RESOLUTION NO, 81-97
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA,
REQUESTING THE DIVISION OF COMMUNITY PLANNING, DEPARTMENT OF
COMMUNITY AND REGIONAL AFFAIRS, STATE OF ALASKA, THROUGH THE
KENAI PENINSULA BOROUGH, FOR A GRANT UNDER THE ALASKA COASTAL
ZONE MANAGEMENT PROGRAM TO PROVIDE ADMINISTRATIVE SUPPORT
PERSONNEL FOR THE CITY OF KENAI ADVISORY PLANNING AND ZONING AND
ADVISORY HARBOR COMMISSIONS,
WHEREAS, the City Council of the City of Kenai has determined
that they would like to provide Administrative Support Personnel
for the City of Kenai Advisory Planning and Zoning and Advisory
Harbor Commissions, and
WHEREAS, it has been determined that funds have been and are
available under the Alaska Coastal Zone Management Program to
facilitate this desire, and
WHEREAS, the proposed usage of such Administrative Support
Personnel would be under the supervision and direction of the
City Manage; with emphasis on the development of a drainage plan,
bluff erosion plan, the consideration and possible construction
of a bulkhead in the general vicinity of the area from Ryans
Creek to Old Sewerage Treatment Plant and beyond to include
Section 36 lands, the continuing effort to implement a
sedimentation study and the possible development of a Small Boat
Harbor/Marine Park Complex and to co-ordinate these various
efforts to help expedite Residential Development in the Section
36 area, All of the above projects are included in the proposed
Coastal Zone Area of the City of Kenai, and
WHEREAS, the Administrative Support Personnel will consist of a
secretary and a co-ordinator with planning/design experience to
be provided in house so as to better co-ordinate and facilitate
the proposed areas of activity, and
WHEREAS, these funds are generally administered through the
Planning and Zoning Department, and the proposed Administrative
Support personnel will be under the supervision of the City
Manager who is the administrative officer for the Planning Code,

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
KENAI, ALASKA, that such a request for Administrative Support -
Personnel funds be submitted to the appropriate departments of
the Kenai Peninsula Borough and the Department of Community &
Regional Affairs for their consideration as to the
appropriateness of the proposed use,,and to expedite the
paperwork for same.

a special meeting of the City Council for the purpose
of voting whether or not to accept grant monies from

Partial translation of Council meeting of September 16, 1961
Councilman Wagoner moved, seconded by Councilman Nall that the
Council direct City Administration to pursue the continuation of
the Administrative Support Grant with the State of Alaska,
Community a Regional Affairs through the Kenai Peninsula Borough.
Vote on Motion: Councilmen Nall, Measles, and Wagoner voting
"Yes" --Councilwoman Glick and Councilman Mueller voting "No"
(Councilman Maiston and Mayor OOReilly absent).
Councilwoman Glick changed her vote to "Yes" --Motion passed 4 to
1. Councilwoman Glick asked for reconsideration at the next
meeting at which time she would have additional comments on her
own. She did not feel she should make the at this time.

REs Coastal Zone Management Administiative Grant
for Harbor Commission ">
After several conversations on September 25, 1981 with
Mark Stephens and Roger Maggard, I think that any one of
the following five sets of circumstances are a possibility:
1. An extension of the present contract between the borough
and Coastal Zone Management and Gary Davis' contract for
administrative support.
2. An extension of the contract between the borough and
Coastal Zone Management for administrative monies with
Council to decide the nature of administrative support.
3. Expiration of present contracts with a renewal of contracts
in the new fiscal year with Council to determine the
method of administrative support.
4. New contract between the borough and Coastal Zone Management
in the new fiscal year with a continuation of Gary Davis'
contract.
5. Do nothing in connection with Coastal Zone Management for
administrative assistance.
Mark Stephens and/or Roger Maggard will be in attendance at the
special Council meeting on September 29, 1981 at 7s00 p.m.
I don't think that the Council can come to a logical or productive
conclusion on this question without representatives of Coastal
Zone Management being present to answer the many serious questions
that Council will want legitimate answers to.

At the present time, there remains in the budget $21,668 of
the City's share of match funds for grant purposes. This
basically is the new appropriation for fiscal 181-82. There
remains in the state grant $15,152 from the original author-
ization. You must keep in mind that the $21,668 of City
money was appropriated in anticipation of match money for a
- new grant*
i estimate the project cost of a new grant of $74,600.

