices to he rendered. Yerbtch, maintains that the priority in 19 and the percentage in 20 and the first -come, first-sorve basis are subject to the claucce concerning material impairment in Sections 17 and 18, 1 believe that the intent of the lease is that during fishing season the dock ohould be used on a first -come, first -serve basin and that the materially impaired clause was not intended to restrict that method of use. Mr. Yerbich has reserved a place on the agenda undor "Persons Scheduled to be heard," to present to the Council his arguments concerning these rates and regulations. Since we received this land from the Bureau of Land Management "for public docking facilities, maritino commerce, transportation, warehoursing, distribution of commerce, fishing, and port rnd waterfront development purponeo, only," i believe that the City must be very careful to protect the very small public use that the lease provides for. Yet the people who have been paying taxes for years fronting on Overland and Upland Streets apparently were not given any consideration in the planning whatsoever. i'heae are the only two streets south of the highway that have not boon paved or are not in t!18 Planning stags of being paved. OF THE CITY OF KENAI, ALASKA, REQUESTING A GRANT IN THE AMOUNT OF $643,500 FROM THE STATE OF ALASKA. WHEREAS, the State of Alaska is authorized within Chapter 86 SLA 1974 to allocate $643,500 to the City of Kenai as a Port Facilities Development Grant, and WHEREAS, the City recognizes that this $643,500 will represent 90% of the total estimated project cost as listed below, and that the City will be required to make a local contribution of 10% of said total estimated project cost, and WHEREAS, the City intends to use these monies in the following estimated amounts for the following specific purposes relating to port facilities improvements: i Site Acquisition Cost $250,000 Other Engineering (Planning) 250000 Engineering 150,000 ! i Construction 200,000 Contingency 90 000 71 ,000 WHEREAS, the City has conducted a feasibility study which includes two (2) alternative development plans, and WHEREAS, the City will identify which alternative will be pursued through further planning effort. We have investigated the problem in the past and found at that time that there were problems in justifying Corps of Engineers involvement in a federal project due to private ownership of lands and economic justification. This letter contains a brief report on their analysis and recommendations concerning the bluff erosion along Mission Avenue. Mrs- Tart of Woodward -Clyde made a field trip to -' Kenai and prepared the letter report at our request. Briefly, the report states that, from a visual analysis, the • erosion problem is closely related to the presence of water, from both surface and subsurface sources, along the affected - area of the bluff. The report goes on to state that the cost of a more complete field investigation, which would be necessary for any engineering design solution, would be -quite costly, and that the net effect would be considerable expenditure with no guarantee of a cost-effective bn lasting solution. The only improvements which may be affected by continued erosion are Mission Avenue and the sewer line down the bluff. Both of these facilities are now some distance back from the active erosion area, and unless the rate of erosion. were to be considerably increased, are in no immediate danger. The report therefore concludes that a close monitoring system be established, and that certain relatively inexpensive measures be taken to control the rate of erosion through water control. Anchorage, Alaska 99501 Subject: Kenai Slope Erosion Study Dear Mr. Reiland: As per our tolephone agreement on September 23, 1077 I have made a trip to Kenai on that day to inspect an eroding bluff adjacent to the Kenai River near its mouth. The bluff is located approximately 200 feet south of Mission Avenue near its intersection with. Main Street: (Refer to Figure 1 for the details of the location of the slope.) It is our understanding that Kenai city officials are concerned about the slope erosion. They would like to know the rate of northerly advance of the bluff and what could be done to prevent this advance. Additional- ly, they would like to know the relative costs and relative effectiveness of various methods that could be used to retard the erosion. This report will give answers to some of these questions and will tell how „ more definitive answers can be developed for other of the questions. This report is based on a vary limited study, and our recommendations should be examined with that in mind. Observations The following observations were made by walking along the bluff and then climbing down the slope and walking along the boach examining the slope from both positions. As shown on Figure 2 the slope can be broken into four sonde. Beginning at the westerly edge of the area examined, that Is the slope immediately north of the sewer interceptor building, the slope 19 vegetated and there is vary little, if any, recent sloughing or eroding. Gully A as shorn in Figure 2 appears to be a result of burying a pipeline or sower along tho slope face without proporly reestablishing .. the vegetation. Other than this the erosion foaturos.and sloughing appear to be relatively minor within this zone. The soil in this zone appears to be's fine-grained silty sand or a sandy silt with some form of cementation. The next zone to the east is Zone B as shown on the figure. The soil in this zone appears to be a lightly comontod sandy silt, tan in color. In this zone the bluff seems to have been undurcut and there seems to have been recent sloughing along the slope. It appears that Gully B was caused by surface drainage and that this erosion could have allowed f water to get into the lower parts of the slope in this zone. The lower area then became moist, minor disturbances such as wind or wave action could have caused undercutting which finally resulted in the collapse or •.