OOX NO NINAk AtAINA 99011 VILIPHON! 300 • 7010 ��+' c�ry rt rntc -ITY GP I;r,hq� MEMORANDUM TO: Mayor O'Reilly & Kenai City Council FROM: Jim Swalley, Airport Operations Manage/ RE: Airport Terminal Occupancy Load On August 27, 1981, lengthly discussion was held with Fire Chief Winston and Fire Marshal Burnette concerning the nniform'Building code as it applies to the Airport Terminal occupancy load. I have drawn the following conclusions from that meeting: 1. As a matter of interpretation of the U,B.C., certain areas of the terminal were not included in the Fire Marshal's survey (as indicated on attached diagrams). 2. When Mr. Baldwin approached the Fire Marshal on this matter in early July, he was informed the "Concorde" restaurant was not included, but should be for any final tabulation (it had not been surveyed at that time). 3. The iS square feet per standing person as presented by Mr. Baldwin is correct in this situation. The available seating in the waiting area does not qualify at the 7 square feet per seat rate because they are not fixed" in place. On August 28, 1981, I re -surveyed the terminal lobby and waiting area, taking the above factors in consideration. My findings are: 1. The Fire Marshal's measuremento were very similar to mine - within inches. 2. Through a debatable point, the Fire Marshal did not include the central portion of the waiting area (19 persons). 1 E 3. The "Concorde" restaurant must be considered in total occupancy because the only exit available for their patrons is i through the lobby area. 4. Persons such as kitchen help, ticket agents, etc, are not j counted against occupancy load, as they occupy "auxiliary" areas which are not included in available floor space. Motion failed, with Councilwoman Glick, Coin Malston, Mueller voting yess Councilmen Wag. Measles, Mayor O'Reilly voting no. MOTIONs Councilman Measles moved, seconded by Counc Wagoner, to go ahead and get a temporary re ing order as soon as possible and step up a, with the Legislators.
