VICE CHAIR NOEL WIDMAYER, PRESIDING MEETING SUMMARY 1. CALL TO ORDER & ROLL CALL Vice Chair W idmayer called the meeting to order at 7:05 p.m. Roll was confirmed as follows: Commissioners present: N. Widmayer, J. Halstead, T. Wisniewski, J. Hudson, S. Thornton Commissioners absent: C. Stephens Staff/Council Liaison present: Parks & Rec Staff Director B. Frates, Council Liaison J. Glendening A quorum was present. 2. AGENDA APPROVAL MOTION: Commissioner Halstead MOVED to approve the agenda; Commissioner Thornton SECONDED the motion. There were no objections; SO ORDERED. 3. APPROVAL OF MEETING SUMMARY a. March 2, 2017 MOTION: Commissioner Halstead MOVED to approve the meeting summary of March 2, 2017 and Commissioner Thornton SECONDED the motion. There were no objections; SO ORDERED. 4. PERSONS SCHEDULED TO BE HEARD – None. 5. PERSONS PRESENT NOT SCHEDULED – None 6. UNFINISHED BUSINESS – None 7. NEW BUSINESS a. FY18 Draft Budget The FY18 Draft Budget was reviewed. Director Frates noted the budget was conservative but felt comfortable with where the department came in; also noted capital project submittals were still under review. It was clarified that the cemetery expansion was a top priority and that bleacher replacement for the softball fields had been included in the capital project requests. Page 3 of 8 Parks and Recreation Commission Meeting April 6, 2017 Page 2 b. 2017 Summer Project List The summer project list was reviewed noting upgrades to the softball field. c. Cemetery Expansion Project – Phase I Site Design Revision Director Frates explained that the architect firm had completed initial revisions to the Phase I design, mostly pertaining to creating more separation between the plot areas for ease of maintenance and eliminating the need for people to traverse over another’s plot. Plot arrangements, counts, road, and fencing were also discussed. 8. REPORTS a. Parks and Recreation Director – Parks and Recreation Department Director Frates reported on the following: • Pathways to Poetry project; • Status on outdoor skating and trail grooming; • Summer temporary hire process; • Little Free Library Station project. b. Commission Chair – Commission Vice Chair W idmayer noted the March Ice Schedule included as an informational item. c. City Council Liaison - Council Member Glendening reviewed miscellaneous actions at the City Council level. 9. NEXT MEETING ATTENDANCE NOTIFICATION – May 4, 2017 Commissioner Halstead noted he would be unable to attend. 10. COMMISSION QUESTIONS & COMMENTS – None 11. NEW BUSINESS a. Discussion/Recommendation – Draft Ordinance amending Kenai Municipal Code Chapter 14.25 – Landscaping and Site Plans for all Retention Basins, Commercial, Industrial, and Multi-Family Development and Land Clearing in Certain Zones in the City and Making other Housekeeping Changes. City Planner, Matt Kelley, presented a staff report outlining goals and timelines. As part of the process, various city commissions and committees are asked to review and comment on the Draft Site Plan Ordinance. Mr. Kelley reviewed the existing Site Plan Ordinance noting certain updates needed; a review of how site plans are currently administered was also explained. Questions were asked pertaining to contractor notifications, opportunity for public comment, invasive plant species, fines, fire buffers, fencing, and speculative building. Mr. Kelley provided explanations and answered questions accordingly. MOTION: Commissioner Halstead MOVED to approve a motion between the Beautification Committee and Parks & Recreation Committee to approve the draft ordinance amending KMC Chapter 14.25 for Page 5 of 8 Parks and Recreation Commission Meeting April 6, 2017 Page 2 possible inclusion of the following considerations: invasive species, privacy fencing, residential application (spec homes), and firewise compatibility; Commissioner Widmayer SECONDED the motion. Frates, Parks & Recreation Director DATE: August 31, 2017 RE: Health & Fitness Extravaganza – Fit for Kenai Purpose of this communication is simply to introduce a new idea that I think at least warrants a discussion. What I hope to accomplish is valuable feedback and perhaps some of your ideas and thoughts. The concept centers around a free, family friendly event that focuses on public health and fitness; an event that promotes healthy habits, fun, and builds unity. The event could include a vendor fair and offer a variety of fitness and health classes open to the public. For example, classes could include aerobics, Tai chi/Karate, cross-fit training, Zumba, Hip Hop dance, etc. We have some very talented local instructors and I think this would be a great opportunity for them. Other aspects could include health screening, bike rodeo, KFD Fire House, nutrition classes, adult and youth sports info, etc. I will discuss this in further detail at our next regular meeting. The only other spot on the peninsula Sweet Clover has been documented growing is near Hope. Thanks to folks at the Wildwood Correctional Facility that assisted with this project. Rec. Center Landscaping All shrubs around the facility were pruned and new mulch added. A drainage ditch was dug to allow better drainage of water from the parking lot. Thank you Alinna Martin for job well done! Old Town Park Staff removed aging playground equipment at Old Town Park. Consideration should be given to replacing equipment in the near future. Location of equipment should be up front for reasons previously discussed. Pathway of Poetry A red ribbon cutting ceremony for the new poetry trail was held in July and well attended. Many thanks to the Kenai Library staff and Friends of the Kenai Library for their contributions. Kenai’s first Little Free Library was also installed. A big shout out to the Unocal Retiree’s Association for their assistance. Hanging Flower Pouches & Birdhouses Thanks to Mt. View Elementary students for planting a number of our flower pouch displays. These pouches were placed at a variety of locations throughout town this summer, including the Visitors & Cultural Center. Home Depot donated several birdhouses constructed by community volunteers. Thank you Chris Konig! Chris resigned in July to assume full-time care of his father. Chris leaves a huge void to be filled and we wish him the best! New this year – Mr. Stacky Tiered Planters! Staff member Alinna proudly displaying her painted birdhouses.