� ' sloughing of the upper part of the slope. On the east side of Zone C there is another gully which seems to have been caused in part by the failure of a storm sewer passing within the gully. It appears that this storm sower was backfilled in such a manner that the natural vegetation could not reestablish itself, thus the erosion process along the storm sower eventually caused the failure _. of the storm sewer. At one time, there was a walkway from the top of the bluff to the beach which was also affected by this erosion. This is evidenced by the concrete steps on the beach and concrete slabs scattered along the slope. Another factor in the erosion along Gully C, is the significant amount of seepage in this area. About three quarters of the way down the slope, water can be soon running freely out of the slope. Zone D represents a significant change in the geologic structure along tho bluff. Adjacent to Gully C and to the east, the bluff is composed of a lower strata which appears to be a siltstone conglomerate. This strata is overlain by silty matorial which appears to be quite similar to the soils observed in the other three zones. Possible Causes of the Slope Sloughing -The lightly cemented si;ty soils found along this bluff are character- istic of wind blown deposits. Many natural wind blown deposits can maintain nearly vortical cut slopes. However, onco those deposits are disturbed it is impossible to replace them such that vertical standing slopes can be maintained. The northerly advance of this particular bluff face appears to be directly related to surface and subsurface erosion. In the case of the surface erosion the erosion seems to have been initiated by some disturbance of the natural silt deposits. Once this disturbance was made subsequent applications of water caused erosion. The progressive erosion allowed more water into the too of the cuts in the lower portions of the cuts and caused doopor cutting into the face of the slope. The toe became saturated and collapsed removing the necessary support for the upper portions of the slope. In the case of tUlly A, the erosion has not progressed to a critical point. Inethe case of Gullies B and C, the erosion has progressed to the point that a large slide has taken place near Gully B and a storm sewer has boon destroyed in Gully C. Subsurface water is probably a major cause of erosion in Zone 0. There appears .to.be very little significant surface erosion in this area. However, there does appear to be a significant amount of seepage at the contact between the silt and the silt:itono. A contributing factor to the erosion of the slopes could be wave under- cutting and wind erosion on the face of the slopes. However, it is believed that these phenomena have had only minor effects on the slopes. ,l Woodward-Clydf) Consultants Possible Effects of Slope Sloughing- ... To rationally recommend steps that should be takon to prevent further erosion of the bluff, ono must consider the offec:ts of the erosion if not contained. From my observations and a minimal amount of verbal data concerning the history of the bluffs, it appears that the natural advance of the bluff face to the north is quite slow, say less than five feet per year. There are no significant structures in the area shown in Figure Z within SO feet of the edge of the bluff. It appears that it could be on the order of 10 years or more before any structure could be affected by the erosion of the bluff. Although structures probably will not be involved, there will be a loss of land. The value of this land should be considered in evaluating what should be done to prevent further erosion of the bluff. Those costs should then be compared to the cost of the necessary geotechnical investi- gation and the protective measures •requirod to adequately protect this slope from further erosion and sloughing. The next section will describe the possible investigations that could be made and their.reiative value In further protecting the slope. Methods of investigation_ To protect this slope from further erosion and sloughing, one would have to make a very detailed geotoehnicai investigation. After such an investigation it is likely that there would still be some erosion and 41oughing unless very expensive and comprehensive measures were taken to eompietoly protect the bluffs Such a detailed gooteehnieal investigation would include an analysis of.aerial photography, surface geologic mapping, and a complete boring and sampling program. The cost of such an investi- gation could range approximately from $10,000 to as much as S30,000. Subsequent construction program ainoexcess of$100,000ns from such an vwith gnoiguarantee on could rthat tthe in a program would actually work. Probably the most practical procedure which could be followed in the way of investigations of this site would be the establishment of the actual irate of erosion of the slope in the natural condition. That is, study old photographs; talk to long-time residents of the area;.review engine- ering design and construction documents for facilities