Res Contract for Administrative Services
Dear Bill,
As the end of my current contract extension is coming to a close
I would like to express my interest in continueing to perform
the services of Administrative Coordinator to the Kenai Advisory
Harbor Commission.
I have enjoyed and appreciated the opportunity to be a part of
the activities the Harbor Commission has been involved in over
the past year and feel that the coming year will see some
benefits of the hard work and efforts of the Commission. I would
like to be a part of these coming efforts and feel I can
continue to perform the duties.and functions required to
adequately review and assess the decisions the Commission
and City Council will be making during the coming year.

In reference to your letter of September 14, 1981 concerning the extension of
the City of Kenai Administrative Support Grant, I have contacted William
Brighton, City Manager of Kenai, concerning the outcome of the Kenai City
Council meeting of September 16. Mr. Brighton stated that the City Councii's
support of of this contract was scheduled for reconsideration at their next
meeting on October 7, 1981. As I stated in my letter of September 10, 1981 to/
you, in order for this contract to be extended a contract amendment must be
executed prior to the expiration of the current contract on September 30,
1981. We can not consider extending this contract without the full support of
the City of Kenai. Thus, it appears that it will not be possible for us to
extend the current contract. .
As we discussed during our meeting of September 17, 1981 this contract appears
to be in need of stronger direction in terms of identified objectives and a
sense of purpose. Also, given the level of activity supported under this
contract in recent months, it appears that full time secretarial support is
unwarranted.
You have indicated in previous correspondence, that the Kenai Peninsula
Borough intends to request additional support for this work under a new PY 82
contract. If a new FY 82 contract is requested, I would suggest that it be
tied very specifically to identified work products and objectives. In
addition, any support services required should be limited to those which are
necessary to efficiently carry out the proposed work program.

The City of Kenai would like to request an extension of our Kenai
Advisory Harbor Commission Administrative Support Grant through
PY 1902 (6/30/82).
Our Harbor Commission has completed many vital activities related
to the development of our riverfront and tidelands. Areas they
have started work on and will need to continue into PY 1982 ares
A. Small Boat Harbor Study and Design'
B. DOT/PF Port Paeilities Grant
C. Development of a•Set Net Permit•(Shore'Fisheries
Lease) •.
D. Alaska Coastal Management -Program.
E. Wetland Evaluation
P. Bluff Erosion
These activities will continue to require the coordination
provided for under this grant in order for the City to properly
administer them and evaluate their impacts on the community.
At this time, the Harbor Commission has recommended a FY 1982
budget of $82,100, The Professional Services (Administrative
Coordinator's Grant) portion of this budget amounts to $74,600.
Increases in this request over last year's grant are based on a
more thorough knowledge of costs required to properly staff and
administer the Harbor Commission's operations. Additionally,
last year's contract only covered a 10 month period where this
extension would be for a full year.

Based on this budget request and on the recommendation of
Community and Regional Affairs, and the Office of Coastal
Management, the Harbor Commission, through budget workshops with
--- the public and the City Council, will request a 30 - 70 split of
this grant. This would establish the City's share at $22,380,
and OCM's share at 052,220.
We would appreciate any efforts your office could provide in
expediting this grant extension request. Any questions you may
have relating to this request can be directed to my office.

PROFESSIONAL SERVICE CONTRACT
DESCRIPTION
Task: Administrative Coordinator
Compensation: Negotiable
Necessary Skills:
This position requires experience in grant writing, grant
administration, knowledge of harbor, building, water,
street and sewer projects, knowledge of excavation and heavy
equipment operation. Must have current typing, filing, and
secretarial capability.
Type of Employment:
Temporary through June 30, 1980.
Education:
High School. Preferred Bachelor's degree. Experience 3 - 5
years in similar position or position whereby applicant
worked in the listed skill areas.
Duties:
The person chosen to fill this position will be required to:
1. work under the direct supervision of the Mayor of
Kenai, or the Kenai City Manager.,
2. Coordinate with various funding agencies, all.
grants and grant -applications.
3. Work with the legislators in Juneau for City
Capital project monies.
4. Coordinate efforts as directed by the Kenai Harbor
and Recreation Commissions and the Culture Center Committee.