built on or near the slope; and study both now and old aerial photographs. Then begin an active monitoring program which -would document any movement occurring on the bluff. With the inforMation gained, one could estimate the rate of advance of the bluff faeo. Then one could evaluate the economic impact of such an advance and make further decisions as to what should be done to prevent the advance, if anything. Recommendations Considering the discussion above, the following Paragraphs give the approach which we would recommend as an economical method to understand what tho slope is doing, why it is doing it, and what the future effects might be. I I .I I ^Y�'tAcfr milt EErt . ` vu 1. We feel that surface drainage is a major problem. All surface drainage should be diverted such that it does not go over the edge • of the bluff. 2. Subsurface water seems to have an affect on the area adjacent to and east of Gully C. The water and sewer lines in this particular area should be checked for leaks. if leaks are discovered, thoy should be quickly stopped. 3. Erosion is generally initiated along paths of disturbed material. This disturbance can be caused by construction activities on the slope or animals and people walking or climbing on the slopes. It Is recommended that an inexpensive fence be placed at the edge of the bluff to prevent animals and pedistrians from going over the edge of the bluff. Inexpensive fence is suggested since it is anticipated that the bluff will continu.& to advance and the fence will require replacement and/or moving as the bluff advances. It is also recommended that no additional construction be allowed"on or adjacent to the face of the bluff. . 4. The possibility of native pianting.on the areas where the soil is exposed on the slopes should be studied.. Revegetation on those slopes may be difficult and may damage the slopes if proper precau- tions are not taken. For this reason, careful study into the procedures of revegetation should be made prior to initiating a revegetation program. „ S. All movements of the bluff should be monitored by keeping a eontinu- ing record of photographs and notes describing the advance of the slope. Those notes and photographs should be made after noticeable slides and at least once a year in the early fall. 6. The rate of advance of the"slope should bo•estimated from avafiabie historical records. 7. The impact of the sloughing at the rate doterminod above should be examined. S. If the overall impact appears to be significantly adverse, further geotechnical investigations should be performed and the remedial work recommended in that investigation to prevent further advancing of the slope should be carried out. On bohalf of Sea Airmotivo Airlines (SEAIR), I respect- fully request that the City Council reconsider its previous finding and resolution prohibiting the consideration of any lease or sublease arrangements accomddating any new carriers in the Kenai Municipal Airport Terminal. I am basing my request on two primary considerations: • ; 1. The allegations of congestion on the ramp and inside the terminal at the Kenai Municipal Airport are simply not accurate. As you know, we have already institut- ed service and are ticketing our passengers in the airplane. I The claims that tho ramp would be congested with SEAIRts ' scheduled norvieo have not come true. Our experience inside the.terminal has been similar. There is a brief moment on r, some days (30 minutes or less) when there is some crowding in the terminal. This occurs when the Wien Jet is to load larget preparing groups of people (which is not vary often). If doomed necessary, this small amount of crowding could be alleviated by moving the bear which is presently located in the middle of the ticketing area. It is not in the public interest to continue the leases presently in effect for space in the airport termin- al. It is my understanding that most of the leases in the terminal come up for renewal this month. SEAIR respectfully requests that the City Council find that it is not in the public interest to continud leasing approximately 2400 square feet of space to one carrier serving the airport, 200 square feet to another, 57 square foot to another and 0 square feet to yet another. Now would be an opportune time for the Council to make necessary adjustments in the square footage allotments so as to provide an adequate amount of space inside the terminal to the carriers serving Kenai. We would be happy to provide architectural assistance in planning and drawing possible ticket counter arrangements. III. We would also like to renew our suggestion that a counter be built for use at one end of the porch at the entranco to the terminal for baggage check in purposes (and ticketing if necessary).' SEAIR would build the portable counter to specifications approved by the Airport Manager at its own cost and share it with South Central Air and the other carriers, if they desire. Baggage could then be transported around the outside of the terminal to the aircraft, thus reducing baggage traffic through the terminal. In sum, SEAIR can easily, without even the slightest incon- venience to anyone, be accomodated in the terminal. We are providing quality service and the public response has been excellent. Now, more than ever, we need to use the terminal so that we can provide a full range of travel services to our scheduled passengers. Thank you for your patience and reconsideration. Grant On Friday, May 22, 1981, I was informed that Vicki Cannard from DOT/PP, Anchorage office, had called indicating our Resolution 81-51 was not - acceptable to DOT. I followed up on this call today and spoke to Vicki: She said their concern was with the wording in the 4th "WHEREAS", which states: "WHEREAS, the City has included an alternative development plan should the phase of our project identified as the small boat harbor basin is not found to be financially feasible." Softball Fields - Now this year - Water line has been Installed - fields have been fertilized and some areas reseeded this spring. Dirt work along fences. Watering daily until rain this week. Kenai Cemetery - Several days are spent each summer mow nq and' tr.imminq, etc. at the cemetery. 5 «- SUMMER RECREATION PROGRAM -2- FAA Football Fields - Bleacher installed - Backstop nnssta lad - mowing - restroom maintenance - trash hauled. Basketball goals - 2 installed at the high school parking lot. The work in the parks has been done with six (6) summer employees starting around June lot. and going until approximately August 15th. Workers have been used after August 15th. for additional work on fields, trash hauling and general main- tendnce and also in the early spring for the same purpose. This spring we have been working Saturdays because of Little League schedule. The director also schedules all umpires for Little League and for.the Men's and Women's Softball Association. Little League this year has 20 teams involving over 300 children and adult softball over 300 men and women on 25 teams. Little League games are scheduled Monday through Friday evenings and most of the day on Saturday. Adult softball is scheduled Monday through Friday evenings. We also prepare the field for the Kenai American Legion team and their games are played on Saturday and Sunday. Five (5) employees handle this program each summer. The past two summers it has been held at Sears )Elementary but this summer will be at Kenai Junior High. We had one hundred sixty seven (167) children, age 5 through 15 enrolled last summer. Thankfully they didn't all come every day. The program operates Monday through Friday with the children attending from 9 - 12 a.m. and from 1 - 4 p.m.. Some of the activities includes Arts and crafts; supervised playground; organized games of all types, (both indoor and out) bike hikes, hikes to the beach; swimmingt movies, etc. Our purpose is to have a fun summer for the children with lots of activities but not a strongly regimented type program. The program will run from June 15th. to the 7th. of August this year. We are responsible for cleaning the rooms that we use after the program is completed. -3- Arco-Jesse Owens Track Meet - Conducted by Recreation Dept. A weight lifting and exercise program at the high school last summer was well received. Thirty women participated from 4%00 to 5:00 and over 50 young men and adult men were involved from 500 to 8:00 p.m.. One man on part time pay was in charge of this program. INTER ACTIVITIES City League Basketball- This program had 12 teams with approx matey .50 men involved. The schedule began on December 8th, and was completed at the end of February with games played three (3) nights each week using two (2) gyms. This program was run by the Recreation Director. All scheduling of gyms , setting up league shcedules and obtain- ing referees for each game was handled by the director. The director was in attendance at a number of these games during the season. Play started at 600 in the evening and ended at 1000 to 11800 p.m.. Volleyball - This program was divided.into two groups, power volleyball and recreational volleyball. They met three (3) nights per week at the Junior High with a total of about 60 people involved. This program is probably ready to begin a scheduled league play this year. Starting time was in November and didn't and until April. The Director was in attendance on occasion but did not spend a great deal of time on this program. Ice Rink- This area near tho Chamber cabin was prepared soon after freezing and remained until break-up. It is unknown how many days and evenings it was used or how many skaters utilized the facility but there wore a good many on occasion. Time on the project is also unknown but several hours wore spent by tho director and water and sewer personnel in preparing and maintaining during -utu ::utter. We hope to have our own hot mop system this year so this should onablc it to be used more often. Kenai Art Council conducted workshops during the winter months involving young people as well as adults. . 1 i -a- j S ecial Olympics -ono person was paid for approx- Matoly 10-hours per month to work with the Kenai area handicapped children and help prepare them for Special Olympic competition. From all indications and comments Sandra Molloy has done a very good job. it is rather difficult to give an itomized break- down of the director's hours during the winter months. Over the past winter a number of hours have been spent on a variety of things. Some of these are: Meetings with State Parks personnelfeo-40s10A0114W trying to clear -up old BOR projects; Basketball Clinic; budget preparation; new building planning and construction= Capital improvement projectst Alaska Outdoor Recreation Play (Recreation Work Group) Community Schools (Trying to set up a program for Kenai) and the winter programs do involve some daytime hours. HCS COBB 236 (Rules) am H passed 37 to 1, was rescinded and finally passed 38 to 0.•The Senate did not concur in the House amendments and appointed a Free Conference Committee of Gilman, Sturgulawski and Ziegler.
